HomeMy WebLinkAboutSigned Minutes 11-12-24Minutes of the Arlington City Council Workshop Council Chambers 110 East 3rd Street Monday, November 12, 2024 Councilmembers Present: Heather Logan, Rob Toyer, Yvonne Gallardo-Van Ornam, Michele Blythe, Leisha Nobach, and Jan Schuette. Council Members Absent: Debora Nelson, excused. Staff Present: Paul Ellis, Jim Kelly, Marc Hayes, Jonathan Ventura, Inci Yarkut, Jen Bilow, Rob Soule, Bryan Terry, City Attorney Steve Peiffle, and Julie Petersen. Also Known to be Present: Steve Maisch and others. In Mayor Don Vanney's absence, Mayor Pro Tern Michele Blythe called the meeting to order at 6:00 pm, and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Councilmember Yvonne Gallardo-Van Ornam moved to approve the agenda as presented. Councilmember Leisha Nobach seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. WORKSHOP ITEMS - NO ACTION WAS TAKEN Ordinance Amending Chapter 8.10 of the Arlington Municipal Code Regarding Animal Control Violations Police Chief Jonathan Ventura introduced Police Support Officer Inci Yarkut who reviewed changes to Chapter 8.10 of the Arlington Municipal Code. She reviewed updates to the animal control regulations which limits the number of pets per household, establishes specific rules on handling noisy animals, and allows the police department to provide oversight and decision making to resolve dangerous or diseased animals. Discussion followed with Ms. Yarkut answering Council questions. Ordinance Extending a Moratorium for Island Crossing Development Community and Economic Director Marc Hayes reviewed details of the Island Crossing Development moratorium. This interim ordinance provides for a six-month extension of the Island Crossing Moratorium allowing for a Subarea Plan to be developed by City staff and their consultant. The interim emergency ordinance is due to expire on December 4, 2024, and requires an extension of that moratorium timeline to complete the described work. The Council must hold a public hearing November 18, 2024, to extend the moratorium. The current ordinance states a provision to allow the permitting and installation of electric vehicle charging facilities. Discussion followed with Mr. Hayes answering Council questions. Pagel of 3 Minutes of the City of Arlington City Council Workshop November 12 2024 Resolution Adopting the Six -Year Transportation Improvement Plan (TIP) Public Works Director Jim Kelly reviewed the City's proposed Six -Year Transportation Improvement Plan. In accordance with state law, every municipality must annually update their TIP for the following six years. Any road construction project that is to be considered for Intermodal Surface Transportation Efficiency Act or Transportation Improvement Board funding must be listed on the TIP. To be eligible for allocation of 1/2-cent gas tax monies, projects must also be listed. The TIP represents projects that the City would like to have completed, or funded, over the next six years (2025 to 2030). Prior to adopting this plan, it must be presented for a public hearing November 18, 2024. Discussion followed with Mr. Kelly answering Council questions. Sole Source Resolution for Lift Station Pumps Public Works Director Jim Kelly reviewed the sole source resolution recognizing North Coast as the only appointed Allen-Bradley/Rockwell Automation distributor authorized to sell Rockwell products. The City of Arlington uses Allen-Bradley Programmable Logic Controllers (PLC) in many processes (Water Treatment Plant, Water Reclamation Facility, Lift Stations, Booster Pump Stations, etc.). Allen Bradley PLC's and associated controller components are manufactured by Rockwell Automation and distributed locally by North Coast Electric Supply (North Coast). North Coast is the authorized agent in the Arlington geographical area for Rockwell Automation products, and staff is requesting a sole source resolution allowing the City to waive Washington Public Works bid requirements and contract directly with North Coast for purchase and or related services for these products. Authorization to Apply for Drinking Water State Revolving Fund (DWSRF) Grants Public Works Director Jim Kelly reviewed two grants/loans from the Washington State Department of Health Drinking Water State Revolving Fund (DWSRF) for two separate projects. The first application is for funding under the "Lead Service Line Replacement Program", which will help fund the identification of lead service lines and their replacement. It is not anticipated that any lead service lines will be found. The second application is for funding under the "Construction Loan Program" and will fund the purchase of two new water filtration units for the WTP Expansion project. Low Bid Award for 74th Trail Project Public Works Director Jim Kelly reviewed the low bid for the 74th Avenue Trail project. The City of Arlington is working to provide the community with a comprehensive multiuse trail system throughout Arlington. The 74th Avenue Trail project completes a segment between 204th Street and 191st Street (approx. 4,000 ft). This trail alignment is also part of the City's Complete Streets program. The City received a grant for the design and construction of this trail. Design work for this project started in 2012 but was delayed due to COVID-19 and staff turnover. The project was advertised for bid in October 2024 and bids were received November 7, 2024. Discussion followed with Mr. Kelly answering Council questions. ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis had nothing to report. COMMENTS FROM COUNCILMEMBERS/REPORTS Councilmember Yvonne Gallardo-Van Ornam thanked the Stilly Valley Chamber for hosting the Rise and Shine Morning Mingle and reminded everyone to attend tomorrow at 7:30 a.m. She shared she attended the Heroes Among Us and her appreciation for those that organized the event. She announced YMCA purchased Fort Casey, and that United Way has a presentation for the services they provide. PUBLIC COMMENT None. REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Councilmembers agreed to place items no. 4 and 5 on the consent agenda for the November 18 meeting. EXECUTIVE SESSION None.
