Councilmembers Present: Don Vanney, Heather Logan, Marilyn Oertle, Jan Schuette, Michele Blythe, and Yvonne Gallardo-Van Ornam.
Council Members Absent: Debora Nelson, excused.
Staff Present: Mayor Barb Tolbert, Paul Ellis, Jim Kelly, Kris Wallace, Mike Gilbert, Bryan Terry, Dave Varga, City Attorney Steve Peiffle, Tony Orr, and Wendy Van Der Meersche.
Also Known to be Present: Kathy Vanney, Sid Logan, and John Knisley. Mayor Barb Tolbert called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed.
APPROVAL OF THE AGENDA Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember Marilyn Oertle seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS IT Director Bryan Terry introduced new employee, IT Manager Dave Varga.

PUBLIC COMMENT John Knisley, 19908 54 Drive, Arlington, provided comments.
CONSENT AGENDA Mayor Pro Tem Jan Schuette moved, and Councilmember Don Vanney seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the March 6 and March 13, 2023 Council meetings 2. Accounts Payable: Approval of EFT Payments and Claims Checks: #107699 through #107783 dated March 7, 2023 through March 20, 2023 for a total of $612,483.03; Approval of Payroll EFT Payments and Check #30254 through #30261 dated February 1, 2023 through February 28, 2023 in the amount of $1,264,959.85.

NEW BUSINESS
Appointments to Airport Commission Airport Director Dave Ryan requested Council reappoint Ruth Gonzales, Robert Anderson, and Scott Tomkins to the Airport Commission. Commissioners Gonzales, Anderson and Tomkins terms as Airport Commissioners expire in April 2023. All three commissioners have expressed a desire to remain on the Airport Commission and have submitted new applications to the City Clerk. We have no new applicants for these positions. Staff recommends re-appointing these commissioners to another term in office. Councilmember Don Vanney moved, and Councilmember Marilyn Oertle seconded the motion to reappoint Ruth Gonzales, Robert Anderson, and Scott Tomkins to the Airport Commission. The motion passed unanimously.
Award of Biosolids Transportation and Beneficial Use Contract to Tenelco, Inc. Public Works Director Jim Kelly requested Council award the Biosolids Transportation and Beneficial Use contract to Tenelco, Inc. Councilmember Jan Schuette moved, and Councilmember Heather Logan seconded the motion to accept the Tenelco, Inc. Biosolids Transportation and Beneficial Use proposal, and authorized the mayor to sign a contract, subject to final review by the City Attorney. The motion passed unanimously.
Personal/Professional Services Agreement with KLJ Financial Consulting Public Works Director Jim Kelly requested Council approve the contract for a Personal/Professional Services Agreement (PPSA) with KLJ Financial Consulting for financial and technical services for 2023-2024 for the Public Works Department. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Michele Blythe seconded the motion to authorize staff to enter into a Personal/Professional Services Agreement with KLJ Financial Consulting, and authorized the mayor to sign a contract, subject to final review by the City Attorney. The motion passed unanimously.
Contract with Reece Construction for the Gleneagle Reservoir Roof Installation Public Works Director Jim Kelly requested Council approve the contract with Reece Construction for Gleneagle Reservoir Roof Installation. City staff has been working with consultants and coordinating with the Department of Health (DOH) on the repair of the Gleneagle Reservoir Roof. CST Covers was awarded the replacement contract but was unable to obtain performance bonding due to their current workload. Reece Construction has experience with reservoirs and is qualified to oversee the reservoir roof installation and provide full bonding capability. Reece will be the prime contractor with CST Industries as a subcontractor for the installation of the low-rise aluminum roof. Staff is recommending Council rescind the March 6, 2023 project award to CSI Industries and award a contract to Reece Construction for the purchase and installation of the low-rise aluminum roof for the Gleneagle Reservoir.

Councilmember Heather Logan moved, and Councilmember Marilyn Oertle seconded the motion to rescind the March 6, 2023 project award to CSI Industries, award the Gleneagle Reservoir Roof Replacement project to Reece Construction, and authorized the mayor to sign the contract, subject to final review by the City Attorney. The motion passed unanimously.
COMMENTS FROM COUNCILMEMBERS Councilmember Heather Logan stated that she was elected as the vice chair for Snohomish County Board of Health.
ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis stated that paperwork from Coalition Against Bigger Trucks (CABT) was distributed by City Clerk Wendy Van Der Meersche. He asked Councilmembers to contact Ms. Van Der Meersche by the end of the week if they would like to sign a letter of support.
MAYOR’S REPORT Mayor Tolbert thanked Councilmembers who attended last night’s town hall meeting with 10th District Legislators, and stated she thought it went well.

Petition for Annexation Community and Economic Development Manager Amy Rusko reviewed the area for proposed annexation. Discussion followed with Ms. Rusko answering Council questions.

February 2023 Financial Report Finance Director Kristin Garcia provided the February 2023 financial report.
ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis stated that March 31 retreat binders were distributed to Councilmembers tonight.

MAYOR’S REPORT Mayor Tolbert provided an update on her legislative trip to Washington D.C. She stated that she and Paul Ellis had positive feedback from the federal legislators. She thanked Public Works Director Jim Kelly and Community Engagement Director Sarah Lopez for their quick and thorough turnaround on the grant submittals.
COMMENTS FROM COUNCILMEMBERS Councilmember Don Vanney shared he attended the National League of Cities Conference in Washington D.C. and received positive feedback from the federal legislators and their aides that met with him. Councilmember Jan Schuette shared she along with a few other Councilmembers attended the ribbon cutting for the new Everett Clinic opening today.
COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening.

REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Councilmembers discussed and agreed to put the Right of Way Dedication for 204th /74th Intersection on the Consent Agenda for the April 3, 2023 Council meeting.

Right of way (ROW) Dedication for 204th/74th Intersection

Public Works; Jim Kelly, Director 360-403-3505 EXPENDITURES REQUESTED: None BUDGET CATEGORY: N/A BUDGETED AMOUNT: N/A LEGAL REVIEW: DESCRIPTION: Dedication of ROW on north side of 204th St and 74th Avenue to the City of Arlington by Williams Investment for an intersection improvement project.
A lot of development is occurring along 204th St between 67th Ave and SR9, with this development comes increased vehicle traffic, increased pedestrian and bike traffic, and increased transit usage. To meet these growing demands, the City is making improvements to the 204th St and 74th Ave intersection, these improvements include a traffic signal, multi-use trail connection, ADA compliant pedestrian crossing facilities, and bus pull-outs with shelters. This ROW dedication by Williams Investment is for property on the north side of the intersection and provides the last ROW needed for this project to go forward. ALTERNATIVES: Remand to staff for additional information.
I move to accept the 204th /74th Ave dedication to the City of Arlington, subject to final review by the City Attorney.
