Councilmembers Present: Rob Toyer, Debora Nelson, Michele Blythe, Yvonne Gallardo-
Van Ornam, Leisha Nobach, Jan Schuette, and Heather Logan who joined with Zoom.
Council Members Absent: None.
Staff Present: Mayor Don Vanney, Paul Ellis, Kristin Garcia, Jonathan Ventura, Seth Kinney,
Lorene Robinson, Monroe Whitman, Chelsea Brewer, City Attorney Steve Peiffle, and Wendy
Van Der Meersche.
Also Known to be Present: Kathy Vanney, John Cermak, Tim Abrahamson, Steve Maisch,
Holly Sloan -Buchanan, James Beardsley, Randy Nobach, and Allison Jones and children.
Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tern Michele Blythe moved to approve the agenda as presented. Councilmember
Rob Toyer seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
None.
PROCLAMATIONS
Mayor Don Vanney read the Apraxia Awareness Month proclamation.
Councilmember Rob Toyer read the National Police Week proclamation.
Mayor Pro Tem Michele Blythe read the Older Americans Month proclamation.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Retreat Follow-Up,10-Year Financial Model
City Administrator Paul Ellis reviewed a 10-year financial model. Discussion followed with
Mr. Ellis answering Council questions.
PSA with Century West Engineering, Airport Master Plan Project
Operations Coordinator Lorene Robinson reviewed a professional services agreement with
Century West Engineering. Discussion followed with Ms. Robinson answering Council
questions.

Resolution for WSDOT Grant, Airport Master Plan
Operations Coordinator Lorene Robinson reviewed a resolution required to apply for a
WSDOT grant. Discussion followed with Ms. Robinson answering Council questions.
Resolution for WSDOT Grant, Perimeter Fencing Improvements
Operations Coordinator Lorene Robinson reviewed a resolution required to apply for a
WSDOT grant for the perimeter fencing improvement project. Discussion followed with Ms.
Robinson answering Council questions.
Resolution for WSDOT Grant, Taxiway Alpha Improvements Project
Operations Coordinator Lorene Robinson reviewed a resolution required to apply for a
WSDOT grant for the Taxiway Alpha Mill and Overlay Project. Discussion followed with Ms.
Robinson answering Council questions.
Airport Fiber Installation Project
Operations Manager Monroe Whitman reviewed a request by staff for a budget amendment
for the Airport Fiber Installation Project. Discussion followed with Mr. Whitman answering
Council questions.
Fee Resolution for Airport Gate Proximity Cards
Operations Manager Monroe Whitman reviewed a request by staff to update the City's fee
resolution to include proximity card fees. Discussion followed with Mr. Whitman answering
Council questions.
Police Quarterly Report and 2023 Annual Report
Chief Jonathan Ventura reviewed the 2023 annual report.
North County Regional Fire Authority Quarterly Report
Chief John Cermak reviewed the first quarter report for North County Regional Fire
Authority.
ADMINISTRATOR AND STAFF REPORTS
None.
MAYOR'S REPORT
Mayor Vanney stated that he and Councilmembers have been invited for a tour of the Newell
Corporation and asked those interested in attending to let him know.
COMMENTS FROM COUNCILMEMBERS
Councilmember Jan Schuette stated she attended the swearing -in of a superior court judge.
COUNCILMEMBER REPORTS
Councilmembers had nothing to report this evening.
