Councilmembers Present: Don Vanney, Heather Logan, Debora Nelson, Marilyn Oertle, Jan
Schuette, Michele Blythe, and Yvonne Gallardo-Van Ornam, who joined with Zoom.
Council Members Absent: None.
Staff Present: Mayor Barb Tolbert, Paul Ellis, Sheri Amundson, Marc Hayes, Amy Rusko, Jim
Kelly, Kris Wallace, Jonathan Ventura, Mike Gilbert, City Attorney Steve Peiffle, Bryan Terry,
and Wendy Van Der Meersche.
Also Known to be Present: Kathy Vanney, Julie Good, Nathan Senff, Rob Toyer, and Holly
Sloan -Buchanan.
Mayor Barb Tolbert called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember
Marilyn Oertle seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
None.
PROCLAMATIONS
PUBLIC COMMENT
Jay Lindberg, Stanwood, provided comments regarding the Longhorn Saloon.
CONSENT AGENDA
Mayor Pro Tem Jan Schuette moved and Councilmember Marilyn Oertle seconded the motion
to approve the Consent Agenda that was unanimously carried:
1. Minutes of the November 20 and November 27, 2023 Council meetings
2. Accounts Payable: Approval of EFT Payments and Claims Checks: #109437 through
#109556 dated November 7, 2023 through November 20, 2023 for a total of
$2,448,412.19.
3. Amendment #2 to the BHC Contract

PUBLIC HEARING
Six -Year Transportation Improvement Plan for 2024-2029
Public Works Director Jim Kelly requested Council approve a resolution adopting the Six -
Year Transportation Improvement Plan for years 2024-2029.
The public hearing was opened at 6:04 p.m.
With no one wishing to provide public comments, the public hearing portion was closed at
6:04 p.m., and Council questions were opened. Councilmember Jan Schuette provided
comments. The public hearing was closed at 6:05 p.m.
Councilmember Jan Schuette moved, and Councilmember Debora Nelson seconded the
motion to approve the resolution adopting the City of Arlington's 2024-2029 Six -Year
Transportation Improvement Plan and authorize the Mayor to sign it. The motion passed
unanimously.
Ordinance Extending the Moratorium for Island Crossing
Community and Economic Development Director Marc Hayes requested Council approve the
interim ordinance which provides a six-month extension of the Island Crossing Moratorium
allowing for a Subarea Plan to be developed by the City staff and the consultant.
The public hearing was opened at 6:06 p.m.
With no one wishing to provide public comments, the public hearing portion was closed at
6:06 p.m., and Council questions were opened. Councilmembers provided no comments. The
public hearing was closed at 6:06 p.m.
Councilmember Don Vanney moved, and Councilmember Marilyn Oertle seconded the
motion to approve the ordinance extending a moratorium on the issuance of development
permits within the Island Crossing subarea and authorize the Mayor to sign it. The motion
passed unanimously.
NEW BUSINESS
Addendum to Contract for Legal Services
Police Chief Jonathan Ventura requested Council approve an addendum to the contract for
legal services with Zachor, Stock, & Krepps, Inc., P.S.
Councilmember Heather Logan moved, and Councilmember Debora Nelson seconded the
motion to approve the contract with Zachor, Stock, & Krepps, Inc., P.S. and authorized the
Mayor to sign it, pending final review by the City Attorney. The motion passed
unanimously.
Authorization to Purchase CXT Precast Concrete Restroom and Concession Facility
for Smokey Point Park Project
Community and Economic Development Director Marc Hayes requested Council approve
the purchase of a precast concrete restroom and concession facility for the Smokey Point
Park project.

Councilmember Marilyn Oertle moved, and Councilmember Debora Nelson seconded the
motion to approve the purchase of the CXT restroom building through the WA State DES
contract for the Smokey Point Community Park project. The motion passed unanimously.
Ordinance Amending Arlington Municipal Code Chapter 20.98
Planning Manager Amy Rusko requested Council approve an ordinance approving an
amendment to Arlington Municipal Code (AMC) Chapter 20.98 State Environmental Policy
Act (SEPA).
Councilmember Michele Blythe moved, and Councilmember Debora Nelson seconded the
motion to approve the ordinance amending AMC Chapter 20.98 and authorize the Mayor to
sign it. The motion passed unanimously.
COMMENTS FROM COUNCILMEMBERS
Councilmember Logan provided an update regarding the free STI Clinic that opened in
Everett.
Councilmember Blythe provided comments regarding the Santa Run.
