HomeMy WebLinkAboutSigned Minutes 03-06-23Minutes of the Arlington City Council Meeting Council Chambers 110 East 3rd Street Monday, March 6, 2023 Councilmembers Present: Don Vanney, Heather Logan, Debora Nelson, Jan Schuette, Michele Blythe, and Yvonne Gallardo-Van Ornam. Council Members Absent: Marilyn Oertle, excused. Staff Present: Mayor Barb Tolbert, Paul Ellis, Marc Hayes, Jim Kelly, Mike Gilbert, Kristin Garcia, City Attorney Steve Peiffle, Tony Orr, and Julie Petersen. Also Known to be Present: Kathy Vanney and Sid Logan. Mayor Barb Tolbert called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. PROCLAMATIONS None. PUBLIC COMMENT None. CONSENT AGENDA Mayor Pro Tern Jan Schuette moved and Councilmember Don Vanney seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the February 21 and February 27, 2023 Council meetings 2. Accounts Payable: Approval of EFT Payments and Claims Checks: #107620 through #107698 dated February 22, 2023 through March 6, 2023 for a total of $1,631,020.18; and 3. Resolution Authorizing the Airport to Open a Bank Account PUBLIC HEARING None. NEW BUSINESS Dedication of Real Property for Public Right of Way Community and Economic Development Director Marc Hayes requested Council approve the dedication of a strip of real property for public Right of Way purposes. Page 1 of 2 Minutes of the Citv of Arlington Citv Council Meetine March 6._2.023 These are improvements associated with the Eagle Family Dental Project. Discussion followed with Mr. Hayes answering Council questions. Councilmember Don Vanney moved and Councilmember Michele Blythe seconded the motion to accept the dedication of the described real property for public Right of Way purposes. The motion passed unanimously. Food Truck Court Community and Economic Development Director Marc Hayes reviewed the plans for the Food Truck Court agreement and provided visual aids to the Councilmembers. Discussion followed with Mr. Hayes answering Council questions. Contract with CST Covers for Gleneagle Reservoir Roof Installation Public Works Director Jim Kelly requested Council approve the CST Covers proposal for the Gleneagle Reservoir. City staff has been working with consultants and coordinating with the Department of Health (DOH) on the repair of the Gleneagle Reservoir Roof. CST Covers has been working on the roof design, and structural layout is complete. They need to make the construction and shop drawings for City of Arlington and DOH approval. City staff has received a proposal for the procurement and installation of a low-rise aluminum roof for the Gleneagle Reservoir Roof replacement project. Staff is recommending Council approve a contract with CST Covers for the low-rise aluminum roof for the Gleneagle Reservoir. Discussion followed with Mr. Kelly answering Council questions. Councilmember Debora Nelson moved and Councilmember Heather Logan seconded the motion to approve the CST Covers proposal for the Gleneagle Reservoir Roof Replacement and authorized the Mayor to sign it, pending final review by the City Attorney. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Jan Schuette urged Councilmembers to send letters to Senator Liias regarding Governor Inslee's delay in the proposed expansion of Highway 531. Councilmember Don Vanney mentioned he noticed an increase in graffiti. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis reminded the Councilmembers that the City Council Spring Retreat will be tentatively set for Friday, March 31 and Saturday, Aprill, 2023. MAYOR'S REPORT Mayor Tolbert announced the State's transportation budget will be coming out Thursday. EXECUTIVE SESSION None.
