Biosolids Hauling Contract
Tenelco Proposal
Public Works; Jim Kelly, Director 360-403-3505 EXPENDITURES REQUESTED: Average $215,000 per year BUDGET CATEGORY: BUDGETED AMOUNT: $176,000 (2023 Budget) LEGAL REVIEW: DESCRIPTION:
Biosolids are generated during the process of wastewater at the City’s Water Reclamation Facility. The City contracts with a Department of Ecology (DOE) licensed contractor for the hauling and land application of biosolids. The City has been under contract with Tenelco for hauling services since 2016. The current Tenelco contract is set to expire in 2023, so the City issued a Request for Proposal for Biosolids Transportation and Beneficial Use. Though several contractors attended the pre-bid meeting and site tour, only one proposal was received. The one proposal received was from Tenelco, Inc.; Tenelco meets all of the requirements contained in the RFP, is properly licensed with the DOE, and is the City’s current biosolids contractor. Staff is recommending Council accept the Tenelco proposal and award the Biosolids Transportation and Beneficial Use contract to Tenelco, Inc. Funds are available in the Wastewater ALTERNATIVES: Remand to staff for further evaluation

The City had been under contract with Katy Isaksen & Associates for financial services for over 20 years. Katy retired at the end of 2022 and has referred her clientele to Karyn Johnson with KLJ Financial Consulting. Karyn was previously with FCS Group and has worked with the City on rate studies. Karyn is familiar with our organization and public works operations in particular. This PPSA will allow Public Works to continue to have financial services available on a task order basis. KLJ FINANCIAL CONSULTING was founded in 2017 by our
President, KARYN JOHNSON, to focus intensively on the

municipal rate consultant, Karyn leverages her 30 years

KLJ FINANCIAL CONSULTING was formed by Karyn Johnson with particular ideas
about how utilities can be served by a financial and rate consultant. She infuses her
experience-based principles into every assignment she chooses and believes these values
directly impact the path of success for her clients:
Policies frame management choices, and local leaders – most often elected directly
from the impacted customer base or community – have the right to steer the enterprise
with their policy decisions. The rate study should coach these leaders and then defer
