The City contracts with a Department of Ecology (DOE) licensed contractor for the hauling and land application of biosolids. The City has been under contract with Tenelco for hauling services since 2016. The current Tenelco contract is set to expire in 2023, so the City issued a Request for Proposal for Biosolids Transportation and Beneficial Use. Though several contractors attended the pre-bid meeting and site tour, only one proposal was received. The one proposal received was from Tenelco, Inc.; Tenelco meets all of the requirements contained in the RFP, is properly licensed with the DOE, and is the City’s current biosolids contractor. Staff is recommending Council accept the Tenelco proposal and award the Biosolids Transportation and Beneficial Use contract to Tenelco, Inc. Funds are available in the Wastewater ALTERNATIVES: Remand to staff for further evaluation be, “I move to accept the Tenelco, Inc. She infuses her experience-based principles into every assignment she chooses and believes these values directly impact the path of success for her clients:  Policies frame management choices, and local leaders – most often elected directly from the impacted customer base or community – have the right to steer the enterprise with their policy decisions. The rate study should coach these leaders and then defer and work toward positive outcomes within their informed decisions.  Financial performance can be measured and guided by industry standards and metrics. This provides added credibility to proposals when working with utility stakeholders, particularly those with active influence over implementation.  Fair and equitable outcomes are not just at the end of a single pre-determined path. Each agency has multiple avenues down which their goals can be met, and the consultant should work persistently to find them, both within the analysis and by using outreach and engagement with stakeholders throughout the project. Overall Approach to Serving Utilities KLJ FINANCIAL CONSULTING develops a study work plan within the industry expectations and standards utilized by all credible consultants – such as AWWA M1 Principles of Water Rates, Fees and Charges – but also, through her decades-long experience in highly regarded project management of these studies. This history imparts:  Hands-on consulting services throughout the process ensure each and every client receives the individual attention they deserve on each and every project.  Thorough and methodical approach in each element of study provides clients with high quality services that generate accurate, progressive, and viable financial management strategies.  The basic rate study, in any agency, is just the first step. Whether in a seemingly simple setting to a complex agency, framing the issues and building bridges to get that agency to the analytical outcomes found by the study is critical. “The study is not just a schedule of rates. It builds the FOUNDATION on which vital services can be sustained and evolve for COMMUNITIES and their ENVIRONMENT.” – KARYN JOHNSON STATEMENT OF QUALIFICATIONS | 4 TEAM QUALIFICATIONS PRINCIPAL CONSULTANT FOR KLJ FINANCIAL CONSULTING Career History KLJ Financial Consulting President, 2017-present FCS Group Principal/Owner, 2002-2017 Black & Veatch Sr. Project Manager, 1993-2002 Education Master of Business Administration, Pepperdine University Bachelor of Science in Business Management, Finance Specialty Franklin University Professional Expertise Fiscal Health Reviews Financial Policy Development Performance Measurement & Benchmarking Capital Funding Plans System Development Charges Revenue Sufficiency Analysis & Long-Term Financial Plans Financial Feasibility Analysis Cost-of-Service Analysis Rate Structure Design Wholesale Rate Analysis & Negotiations Specialty Rates Litigation Support / Expert Witness Utility Valuations Consolidation, Mergers, & Acquisitions Stakeholder Engagement Karyn L.
