HomeMy WebLinkAboutSigned Minutes 10-14-24Minutes of the Arlington City Council Workshop Council Chambers 110 East 3rd Street Monday, October 14, 2024 Councilmembers Present: Heather Logan, Rob Toyer, Yvonne Gallardo-Van Ornam, Michele Blythe, Leisha Nobach, and Jan Schuette. Council Members Absent: Debora Nelson, excused. Staff Present: Mayor Don Vanney, Paul Ellis, Jim Kelly, Jonathan Ventura, Seth Kinney, Chelsea Brewer, City Attorney Steve Peiffle, and Julie Petersen. Also Known to be Present: Kathy Vanney, Randy Nobach, Steve Maisch, Holly Sloan - Buchanan, Tim Abrahamson, and John Cermak. Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tern Michele Blythe moved to approve the agenda as presented. Councilmember Rob Toyer seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. WORKSHOP ITEMS - NO ACTION WAS TAKEN Cemetery Rules and Regulations Update The Arlington Municipal Cemetery Rules and Regulations were last updated in 2013. The Cemetery Board has worked with Public Works staff updating the Cemetery Rules and Regulations to better reflect the current Cemetery business and operating procedures. The Cemetery Board has unanimously voted in favor of recommending City Council approve and adopt these updated Cemetery Rules and Regulations. Discussion followed with Mr. Kelly answering Council questions. Process Solutions Contract System Platform The Water Reclamation Facility recently upgraded its SCADA system from "Wonderware" to "System Platform". The "Wonderware" program was outdated, no longer supported, and lacked high-level security protections. It is now time to do the same at the Water Treatment Plant. The Water Treatment Plant's (WTP) existing Programmable Logic Controller (PLC) is old, outdated, and not current with new control operating strategies. Public Works contracted for the design and construction of a new PLC that would be capable of serving the existing WTP with sufficient capacity to serve the WTP Expansion, the Haller South Wellfield Expansion, and the new 640 Booster Pump Station. Process Solutions has been the City's programing and process integration firm for many years and are best suited to provide these services for the WT. Discussion followed with Mr. Kelly answering Council questions. Contract Amendment No.2 with RH2 for 640 Booster Station In 2021, the City entered into contract with RH2 for Hydraulic Analysis and preparation of a DOH Engineering Report for a proposed booster pump station at the 520 Reservoir site (640 Booster Pump Station) and a new potable water reservoir serving the 640-pressure zone. RH2 was issued amendment #1 expanding their scope of work to include design services for the 640 Booster Pump Station, the design was completed, and this project is under construction. Amendment #2 to the RH2 contract is for additional services needed during the design phase and for On -Call, as needed engineering support during construction. The initial contract amount of $78,411.00 with Amendment #1 of $232,401.00 and Amendment #2 of $63,350.00 with a revised contract amount totaling $374,162.00. Discussion followed with Mr. Kelly answering Council questions. ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis had nothing to report. MAYOR'S REPORT Mayor Vanney had nothing to report. REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Councilmembers agreed to place item no. 1 on the consent agenda for the October 21 meeting. EXECUTIVE SESSION City Attorney Steve Peiffle announced the need for an executive session to discuss threatened litigation [RCW 42.30.110(1)(i)] and to review performance of a public employee [RCW 42.30.110(1)(g)] for 15 minutes. No action to be taken after the executive session. City Council was dismissed and went into an executive session at 6:16 p.m., and reconvened at 6:31 p.m. ADJOURNMENT With no further business to come before the Council, the meeting was adjourned at 6:31 p.m. Don Vanney, Mayor Page 2 of 2
