HomeMy WebLinkAboutSigned Minutes 03-04-24Minutes of the Arlington City Council Meeting Council Chambers 110 East 3rd Street Monday, March 4, 2024 Councilmembers Present: Heather Logan, Rob Toyer, Debora Nelson, Michele Blythe Yvonne Gallardo-Van Ornam, and Leisha Nobach. Council Members Absent: Jan Schuette, excused. Staff Present: Mayor Don Vanney, Kristin Garcia, Debbie Strotz, Sheri Amundson, City Attorney Steve Peiffle, Mike Gilbert, Tony Orr, Chelsea Brewer, and Wendy Van Der Meersche. Also Known to be Present: Kathy Vanney, Nathan Senff, Randy Nobach, Holly Sloan - Buchanan, Steve Maisch, John Cermak, James Chapman, Toby Strotz, Trevor Strotz, Alexis Strotz, and Levi Strotz. Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed. The Pledge was followed by a moment of silence for slain Trooper Chris Gadd. APPROVAL OF THE AGENDA Mayor Pro Tem Michele Blythe moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS Mayor Don Vanney read the Public Procurement Month proclamation. Finance Director spoke of Procurement/Contracts Analyst Debbie Strotz's great work. PUBLIC COMMENT. James Chapman, Arlington, provided public comment. CONSENT AGENDA Mayor Pro Tem Michele Blythe moved, and Councilmember Debora Nelson seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the February 20 and February 26, 2024 Council meetings 2. Accounts Payable: Approval of EFT Payments and Claims Checks #110111 through #110242 dated February 6, 2024 through February 20, 2024 for a total of $701,629.24. Page 1 of 2 Minutes of the City of Arlington City Council Meeting March 4. 2024 NEW BUSINESS Revised January 16, 2024 Council Meeting Minutes City Clerk Wendy Van Der Meersche requested Council approve revised January 16, 2024 Council meeting minutes to reflect all claims that were submitted. Mayor Pro Tern Michele Blythe moved, and Councilmember Debora Nelson seconded the motion to approve the revised January 16, 2024 Council meeting minutes and authorize the Mayor to sign them. The motion passed unanimously. Interlocal Agreement with Lake Stevens for Public Defense Grant Police Commander Mike Gilbert requested Council approve a fourth amendment to an Interlocal Agreement with the City of Lake Stevens to accept a Public Defense Grant of $36,000 over two -years (2024-2025) to provide indigent defense social services. This is a local matching grant in partnership with the City of Lake Stevens. Arlington's portion of the grant per year is 60% or $8,280. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Heather Logan seconded the motion to approve the interlocal agreement with Lake Stevens to accept a grant from the Office of Public Defense and authorized the Mayor to sign it, pending final review by the City Attorney. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Mayor Pro Tem Michele Blythe thanked James Chapman for updating Council. ADMINISTRATOR & STAFF REPORTS None.
