APPROVAL OF THE AGENDA Mayor Pro Tem Jan Schuette moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. Discussion followed and Councilmember Debora Nelson moved, and Councilmember Heather Logan seconded the amended motion to move item #1 “Resolution to Support Arlington School District” after the item “Introduction of Special Guests Presentations”, which passed unanimously. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Brian Lewis, Executive Director of Operations and Gina Zeutenhorst, Executive Director of Financial Services, from Arlington Public Schools, provided bond and levy information. City Attorney Steve Peiffle City announced the requirement for the City to offer the public equal time to speak against Arlington School District bond and levy proposal under RCW 42.17A.555 and WAC 390-05-271and WAC 390-05-273. Mayor Don Vanney opened the meeting up for public comment at 6:24 p.m. for those who wished to speak against the Arlington School District bond and levy proposal. Hearing none the public comment was closed at 6:24 p.m. Minutes of the Arlington City Council Meeting Minutes of the City of Arlington City Council Meeting January 16, 2024 Page 2 of 4 Resolution to Support Arlington School District City Administrator Paul Ellis requested the Council approve the Resolution to Support the Arlington School District. Councilmember Yvonne Gallardo Van-Ornam moved, and Councilmember Heather Logan seconded the motion, to approve the resolution supporting the Arlington School District and authorized the Mayor to sign the resolution. The motion passed unanimously. PROCLAMATIONS None. PUBLIC COMMENT Levi Corsi, Arlington, provided public comment. Mary Levesque, Arlington, provided public comment. Jay Lindberg, Arlington, provided public comment. James Chapman, Arlington, provided public comment. CONSENT AGENDA Mayor Pro Tem Jan Schuette moved, and Councilmember Debora Nelson seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the January 2 and January 8, 2024 Council meeting 2. Accounts Payable: Approval of Payroll EFT Payments and Check #30327 through #30333 dated December 1st, 2023 through December 31st, 2023 in the amount of $1,444,372.84. PUBLIC HEARING None. NEW BUSINESS Interlocal Agreement (ILA) with Snohomish County For Embedded Social Worker City Administrator Paul Ellis requested Council approve the ILA for a law enforcement embedded social worker with Snohomish County which concluded December 31, 2023. The proposed agreement with Snohomish County will continue with a full time, embedded social worker with Arlington. This agreement also provides for back fill during employee leave and medical oversight needed to administrate the program. Discussion followed with Mr. Ellis answering Council questions. Councilmember Heather Logan moved, and Councilmember Yvonne Gallardo-Van Ornam seconded the motion to approve the interlocal agreement with Snohomish County for the Law Enforcement Embedded Social Worker and authorized the Mayor to sign the agreement. Motion passed unanimously. Ordinance to Amend Arlington Municipal Code Chapter 13.12 City Administrator Paul Ellis requested Council approve the proposal to amend Arlington Municipal Code (AMC) 13.12 allowing the city to reduce implementation of the 2024 mandatory water, sewer, and stormwater utility rate increases. Discussion followed with Mr. Ellis answering Council questions. Minutes of the City of Arlington City Council Meeting January 16, 2024 Page 3 of 4 Councilmember Debora Nelson moved, and Councilmember Michele Blythe seconded the motion to approve the ordinance reducing the scheduled 2024 CPI increase to 2.5% to the water, sewer, and stormwater utility rates for 2024, and authorized the Mayor to sign the ordinance. The motion passed unanimously. Procurement of Surplus Dump Truck from Snohomish County City Administrator Paul Ellis requested the Council approve the purchase of a used dump truck from Snohomish County pursuant to intergovernmental surplus equipment sale allowed in RCW 39.33.010. Councilmember Michele Blythe moved, and Councilmember Rob Toyer seconded the motion to approve the City’s purchase of the dump truck from Snohomish County pursuant to RCW 39.33.010. The motion passed unanimously. Ordinance to Amend Arlington Municipal Code Title 2.44 regarding the Airport Commission City Administrator Paul Ellis requested Council approve the amending of AMC Chapter 2.44 regarding Airport Commission members to be in conjunction with the recent House Bill 1243 requirements. Discussion followed with