City Council Budget Retreat

Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe
Yvonne Gallardo-Van Ornam, Leisha Nobach, and Jan Schuette.
Council Members Absent: None.
Staff Present: Mayor Don Vanney, Paul Ellis, Sarah Lopez, Shawn Friang, Bryan Terry,
Kristin Garcia, Jonathan Ventura, Jim Kelly, Marc Hayes, Amy Rusko, Marty Wray, City
Attorney Steve Peiffle, and Wendy Van Der Meersche.
Also Known to be Present: Kathy Vanney.
City Attorney Steve Peiffle acted as facilitator and began the retreat at 9:00 a.m.
Mr. Peiffle welcomed everyone, reviewed the rules and procedures, and led a team activity.
Mr. Peiffle introduced City Administrator Paul Ellis, who provided an overview of the 2025-
2026 Strategic Priorities from the 2025-2026 Budget.
Finance Director Kristin Garcia reviewed revenues by fund type. Ms. Garcia and Mr. Ellis
continued to review the 2025/2026 budget with the use of PowerPoint slides.
Discussion followed with Mr. Ellis and Ms. Garcia answering Council questions.

Quality of Life
Police Chief Jonathan Ventura reviewed steps the department is taking to improve the
community's quality of life.
Community and Economic Development Director Marc Hayes reviewed steps the
department is taking to improve the community's quality of life.
Public Works Director Jim Kelly reviewed steps the department is taking to improve the
community's quality of life.
Airport Director Marty Wray reviewed steps the department is taking to improve the
community's quality of life.
Community Engagement Director Sarah Lopez reviewed steps the department is taking to
improve the community's quality of life.
City Administrator Paul Ellis reviewed steps that Maintenance and Operations is taking to
improve the community's quality of life.
Human Resources Director Shawn Friang reviewed steps the department is taking to
improve the community's quality of life.
Finance Director Kristin Garcia reviewed steps the department is taking to improve the
community's quality of life.
City Council's responses gathered ahead of time regarding transportation, parks, arts,
recreation and culture, development, neighborhoods, and social issues were reviewed.
