Minutes of the February 21 and February 27, 2023 Council meetings 2. Accounts Payable: Approval of EFT Payments and Claims Checks: #107620 through #107698 dated February 22, 2023 through March 6, 2023 for a total of $1,631,020.18; and 3. Resolution Authorizing the Airport to Open a Bank Account PUBLIC HEARING None. NEW BUSINESS Dedication of Real Property for Public Right of Way Community and Economic Development Director Marc Hayes requested Council approve the dedication of a strip of real property for public Right of Way purposes.

These are improvements associated with the Eagle Family Dental Project. Discussion followed with Mr. Hayes answering Council questions. Councilmember Don Vanney moved and Councilmember Michele Blythe seconded the motion to accept the dedication of the described real property for public Right of Way purposes. The motion passed unanimously. Food Truck Court Community and Economic Development Director Marc Hayes reviewed the plans for the Food Truck Court agreement and provided visual aids to the Councilmembers. Discussion followed with Mr. Hayes answering Council questions. Contract with CST Covers for Gleneagle Reservoir Roof Installation Public Works Director Jim Kelly requested Council approve the CST Covers proposal for the Gleneagle Reservoir. City staff has been working with consultants and coordinating with the Department of Health (DOH) on the repair of the Gleneagle Reservoir Roof. CST Covers has been working on the roof design, and structural layout is complete. They need to make the construction and shop drawings for City of Arlington and DOH approval. City staff has received a proposal for the procurement and installation of a low-rise aluminum roof for the Gleneagle Reservoir Roof replacement project. Staff is recommending Council approve a contract with CST Covers for the low-rise aluminum roof for the Gleneagle Reservoir. Discussion followed with Mr. Kelly answering Council questions. Councilmember Debora Nelson moved and Councilmember Heather Logan seconded the motion to approve the CST Covers proposal for the Gleneagle Reservoir Roof Replacement and authorized the Mayor to sign it, pending final review by the City Attorney. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Jan Schuette urged Councilmembers to send letters to Senator Liias regarding Governor Inslee’s delay in the proposed expansion of Highway 531. Councilmember Don Vanney mentioned he noticed an increase in graffiti. ADMINISTRATOR & STAFF REPORTS City Administrator Paul Ellis reminded the Councilmembers that the City Council Spring Retreat will be tentatively set for Friday, March 31 and Saturday, April1, 2023. MAYOR’S REPORT Mayor Tolbert announced the State’s transportation budget will be coming out Thursday.

Award of Biosolids Transportation and Beneficial Use Contract to Tenelco, Inc. Public Works Director Jim Kelly reviewed a contract with Tenelco, Inc.
Biosolids are generated during the process of wastewater at the City’s Water Reclamation Facility. The City contracts with a Department of Ecology (DOE) licensed contractor for the hauling and land application of biosolids. The City has been under contract with Tenelco for hauling services since 2016. The current Tenelco contract is set to expire in 2023, so the City issued a Request for Proposals for biosolids transportation and beneficial use. Though several contractors attended the pre-bid meeting and site tour, only one proposal was received. The one proposal received was from Tenelco, Inc. Tenelco meets all of the requirements contained in the RFP, is properly licensed with the DOE, and is the City’s current biosolids contractor. Staff is recommending Council accept the Tenelco proposal and award the Biosolids Transportation and Beneficial Use contract to Tenelco, Inc. Funds are available in the Wastewater Operating Fund to cover the difference in the budgeted amount and the increased pricing. Discussion followed with Mr. Kelly answering Council questions.

Personal/Professional Services Agreement with KLJ Financial Consulting Public Works Director Jim Kelly reviewed a Personal/Professional Services Agreement (PPSA) with KLJ Financial Consulting for financial and technical services for 2023-2024 for the Public Works Department. The City had been under contract with Katy Isaksen & Associates for financial services for over 20 years. Katy retired at the end of 2022 and has referred her clientele to Karyn Johnson with KLJ Financial Consulting. Karyn was previously with FCS Group and has worked with the City on rate studies. Karyn is familiar with the City’s organization and public works operations, in particular. This PPSA will allow Public Works to continue to have financial services available on a task order basis. Specific upcoming 2023 tasks include water, sewer, and storm comp plan financial review and Island Crossing ULID financial review. Discussion followed with Mr. Kelly answering Council questions.
ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis stated that he will be emailing a draft agenda later this week for the Council retreat.
MAYOR’S REPORT Mayor Tolbert provided a legislative update. She stated that she and Paul Ellis will be meeting with federal legislators next week in Washington, D.C. She also stated that she will be moderating a 10th District Town Hall Meeting Sunday at 4 p.m. at Hadley Hall.
COMMENTS FROM COUNCILMEMBERS Councilmember Debora Nelson thanked M&O and Sarah Lopez for the new banners hung in the city. She also spoke about hate crimes in the community. Councilmember Don Vanney stated he will be speaking with legislators in Washington, D.C. He provided information regarding a meeting he and Lieutenant Mike Gilbert attended with the Snohomish Regional Drug Task Force.
COUNCILMEMBER REPORTS Councilmembers had nothing to report this evening.

Airport; Dave Ryan, Director 360-403-3474 EXPENDITURES REQUESTED: N/A BUDGET CATEGORY: N/A BUDGETED AMOUNT: N/A LEGAL REVIEW: DESCRIPTION: Commissioners Gonzales, Anderson and Tomkins terms as Airport Commissioners expire in April 2023. All three commissioners have expressed a desire to remain on the Airport Commission and have submitted new applications to the City Clerk. We have no new applicants for these positions. Staff recommends re-appointing these commissioners to another term in office.
These commissioners have shown a keen interest in the operation and management of the Arlington Municipal Airport during their terms. Staff welcomes their insights, comments and questions at our regularly scheduled meetings. Their relationship with staff, tenants and the community make them ALTERNATIVES:

City staff has been working with consultants and coordinating with the Department of Health (DOH) on the repair of the Gleneagle Reservoir Roof. CST Covers was awarded the replacement contract but was unable to obtain performance bonding due to their current work load. Reece Construction has experience with reservoirs and is qualified to oversee the reservoir roof installation Reece will be the prime contractor with CST Industries as a subcontractor for the installation of the low-rise aluminum roof. Staff is recommending Council Industries and award a contract to Reece Construction for the purchase and installation of the low-rise aluminum roof for the Gleneagle Reservoir. ALTERNATIVES:
Replacement project to Reece Construction, and authorize the mayor to sign the contract, subject to final review by the City Attorney.