Mr. Ellis and City Attorney Steve Peiffle answering Council questions. Yvonne Gallardo-Van Ornam moved, and Councilmember Michele Blythe seconded the motion to approve the ordinance amending AMC Chapter 2.44 regarding Airport Commission members. The motion passed unanimously. Resolution to Adopt 2025/2026 Biennial Budget Calendar City Administrator Paul Ellis requested Council adopt a resolution establishing the planning calendar for development of the 2025-2026 budget. The timeline is in accordance with applicable State law and city policy. Mayor Pro Tem Jan Schuette moved, and Councilmember Heather Logan seconded the motion to approve the resolution adopting the planning calendar for the 2025-2026 biennial budget and authorized the Mayor to sign it. The motion passed unanimously. Selection of Mayor Pro Tem City Administrator Paul Ellis reminded the Council it was time to select a new Mayor Pro Tem which happens every two years at the second Council meeting in January. Councilmember Debora Nelson moved, and Councilmember Rob Toyer seconded the motion to select Michele Blythe as the City’s Mayor Pro Tem, to serve until the second Council meeting in January, 2026 because she is the next senior member on this Council. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Heather Logan announced that the Snohomish Health District has been legally dissolved effective January 10, 2024. The new Snohomish County Health Department has been officially integrated with Snohomish County government located at 3000 Minutes of the City of Arlington City Council Meeting January 16, 2024 Page 4 of 4 Rockefeller Ave. in Everett. It will continue to provide public health services to all residents of Snohomish County. The Snohomish Health Department is focusing on hiring Epidemiologists and adding a mobile service truck to reduce any transportation obstacles for residents of Snohomish County. Councilmember Debora Nelson thanked the Public Works Utility Department for their response to the frozen pipes and water meters. She stated she will not be able to attend the interviews for the vacant City Council seat. Thank you to the Boy Scouts for attending the meeting tonight. Councilmember Jan Schuette also thanked the Public Works Department for their efforts to fix the frozen pipes and meters in Gleneagle neighborhood. Councilmember Yvonne Gallardo Van-Ornam thanked those who are supporting and educating the public on the Arlington School District’s bond and levy, and reminded everyone to vote. WORKSHOP ITEMS – NO ACTION WAS TAKEN Resolution Amending Fee Schedule Planning Manager Amy Rusko reviewed the red-lined version of the resolution to amend the City’s fee schedule. Staff is proposing changes to the fee resolution due to recent code updates, to provide clarification, update hourly wages, and provide general formatting corrections to the document. The proposed changes involve multiple departments and have been provided by the Community and Economic Development Department, Public Works Department, Police Department, and Arlington Municipal Airport. The fee resolution sets the fees for city services and the proposed changes reflect updates to fees and services of multiple city departments. Discussion followed with Ms. Rusko answering Council questions. Minutes of the Arlington City Council Workshop Minutes of the City of Arlington City Council Workshop January 22, 2024 Page 2 of 3 Acceptance of Right-of-Way (ROW) and Temporary Construction Easements (TCE) for the 74th Avenue Trail Project Public Works Director Jim Kelly reviewed right of way and temporary construction easement procurement and dedication for the 74th Ave Trail project. The City of Arlington is working to provide the community with a comprehensive multiuse trail system. The 74th Ave Trail project completes a segment between 204th St and 191st St (approx. 4,000 ft). This trail alignment is also part of the City’s Complete Streets program. The City received a grant for the design and construction of this trail. During the design phase, areas where ROW and TCE were required for the trail construction were identified. The City and the ROW consultant met with the property owners and either purchased the needed ROW and TCE or had the property owner dedicate the ROW and TCE as part of property development requirements. Discussion followed with Mr. Kelly answering Council questions. Award of 640 Zone Booster Pump System Bid to Pump Tech Public Works Director Jim Kelly reviewed the award of 640 Zone Booster Pump System contract for the