First Amendment to the Interlocal Agreement with North County Regional Fire Authority for Fire Marshal / Investigative Services PUBLIC HEARINGS Ordinance Adopting Smokey Point Park Rezone Planning Manager Amy Rusko requested Council adopt the Smokey Point Park Rezone. The motion passed unanimously. Ordinance Adopting Hernandez 204th Street Rezone Planning Manager Amy Rusko requested Council adopt the Hernandez 204th Street Rezone. The public hearing was opened at 6:50 p.m. Lindsey Schwarze provided public comment. The public hearing portion of the meeting was closed 6:55 p.m., and Council questions were opened at 6:55 p.m. Councilmembers Heather Logan, Jan Schuette, Michele Blythe, Marilyn Oertle, and Don Vanney provided comments. The public hearing was closed at 7:10 p.m. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Jan Schuette seconded the motion to approve the Hernandez 204th Street Rezone and authorize the Mayor to sign the ordinance. The motion passed five to one, with Councilmember Michele Blythe voting no. Ordinance Adopting AMC Chapter 12.16 Planning Manager Amy Rusko requested Council adopt Arlington Municipal Code 12.16. The public hearing was opened at 7:12 p.m. Kip Killebrew and Sue Ward provided public comments. The motion passed unanimously. Ordinance Adopting AMC Chapter 16.28 Planning Manager Amy Rusko requested Council adopt Arlington Municipal Code Chapter 16.28. NEW BUSINESS Amendment No. 1 to Consor Contract for Redesign of Prairie Creek / BNSF Bridge Public Works Director Jim Kelly requested Council approve Amendment No. 1 to the Consor contract for redesigning the Prairie Creek BNSF culvert to a bridge structure, as part of the Prairie Creek Drainage Improvement Project. Discussion followed with Mr. Kelly answering Council questions. Mayor Pro Tem Jan Schuette moved, and Councilmember Michele Blythe seconded the motion to approve Amendment No. 1 to the Consor contract for the BNSF Bridge Design as part of the Prairie Creek Drainage Improvement Project and authorized the Mayor to sign the amendment. The motion passed unanimously. Interlocal Agreement with Arlington School District No. 16 for School Resource Officer Lieutenant Peter Barrett requested Council approve the Interlocal Agreement (ILA) with Arlington School District No. 16 for School Resource Officer (SRO). Councilmember Michele Blythe moved, and Councilmember Yvonne Gallardo-Van Ornam seconded the motion to approve the Interlocal Agreement with the Arlington School District No. 16 for a School Resource Officer and authorized the Mayor to sign it. The motion passed unanimously. 2023 Decision of Citizens’ Salary Review Commission Administrative Services Officer James Trefry presented the decision of the Citizens’ Salary Review Commission for 2023. Citizens’ Salary Review Commission has completed its work for 2023 and filed its compensation decision with the Arlington City Clerk. The notice specifies changes to the Mayor and Council salaries on January 1, 2024, and January 1, 2025. Recommendations Minutes of the City of Arlington City Council Meeting June 20, 2023 Page 4 of 4 were also made for the Council to utilize monthly reports. The Arlington Citizens’ Salary Review Commission will meet again in 2025. No action was required by City Council. By code, the decision of the Citizens’ Salary Review Commission is final and binding. MAYOR’S REPORT Mayor Tolbert spoke of House Bills 1590 and 1406, and how Snohomish County will be investing those funds into housing. EXECUTIVE SESSION None. If the governing body does not adopt findings of fact justifying its action before this hearing, then the governing body shall do so immediately after this public hearing.“ public hearing to be held within 60 days. Due to a clerical error, the City failed to publish notice of the public hearing for the June 5, 2023 Council meeting as intended. The City re-adopted a moratorium ordinance (Ordinance 2023-008) on June 12 at a special meeting and scheduled the public hearing for July 3. The Council adopted findings of fact in Ordinance 2023-008, so it is not required to re-adopt those findings. However, the Council must hold a hearing and has the option of adopting new or additional findings after the hearing. ALTERNATIVES: then close the public hearing. After the public hearing, Community and Economic Development staff and the City attorney will determine whether the adoption of additional findings is necessary, and if so, bring those back to the Council for adoption. City of Arlington Council Agenda Bill NB #1 Attachment July 3, 2023 IT Intern Position and Non-Represented Pay