HomeMy WebLinkAboutSigned Minutes 11-04-24Minutes of the Arlington City Council Meeting Council Chambers 110 East 3rd Street Monday, November 4, 2024 Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe Yvonne Gallardo-Van Ornam, Leisha Nobach, and Jan Schuette. Council Members Absent: None. Staff Present: Mayor Don Vanney, Paul Ellis, Kristin Garcia, Marc Hayes, Jim Kelly, Chelsea Brewer, and Wendy Van Der Meersche. Also Known to be Present: Kathy Vanney, Drew Bono, Nathan Senff, Steve Maisch, Holly Sloan -Buchanan, John Cermak, Dave Kraski, Randy Nobach and daughter, Tim Abrahamson, Sid Logan, and Brian Lewis. Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Michele Blythe moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tem Michele Blythe moved, and Councilmember Leisha Nobach seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the October 21 and October 28, 2024 Council meetings 2. Accounts Payable: Approval of Petty Cash Check #2039; EFT Payments and Claims Checks #111872 through #111989 dated October 8 through October 21, 2024 for $1,942,954.15. 3. Sole Source Resolution for Procurement and Servicing of Cla-Val Pressure Reducing Vales from GC Systems Page 1 of 4 Minutes of the City of Arlington City Council Meeting November 4 2024 PUBLIC HEARINGS Ordinance Adopting the 2025/2026 Biennial Budget Finance Director Kristin Garcia reviewed the ordinance approving the 2025/2026 preliminary budget. The public hearing was opened at 6:07 p.m. With no one wishing to speak, the public comment portion closed and opened for Council questions at 6:07 p.m. The public hearing closed at 6:07 p.m. Mayor Pro Tem Michele Blythe moved, and Councilmember Debora Nelson seconded the motion to approve the Ordinance Adopting the City of Arlington Biennial Budget for the Years 2025/2026 and authorize the Mayor to sign it. The motion passed unanimously. Resolution Establishing the 2025 Property Tax Levy Finance Director Kristin Garcia reviewed the resolution establishing the 2025 regular property tax levy. The public hearing was opened at 6:10 p.m. With no one wishing to speak, the public comment portion closed and opened for Council questions at 6:10 p.m. The public hearing closed at 6:10 p.m. Mayor Pro Tem Michele Blythe moved, and Councilmember Heather Logan seconded the motion to approve the approve the resolution of the City of Arlington establishing the 2025 regular property tax levy and authorize the Mayor to sign the resolution. The motion passed unanimously. Ordinance Approving the Capital Facilities Plan for Arlington School District Community and Economic Development Director Marc Hayes reviewed the ordinance approving the Capital Facilities Plan for Arlington School District. The public hearing was opened at 6:11 p.m. Brian Lewis, Arlington School District, provided comments. The public comment portion closed and opened for Council questions at 6:14 p.m. The public hearing closed at 6:14 p.m. Councilmember Heather Logan moved, and Councilmember Rob Toyer seconded the motion to approve the ordinance adopting the Arlington School District's 2024-2029 Capital Facilities Plan and authorized the Mayor to sign the ordinance. The motion passed unanimously. The public hearing was opened at 6:16 p.m. With no one wishing to speak, the public comment portion closed and opened for Council questions at 6:16 p.m. The public hearing closed at 6:16 p.m. Councilmember Rob Toyer moved, and Councilmember Heather Logan seconded the motion to approve the ordinance adopting the Lakewood School District's 2024-2029 Capital Facilities Plan and authorized the Mayor to sign the ordinance. The motion passed unanimously. NEW BUSINESS Contract Amendment with Community Transit City Administrator Paul Ellis requested Council approve a contract amendment with Community Transit for removal of abandoned, derelict or nuisance RVs parked on City property. Councilmember Leisha Nobach moved, and Councilmember Yvonne Gallardo-Van Ornam seconded the motion to approve the interlocal agreement with Community Transit to piggyback on RFP2020-069 and authorized the Mayor to sign. The motion passed unanimously. Alignment Alternatives for the 180th Street Connector Public Works Director Jim Kelly reviewed a presentation on the outreach and alternatives for the 180th Street Connector project with recommendations for preferred alternative. North County Regional Fire Authority Deputy Chief of Operations Dave Kraski provided comments. Discussion followed. Councilmember Heather Logan moved, and Councilmember Debora Nelson seconded the motion for City Council to recommend alternative no. 3 for the 180th Street Connector Project. The motion passed unanimously. Councilmember Jan Schuette moved, and Councilmember Debora Nelson seconded the motion to approve the recommended 180th Street Alignment, option number 3, and directed staff to continue corridor planning. The motion passed unanimously. Construction Contract Award for construction of Phase II of the Smokey Point Community Park Community and Economic Development Director Marc Hayes requested Council authorization to award the construction contract for construction of Phase II of the Smokey Point Community Park to Capture Energy, LLC. Page 3 of 4 Minutes of the Cityof Arlington City Council Meeting_ November 42074 Councilmember Debora Nelson moved, and Councilmember Heather Logan seconded the motion to authorize the Mayor to sign the contract with Capture Energy LLC, in an amount not to exceed $1,016,107.45. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS None. _ADMINISTRATOR & STAFF REPORTS None. MAYOR'S REPORT Mayor Vanney announced he will be out next week at National League of Cities City Summit. EXECUTIVE SESSION None.