fabrication, testing, certification, and delivery of a skid-mounted booster pump system. The City of Arlington has been under contract with RH2 Engineering for the design of a booster pump station. This BPS will pump water from the 520-pressure zone to the 640-pressure zone. Staff issued a Request for Proposals (RFP Project PO2-493.1) for the fabrication, testing, certification, and delivery of a skid-mounted booster pump system on December 14, 2023. Only one proposal was received by Pump Tech LLC. Staff is recommending the city award this project to Pump Tech as the qualified bidder. Discussion followed with Mr. Kelly answering Council questions. ADMINISTRATOR AND STAFF REPORTS City Administrator Paul Ellis reminded Councilmembers that City Council’s special meeting to interview council vacancy applicants is Wednesday, January 24. Mr. Ellis also stated that there will be no Council meeting on Monday, January 29 – it is the fifth Monday. MAYOR’S REPORT Mayor Vanney provided a legislative update. COMMENTS FROM COUNCILMEMBERS Councilmember Nelson thanked staff for the opportunity to connect to the council vacancy interviews with Zoom. COUNCILMEMBER REPORTS Councilmember Gallardo-Van Ornam thanked for the opportunity to attend City Action Days by AWC in Olympia. Calculating the portion of the machines and supplies used toward scanning public records would require knowledge of the cost of supplies and an in-depth analysis of timing and application multiplied by each contributing employee’s hourly rate of pay; and (e) The response time to a public records request may be delayed in order to calculate scanning costs and create an invoice with different rates of scanning charges. The shut-off head shall be a minimum of 20% higher than the head at the best efficiency point. 4.Suction and discharge ports and pressure transducers for pressure measurement shall be provided. Suction pressure range 5 to 25 psi. Discharge pressure range 50 to 100 psi. 5.All pump bearings shall be lubricated by the pumped liquid. B.Small Vertical In-Line Multi-Stage Pumps (CR 15-4) shall have the following features: 1.Pump Size and Range of Operation a.Nominal flow rate shall range from 4.5 to 110 gallons per minute based on model group. b.Pump base shall require no more than 1.5 square feet of floor space (including motor). c.The suction/discharge base shall have ANSI Class 250 raised face flange or internal pipe thread (NPT) connections as indicated in the drawings or pump schedule. d.Maximum working temperature shall be no less than 248 degrees F as standard and available for water up to 356 degrees F and thermal oil up to 464 degree F with optional air-cooled top arrangement. 2.The maximum working pressure shall be 362 psig and available up to 725 psig upon request. 3.Pump End Materials of Construction a.Standard Pump Materials •Suction/discharge base, pump head, motor stool: Cast iron, A 48-30 B •Shaft:Stainless steel, AISI 316 or 431 •Impellers, diffuser chambers, outer sleeve:Stainless steel, AISI 304 •Impeller wear rings:Stainless steel, AISI 304 •Shaft journals and chamber bearings:Silicon carbide •O-rings:EPDM or FKM 4.Pump Impeller Design a.Impellers shall be of the enclosed type with resistance spot-welded curved profiled blades and shall be secured directly to the pump shaft by means of a splined shaft arrangement. b.Impeller design characteristics shall be focused on achieving optimum pump hydraulic efficiency. c.The impeller stack shall have a modified design available for low NPSH inlet conditions. 640 ZONE PRESSURE BOOSTER PUMP SYSTEM SPECIFICATION Page 3 of 12 5.Pump Thrust Compensation The axial thrust of the pump shaft during operation shall be compensated primarily by means of the drive motor fitted with angular contact bearings designed to handle the axial thrust load. 6.Pump Shaft Seal Design a.The shaft seal shall be of the cartridge type design. b.Standard shaft seal replacement shall be possible without removal of any pump components other than the coupling guard, shaft coupling and motor. Pumps with motors equal to or larger than 15 hp (fifteen horsepower) shall have adequate space within the motor stool so that shaft seal replacement is possible without motor removal. c.Pump shall be available with options for double mechanical shaft seal or air-cooled seal chamber. C.Large (CR 95-2-2) In-line Vertical Multi-Stage Pumps (Nominal flows from 130 to 1070 gallons per minute) shall have the following features: 1.The pump impellers shall be secured directly to the smooth pump shaft by means of a split cone and nut design. 