Plan Changes for 2023 IT Intern Position Description, 2023 Non-Represented Employees Pay Plan effective July 1, 2023 IT; Bryan Terry, Director and Administration/HR; James Trefry EXPENDITURES REQUESTED: 0 – there is sufficient available budget BUDGET CATEGORY: Non-Represented Personnel BUDGETED AMOUNT: LEGAL REVIEW: DESCRIPTION: The IT Department and Human Resources are requesting a revision of the 2023 pay plan to reflect a new Pay Grade for the new position of IT Intern. There is no current 2023 additional budget impact associated with this proposed IT Department change. Administrator II and an IT Technician. There is a need for a short-term seasonal employee to assist existing IT staff with lower-level functions as the City is in the process of migrating to multiple new platforms and infrastructure. This work is meant to augment and not supplant the AFSCME-represented unionized workforce to alleviate a short-term bubble in work demands. It also offers an opportunity to create a pipeline of interested candidates in the community for potential future careers in IT with the City or other public entities. CITY OF ARLINGTON JOB DESCRIPTION Title: IT Intern FLSA: Non-Exempt Union: Non-Represented Reports To: Information Technology Manager Definition Individuals assigned to this position will perform as a trainee or otherwise in a learning capacity under the direction of the IT Manager or designee in any of the offices, clerical and administrative areas on a temporary basis. During the internship the individual will be exposed to operational issues, technical documentation, hardware and software installations, and general office practices. Work is performed in an office or structural environment utilizing desktops, laptops, servers, network switches, firewalls, and routers, mobile devices and all related peripherals and software. Individuals are exposed to long viewing of a computer monitor, noise from computer operations and electricity in working with equipment. Essential Job Functions • Install, troubleshoot, repair and maintain computer equipment. • Provide end-user support for all LAN-based applications. • Install and configure workstations. • Maintain communication closets to ensure proper working conditions. • Provide first-level computer support for all City employees. • Prepare end-of-life equipment for disposal • Perform duties as assigned by Systems Administrator or IT Manager Required Knowledge, Skills and Abilities • Requires working knowledge of advanced computer workstations, LAN network concepts and LAN equipment. • Requires working knowledge of current Windows desktop and server software. • Requires a degree of creativity and latitude. • Requires ability to be flexible under changing priorities. • Requires ability to handle multiple jobs at one time and be able to work under pressure. • Requires ability to be responsive and flexible to the needs of the using departments. • Requires ability to organize and apply logic. • Requires the ability to develop and maintain positive relationships with co-workers, supervisors, citizen groups and the public in general. Qualifications • Currently enrolled at an accredited college in an Information Technology program. • Requires a valid Washington State Driver’s License and a driving record acceptable to the City. • Must be U.S. Citizen or legally eligible to work in the United States. • Successfully pass WSP WATCH background check. • Depending on assignment, may be required to pass a comprehensive background check prior to employment and periodically during employment. • Depending on assignment, must maintain Washington State Patrol Access Security Awareness Training required by The Criminal Justice Information Services (CJIS) Division of the FBI to access necessary network infrastructure. Working Conditions Work is performed primarily indoors in an office environment utilizing standard office equipment. Position requires the ability to travel to a variety of meeting locations both inside and outside the City, and may include attendance at meetings and events outside normal working hours. May sometimes be required to drive a City-owned vehicle to various work sites. While performing the duties of this job, the employee may be required to sit, stand and use hands to finger, handle, or feel objects, tools, or controls. The employee is frequently required to walk, reach with hands and arms, stoop, kneel, crouch, or crawl. The employee frequently is required to talk or hear. Duties are often performed in an office environment and may require sitting or standing for extended periods of time.
