Council Members Absent: None. Staff Present: Paul Ellis, Sarah Lopez, Kristin Garcia, Marc Hayes, Jim Kelly, Kris Wallace, Mike Gilbert, City Attorney Steve Peiffle, Chelsea Brewer, and Wendy Van Der Meersche. Also Known to be Present: Brittany Kleinman and family, Tim Abrahamson, Randy Nobach and family, Heather Watland and family, Jan Bauer, Holly Sloan -Buchanan, Steve Maisch, John Cermak, Nathan Senff, Gayle Roeber, and Jay Lindberg. Acting as Chair, in Mayor Vanney's absence, Mayor Pro Tem Michele Blythe called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Councilmember Jan Schuette moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Councilmember Debora Nelson presented Parks, Arts, and Recreation Commission outgoing member Brittany Kleinman with an award for her 12 years of service. PROCLAMATIONS None. PUBLIC COMMENT None. CONSENT AGENDA Councilmember Jan Schuette moved, and Councilmember Debora Nelson seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the April 1 and April 8, 2024 Council meetings 2. Accounts Payable: Approval of Petty Cash Check #2033; EFT Payments and Claims Checks #110452 through #110543 dated March 19, 2024 through April 1, 2024 for $1,057,280.60; Approval of Payroll EFT Payments and Check #30349 through #30357 dated March 1, 2024 through March 31, 2024 in the amount of $1,376,801.69. NEW BUSINESS Appointments to Parks, Arts, and Recreation Commission Community Engagement Director Sarah Lopez requested Council consent to the reappointment of Crista Dietz, and appointments of Heather Watland, Randy Nobach, and Jan Bauer to the Parks, Arts, and Recreation Commission. Councilmember Debora Nelson moved, and Councilmember Jan Schuette seconded the motion to consent to the appointments of Crista Dietz, Heather Watland, Randy Nobach, and Jan Bauer and to the Parks, Arts and Recreation Commission. The motion passed unanimously. Appointment to Planning Commission Community and Economic Development Director Marc Hayes requested Council confirm the appointment of Tim Abrahamson to the Planning Commission. Councilmember Rob Toyer moved, and Councilmember Debora Nelson seconded the motion to confirm the appointment of Tim Abrahamson to the Planning Commission. The motion passed unanimously. Round Two of 2024 Lodging Tax Distribution Finance Director Kristin Garcia requested Council approve the second -round of 2024 grant funding, as recommended by the lodging tax advisory committee. Three applications were received for round two of the 2024 lodging tax grant program. One project was short of the match requirement by about $250. The Visitor Center Tear Off Brochure project was not awarded a grant for round two as funding for brochures was awarded to the Chamber in the first round. Councilmember Heather Logan moved, and Councilmember Rob Toyer seconded the motion to approve the second -round of 2024 grant funding as recommended by the lodging tax advisory committee. The motion passed unanimously. Replacement of Nutanix Production Server Environment City Administrator Paul Ellis requested Council approve staffs request for an early replacement of the production server environment. Councilmember Leisha Nobach moved, and Councilmember Debora Nelson seconded the motion to approve a contract with Right! Systems, Inc., and authorized the Mayor to sign the necessary documents. The motion passed unanimously. Right of Way Procurement for the 211th Place Rehabilitation Project for Willett Property Public Works Director Jim Kelly requested Council approve the full property procurement of the Willett property. Page 2 of 3 Minutes of the City of Arlington Ci Council Meeting Aril 15 2024 Councilmember Rob Toyer moved, and Councilmember Yvonne Gallardo-Van Ornam seconded the motion to approve the Willett property purchase and authorized the Mayor to sign the property procurement documents, subject to final approval by the City Attorney. The motion passed unanimously. Right of Way Procurement for 188th Street and Smokey Point Blvd. for Alam Property Public Works Director Jim Kelly requested Council approve the full property procurement of the Alam property. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Heather Logan seconded the motion to approve the offer package as presented, and authorized the Mayor to sign the property procurement documents, subject to final approval by the City Attorney. The motion passed unanimously. Right of Way Procurement for 188th Street and Smokey Point Blvd. for Jammeh Property Public Works Director Jim Kelly requested Council approve the procurement of right-of- way (ROW) and temporary construction easement (TCE) from the Jammeh property. Councilmember Jan Schuette moved, and Councilmember Debora Nelson seconded the motion to authorize staff to pursue the right of way acquisition from Bintou and Yaya Jammeh for a sum not to exceed $272,100, or such other sum approved by the Public Works Director within the project budget and authorized the Mayor to sign the right-of-way / temporary construction easement procurement documents, subject to final approval by the City Attorney. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Jan Schuette requested street names of projects listed on the one sheet City Administrator Paul Ellis distributed. Community and Economic Development Director Marc Hayes provided the names. ADMINISTRATOR & STAFF REPORTS None. MAYOR'S REPORT None. EXECUTIVE SESSION None.
