HomeMy WebLinkAboutSigned Minutes 11-25-24Minutes of the Arlington City Council Workshop Council Chambers 110 East 3rd Street Monday, November 25, 2024 Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe, Yvonne Gallardo-Van Ornam, Leisha Nobach, and Jan Schuette. Council Members Absent: None. Staff Present: Mayor Don Vanney, Paul Ellis, Jim Kelly, Marc Hayes, Amy Rusko, Jonathan Ventura, Chelsea Brewer, City Attorney Steve Peiffle, and Wendy Van Der Meersche. Also Known to be Present: Kathy Vanney, Tim Abrahamson, Drew Bono, Dave Kraski, and Bob Nelson. Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tern Michele Blythe moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRO UCTION OF SPECIAL GUESTS AND PRESENTATIONS None. WORKSHOP ITEMS - NO ACTION WAS TAKEN Contract Renewal for Kennel Services with the Humane Society of Skagit Valley (HSSV) Police Chief Jonathan Ventura reviewed a contract renewal with the Humane Society of Skagit Valley for kennel services. HSSV requests a 5-year agreement. The City of Arlington has maintained a partnership with the Human Society of Skagit Valley (HSSV) since 2012. Prior to this the City had a brief contract with the City of Everett. HSSV is located 30 miles away, whereas the City of Everett Shelter is located 18 miles away. Factoring drive times with traffic, each location takes nearly the same amount of travel time per trip, however HSSV is significantly more cost effective. Arlington had maintained its own animal control services and shelter up to 2002. Discussion followed with Chief Ventura answering Council questions. Page 1 of 2 Minutes of the City of Arlington City Council Workshop November 25 2024 Final Draft of 2024 Comprehensive Plan Community and Economic Development Deputy Director Amy Rusko reviewed the final draft of the City's 2024 Comprehensive Plan. Community and Economic Development Quarterly Report Community and Economic Development Director Marc Hayes reviewed the department's quarterly report. Utilities and Transportation Quarterly Report Public Works Director Jim Kelly reviewed the department's quarterly report. ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis wished everyone a Happy Thanksgiving. MAYOR'S REPORT Mayor Don Vanney wished everyone a Happy Thanksgiving. COMMENTS FROM COUNCILMEMBERS Councilmember Logan provided an update about viruses from the Snohomish County Department of Health. Councilmember Gallardo-Van Ornam requested a sports commission update soon, with possibly a presentation to Council. She also shared that the high school Spanish teacher complimented the Hispanic Heritage Event. She also spoke about the National Civics Bee. COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening. PUBLIC COMMENT North County Regional Fire Authority Deputy Chief of Operations Dave Kraski spoke about the Santa Run. REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Councilmembers discussed and agreed to put Item No. 1 Contract Renewal for Kennel Services with the Humane Society of Skagit Valley (HSSV) on the Consent Agenda.
