Council Members Absent: Debora Nelson, excused.

Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Michele Blythe moved to approve the agenda and Councilmember Rob Toyer
seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
The Community Transit CEO, Ric Ilgenfritz provided an overview of the upcoming projects
and the launching of the Zip Shuttle "on demand service" for the Arlington area. He
introduced Meg Tally who recognized and thanked the workgroup that was instrumental in
getting the Zip Shuttle pilot project implemented and she provide details on the upcoming
app and start date for the Zip Shuttle.

CONSENT AGENDA
Councilmember Michele Blythe moved to approve the consent agenda and Councilmember
Leisha Nobach seconded the motion which was unanimously carried:
1. Minutes of the November 4 and 12, 2024 City Council meetings
2. Accounts Payable: Approval of EFT Payments and Claims Checks #111990 through
#112082 dated October 22 through November 4 for $1,581,156.54, approval of Payroll
EFT Payments and Check #30401 through #30406 dated October 1, 2024.
through October 31, 2024, in the amount of $1,618,425.83
3. Sole Source Resolution for Lift Station Pumps
4. Authorization to Apply for Drinking Water State Revolving Fund Grants
PUBLIC HEARINGS:
Ordinance Extending a Moratorium for Island Crossing Development
Community and Economic Development Director Marc Hayes introduced the Ordinance to
extend the Island Crossing Development moratorium starting in December 2024.
The public hearing was opened at 6:12 p.m.
Dave Nelson of Arlington provided public comment.
Rebecca Goodell of Sedro Woolley provided public comment.
Kyle Rowe of Seattle provided public comment.
The public comment portion closed and opened for Council questions at 6:16 p.m.
The public hearing closed at 6:18 p.m.
Councilmember Heather Logan moved, and Councilmember Michelle Blythe seconded the
motion to approve the ordinance extending a moratorium on the issuance of development
permits within the Island Crossing subarea and authorized the Mayor to sign it. The motion
passed unanimously.
Resolution Adopting the Six -Year Transportation Improvement Plan (TIP)
Public Works Director Jim Kelley introduced the proposed Resolution Adopting the Six -
Year Transportation Improvement Plan.
The public hearing was opened at 6:21 p.m.
With no one wishing to speak, the public comment portion closed and opened for Council
questions at 6:22 p.m.
The public hearing closed at 6:22 p.m.
Councilmember Jan Schuette moved, and Councilmember Rob Toyer seconded the motion
to approve the proposed Resolution adopting the City of Arlington's 2025-2030 Six -Year
Transportation Improvement Plan and authorized the Mayor to sign the resolution. The
motion passed unanimously.

NEW BUSINESS
Youth Council Appointments
Community Engagement Director Sarah Lopez reviewed the names of the candidates
selected for the Youth Council and described the future work of the Youth Council.
Kimberly Leach and Holland Nobach were in attendance and introduced themselves to the
Arlington City Councilmembers.
Councilmember Rob Toyer moved, and Councilmember Heather Logan seconded the
motion to consent to the appointments and re -appointments of the 2024-2025 youth
council members as proposed. The motion passed unanimously.
Ordinance Amending Chapter 8.10 of the Arlington Municipal Code Regarding
Animal Control Violations
Police Support Officer Inci Yarkut requested Council approve the changes to Chapter 8.10
of the Arlington Municipal Code where the changes reflect the animal control regulations
that limits the number of pets per household, establishes specific rules on handling noisy
animals, and allows the police department to provide oversight and decision making to
resolve dangerous or diseased animals.
Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Leisha Nobach
seconded the motion move to approve the ordinance amending Chapter 8.10 of the
Arlington Municipal Code and authorized the Mayor to sign it, pending final review by the
City Attorney. The motion passed 5 to 1, with Councilmember Michele Blythe voting no.
COMMENTS FROM COUNCILMEMBERS
None.
ADMINISTRATOR & STAFF REPORTS.
City Administrator Paul Ellis reported that a significant storm event is expected tomorrow
night and the City is ready to respond.
MAYOR'S REPORT
Mayor Vanney reported that he attended the National League of Cities last week in Tampa,
Florida.

None.