2.The suction/discharge base shall have ANSI Class 125 or Class 250 flange connections in a slip ring (rotating flange) design as indicated in the drawings or pump schedule. 3.Pump Construction. a. O-rings:EPDM 5.Shaft seal replacement shall be possible without removal of any pump components other than the coupling guard, motor couplings, motor and seal cover. The entire cartridge shaft seal shall be removable as a one-piece component. 640 ZONE PRESSURE BOOSTER PUMP SYSTEM SPECIFICATION Page 4 of 12 6.Pumps with motors equal to or larger than 15 hp (fifteen horsepower) shall have adequate space within the motor stool so that shaft seal replacement is possible without motor removal. 2.3 MOTORS A.Standard motors shall be provided with the following basic features: 1.Motors must be C or D-faced directly coupled to the pump. 2.Motors shall be designed for continuous duty operation, NEMA design A or B with a service factor rating no less than 1.15. 3.Totally Enclosed Fan Cooled Motors are to be furnished with class “F” insulation. Open Drip Proof Motors are to be furnished with class “B” insulation. 4.Motor nameplate shall be mounted on enclosure with stainless steel fastening pins. Nameplate shall have, as a minimum, all information as described in NEMA Standard MG 1- 20.40.1. 5.Open Drip Proof (ODP) motors shall have drip covers. 6.Motors over 50 lbs shall have lifting provisions to enable motor to be lifted from the pump end. 2.4 SYSTEM CONSTRUCTION A.The suction and discharge manifolds shall be constructed of 316 stainless steel. Manifold connection sizes shall be as follows: Less than 2”: Male NPT threaded 2 inch and larger: ANSI Class 150 rotating flanges B.Pump Isolation valves shall be provided on the suction and discharge of each pump. Isolation valve sizes less than 2” shall be stainless steel, full port ball valves. Isolation valve sizes 2 inch and larger shall be a full lug style butterfly valve. The valve disk shall be nylon coated ductile iron. The valve seat material shall be EPDM and the body shall be ductile iron, coated internally and externally with fusion-bonded epoxy. C.Check valves greater than 2” shall be a wafer style silent check valve. The valve shall have poppet design which ensures that the valve operates quietly and efficiently throughout the entire stroke of the poppet due to varying flow rates. The valve design shall incorporate a center guided, spring loaded poppet, guided by an oversized, one-piece bushing. The poppet shall have a short linear stroke that generates a flow area equal to that of the pipe size in the full open position. Valves shall be certified to NSF/ANSI 61 Drinking Water System Components - Health Effects, and also certified to be lead free in accordance with NSF/ANSI 372. Valve body shall be ductile iron with EPDM rubber seal. D.For systems that require a diaphragm tank, a minimum diaphragm tank connection size of ¾” shall be provided on the discharge manifold. Diaphragm tank shall be ASME rated and shall include isolation and drain valves. Diaphragm tank shall be NSF-61 rated. Tank shall be equal to Amtrol Well-X-Trol WX-458C with volume of 600 gallons, minimum. 640 ZONE PRESSURE BOOSTER PUMP SYSTEM SPECIFICATION Page 5 of 12 E.A pressure transducer shall be field installed on the discharge manifold. Pressure transducers shall be made of 316 stainless steel. Transducer accuracy shall be +/- 1.0% full scale with hysteresis and repeatability of no greater than 0.1% full scale. The output signal shall be 4-20 mA with a supply voltage range of 9-32 VDC. F.A bourdon tube pressure gauge, 2.5 inch diameter, shall be placed on the suction and discharge manifolds. The gauge shall be liquid filled and have stainless steel internal parts in a stainless- steel case. Gauge accuracy shall be 2/1/2 %. The gauge shall be capable of a pressure of 30% above its maximum span without requiring recalibration. G.Systems with a flooded suction inlet or suction lift configuration shall have a factory installed pressure transducer on the suction manifold. H.The base frame shall be constructed of 1/2” steel plate with a minimum 5” riser and powder coated with an industrial grade coating. Rubber vibration dampers shall be fitted between each pump and base frame to minimize vibration I.Control Panel to come installed on skid and fully wired J.Flow meter shall be electromagnetic style, NSF-61 approved for potable water, hard rubber lined, include transmitter with 4-20mA output, and SS grounding rings. Flow meter to be shipped loose and