Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe,
Yvonne Gallardo-Van Ornam, Leisha Nobach, and Jan Schuette.
Council Members Absent: None.
Staff Present: Mayor Don Vanney, Paul Ellis, Jim Kelly, Kris Wallace, Jay Downing, Jonathan
Ventura, Chelsea Brewer, City Attorney Steve Peiffle, and Wendy Van Der Meersche.
Also Known to be Present: Kathy Vanney, Holly Sloan -Buchanan, Steve Maisch, Randy
Nobach, and Tim Abrahamson.
Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Michele Blythe moved to approve the agenda, revised to move Item No. 5
March 2024 Financial Report to the May 6, 2024 Council meeting. Councilmember Rob
Toyer seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
None.
PROCLAMATIONS
Mayor Don Vanney read the Child Abuse Awareness Month proclamation.
Mayor Pro Tem. Michele Blythe read the National Volunteer Week proclamation.
WORKSHOP ITEMS - NO ACTION WAS TAKEN
Opioid Litigation Settlement - Johnson & Johnson / Janssen
City Attorney Steve Peiffle reviewed the opioid litigation settlement with Johnson & Johnson
for Council's consideration. Discussion followed with Mr. Peiffle answering Council
questions.
Maintenance and Operations Tractor Purchase
Maintenance and Operations Manager Jay Downing reviewed an unscheduled equipment
purchase request for a Kubota backhoe. Discussion followed with Mr. Downing answering
Council questions.

WSDOT Right -of -Way (ROW) Procedure Amendment
Public Works Director Jim Kelly reviewed an amendment to the current city right of way
acquisition and procurement procedures and policies. Discussion followed with Mr. Kelly
answering Council questions.
Eminent Domain Proceeding for 211th Place Improvement Project
Public Works Director Jim Kelly reviewed the ordinance for eminent domain proceeding for
211th Place Improvement Project. Discussion followed with Mr. Kelly answering Council
questions.
ADMINISTRATOR AND STAFF REPORTS
City Administrator Paul Ellis reminded Councilmembers that next Monday, April 29 is the
fifth Monday and there will be no Council meeting.
MAYOR'S REPORT
None.
CQMMENTS FROM COUNCILMEMBERS
Councilmember Debora Nelson began a discussion with Councilmembers regarding the
Child Abuse Awareness proclamation and how to help.
COUNCILMEMBER REPORTS
Councilmembers had nothing to report this evening.
PUBLIC COMMENT
None.
REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING
Councilmembers discussed and agreed to put all agenda items on new business for the May
6, 2024 Council meeting.
EXECUTIVE SESSION
None.
ADJOURNMENT
With no further business to come before the Council, the meeting was adjourned at 6:30 p.m.