installed in booster discharge piping per manufacturers recommendations. Meter shall be Endress and Hauser ProMag 400 or pre-approved equal. Provide and install pipe and fittings as required to meet clear pipe requirements of the meter. PART 3 - CONTROL PANEL 3.1 SYSTEM OPERATION A.The basis of operation for the water booster system is to maintain an adequate water pressure in the distribution system while providing the required flow rates. This shall be accomplished as follows: 1.The packaged booster system shall take suction supplied by either a municipal water supply or distribution tank which shall be adequately sized to provide the proper pressure and flow required by the system. 2.A jockey, main, and or high demand pumps will be staged on and off to maintain constant discharge pressure regardless of flow conditions. 3.2 VARIABLE SPEED PACKAGED PUMPING SYSTEM A.SEQUENCE OF OPERATION The 7.5HP jockey pumps are used as a pressure maintenance pump. The 7.5HP jockey pumps shall be the first pump to start, it operates to provide variable flows while maintaining the discharge pressure setpoint in low demand conditions. If demand exceeds the capacity of the 7.5HP jockey pump, then the 7.5HP Jockey Lag Pump will start. If demand exceeds the capacity of the 7.5HP jockey pump and the 7.5HP jockey lag pump, then a service lead pump will start, operating in lead mode if equipped with multiple main pumps as needed to provide variable flows while maintaining the discharge pressure setpoint. Depending on the flow requirements the system may utilize the service lag, and the service lag-lag pumps to be equipped with a high demand pump or pumps to meet system flow requirements in high demand situations while maintaining system discharge pressure requirements. 640 ZONE PRESSURE BOOSTER PUMP SYSTEM SPECIFICATION Page 6 of 12 1.Jockey Pump shall start when the system pressure drops below the jockey start differential setpoint. Its speed shall vary as needed to maintain the pressure setpoint. It shall shut down when the system discharge is above the jockey stop differential setpoint, and flow is below jockey stop GPM, and the jockey off delay time has expired. If flow demand exceeds the capacity of the jockey pump a Service Lead pump will be started to meet flow and pressure requirements. 2.Jockey Lag Pump shall start when the system pressure drops below the jockey lag start differential setpoint. Its speed shall vary as needed to maintain the pressure setpoint. It shall shut down when the system discharge is above the lag jockey stop differential setpoint, and flow is below lag jockey stop GPM, and the lag jockey off delay time has expired. If flow demand exceeds the capacity of the jockey lag pump a Service Lead pump will be started to meet flow and pressure requirements. 3.Service Lead Pump shall start when system discharge pressure drops below Service Lead start differential pressure setpoint, or flow has exceeded Service Lead start GPM setpoint and time has expired in Service Lead start delay. Its speed shall vary as needed to maintain the pressure setpoint. It shall shut down when the system discharge is above the lead stop differential setpoint, flow is below Service Lead stop GPM, and the Service Lead off delay time has expired. If the Service Lead pump flow is exceeded a second Lead pump will be staged to meet flow requirements. 4.Service Lag Pump shall start when system discharge pressure drops below Lag start differential setpoint, or flow has exceeded service lag start GPM setpoint and time has expired in service lag start delay. Its speed shall vary as needed to maintain the pressure setpoint. It shall shut down when the system discharge is above the service lag stop differential setpoint, flow is below service lag stop GPM, and the service lag off delay time has expired. If the service lag pump’s flow is exceeded, a third lag pump is started to meet flow and pressure requirements. 5.Service Lag-Lag Pump shall start when system discharge pressure drops below Lag-Lag start differential pressure setpoint, or flow has exceeded lag-Lag start GPM setpoint and time has expired in Lag-Lag start delay. Its speed shall vary as needed to maintain the pressure setpoint. It shall shut down when the system discharge is above the Lag-lag stop differential setpoint, flow is below Lag-Lag Lead stop GPM, and the Lag-Lag off delay time has expired. B.The system shall alternate equal capacity pump lead-lag designations based on total operation time and pump faults. Using the PLC touchscreen, an operator shall be able to adjust the start/stop pressure set-points, alternation time, as well as to manually alternate Lead and Lag designations for both main and high demand pumps. Alternation of equally sized pumps is used to maximize life expectancy of each pump. 3.3 VARIABLE FREQUENCY DRIVES A.Each pump motor shall be powered by a dedicated variable frequency drive (VFD) mounted in the station motor control panel. VFDs integrated with motors shall not be accepted due to serviceability and reliability B.The VFD shall provide microprocessor-based control for three-phase induction motors. The controller’s full load output current rating shall be based on 50 degree C ambient and no less than a 3.0 kHz switching frequency to reduce motor noise and avoid increased motor losses. Drive shall have been tested to and UL listed as conforming to the requirements of UL508C at rated load currents and ambient temperature per this specification. Drive shall have a UL listed interrupting rating of 65kaIC. 640 ZONE PRESSURE BOOSTER PUMP SYSTEM SPECIFICATION Page 7 of 12 C.The VFD shall be of the Pulse Width Modulated (PWM) design converting the utility input voltage and frequency to a variable voltage and frequency output. Adjustable Current Source VFD are not acceptable. Insulated Gate Bipolar Transistors (IGBT’s) shall be used in the inverter section. Bipolar Junction Transistors, Gate Turn-Off Thyristors (GTO’s) or Silicon-Controlled Rectifiers (SCR’s) are not acceptable. The VFD shall run at the above listed switching frequency D.The VFD shall have an efficiency at full load and speed that exceeds 95%. The efficiency shall exceed 90% at 50% speed and load. The VFDs shall maintain the line side displacement power factor at no less than 0.96, regardless of speed and load E.The VFDs shall have a one (1) minute overload current rating of 110% for variable torque applications. F.The VFDs shall be capable of operating any NEMA design B squirrel cage induction motor having a 1.15 service factor, regardless of manufacturer, with a horsepower and current rating within the capacity of the VFD. G.Standard operating conditions shall be: a.Incoming Power: Three phase, 480 Vac (+10% to -10%) and 60 Hz (+/-5 Hz) power is converted to a fixed potential DC bus level. Maximum input voltage unbalance shall be 0.5% as defined in NEMA MG 1 section 14.35.2 b.Frequency stability of +/-0.05% for 24 hours with voltage regulation of +/-1% of maximum rated output voltage. c.Speed regulation of +/- 0.5% of base speed. d.Load inertia dependent carry over (ride through) during utility loss. e.Insensitive to input line rotation. f.Humidity: 0 to 95% (non-condensing and non-corrosive). g.Altitude: 0 to 3,300 feet (1000 meters) above sea level. h.Ambient Temperature: 0 to 50 *C. i.Storage Temperature: -40 to 60 *C. H.The VFD shall convert incoming fixed frequency three-phase AC power into a variable frequency and voltage for controlling the speed of motor. The motor current shall closely approximate a sine wave. I.VFD Status Indicator: a.VFD keypad must be viewable without requiring the opening of the enclosure door for safety J. The VFDs shall have built-in Ethernet/IP communication to communicate directly with the programmable logic controller a.The drive system shall be compliant with IEEE 519-2014 standards at the input VFD terminals based upon the input power phase imbalance within 0.5 percent of nominal line voltage and under full VFD output current ratings. C.Operator Interface 1.The operator interface shall be a color LCD touchscreen, with a minimum diagonal length of 5.7″. The touchscreen shall allow operator access to all system settings and monitoring data. The touchscreen shall be mounted to the motor control panel door. 2.The operator interface shall be manufactured by Allen-Bradley 3.The interface shall be compatible with the Owner’s Wi-Fi service. The user shall also be able to adjust the off-delay mode. The pump shall enter operating mode. When the system pressure goes below a user adjustable set points or pump flow requirements are exceeded. i.Pump Alternation Settings 1.Lead/lag designations for the pumps shall be user adjustable, with both automated and manual alternation settings. j.Remote Start/Stop Signal Relay 1.The PLC shall be able to start and stop the system based on a remote signal relay. E.Pre-programmed Start-Up Routines a.The PLC shall be programmed with various start-up routines that limit and/or delay the starting and acceleration of the pump ensuring that excessive velocity and pressure do not damage the distribution system. b.The program shall include individual routines for initial start-up, mainline fill, re-start after a power outage, and re-start after a system fault. c.The operator shall be able to adjust the timing of the routines via the operator interface. F.Password Protection a.The system shall allow the operator to Load Factory Default PLC settings, Save New Operator settings, and Load previously saved. G.Operator PLC settings. a.System Data and Time i.The PLC shall allow the operator to change the system date and time. b.System Protections i.Controls shall shut down the pump station in the event of the alarm conditions described in this section, as well as otherwise indicated. The system controls shall attempt to restart the system after alarm shutdown or loss of power. After a user-adjustable number of attempts to re-pressurize the system, the controls shall go into hard shut down and remain so until manually reset. c.The PLC shall have the following user adjustable system protections: i.Low Flow Shutdown 1.The PLC shall automatically shut down the system if there is no, or too little flow, based on signals received from a flow switch. The low flow shutdown shall have a user adjustable time delay. d.Low Suction Pressure Shutdown i.The PLC shall automatically shut down the system if the suction pressure reaches a user-adjustable pressure value. The low suction pressure shutdown shall have a user adjustable time delay. e.High Pressure Shutdown i.The PLC shall automatically shut down the system if the suction pressure exceeds a user-adjustable pressure value. Circuit breaker and/or motor overload contacts shall be monitored to indicate a motor failure. d.VFD Faults e.All PLC Monitoring and Controls functions shall be available via SCADA control and monitoring as well. f.Controller User Guide i.The pump station manufacturer shall supply an owner’s manual in digital form that includes graphic images of all touch screens with explanations of all settings and modes. 3.5 MOTOR CONTROL PANEL (MCP) A.Enclosure Rating a.The VFDs, PLC, and all associated electrical equipment shall be mounted in a NEMA 4X enclosure. B.Electrical Connection a.Electrical connection, by purchaser, shall consist of a single conduit from owners disconnect to the pump station main disconnect. C.Manufacturer Requirements a.The pump control panel shall be manufactured and listed by a UL508A Panel Shop. The panel shall be UL labeled as an "Enclosed Industrial Control Panel". The pump control panel shall be completely manufactured, tested and programmed prior to delivery to the job site. D.Panel Documentation a.A full-color wiring schematic, pump nameplate information, and factory calibrated setpoints shall be permanently affixed to the inside of the control enclosure. All field terminal connections shall be numbered and labeled. E.External Operating Devices and Internal Components a.All external operating devices shall be dustproof and weatherproof. All internal components of the enclosure shall be mounted on a removable back panel. Mounting screws for components shall not be tapped into the enclosure wall. No pressure gauges, pressure switches, water activated devices, or water lines of any sort shall be installed in any electrical control panel. F.Pilot Devices a.The control panel shall include following industrial grade, watertight/oil-tight pilot devices: i.3-Position Selector (HOA) Switches ii.Speed Potentiometer iii.Pilot Lights: A red light shall indicate system faults; a green light shall indicate pump is running. The primary side shall be protected with appropriately sized fuses; the secondary side shall be protected by a group of supplementary miniature circuit breakers N.Uninterruptable Power Supply (UPS) System a.The control panel shall include a UPS system to automatically provide power to the station control circuits in the event of a power failure It shall include the following features: i.Capacity: 850VA, 510 Watts ii.Input/output Power: 120 VAC, 60 Hz iii.A surge protection device shall provide point of use protection to the UPS system. The device shall provide a minimum of 50,000 amps of surge protection. 3.6 WARRANTY A.New equipment is warranted to be free from defects in material and workmanship for a period of one (1) year from the date of final completion of the project. The supplier shall inspect the unit at delivery, installation and during testing and startup. 640 ZONE PRESSURE BOOSTER PUMP SYSTEM SPECIFICATION Page 12 of 12 Part 4 – Execution 4.0 STORAGE, SHIPPING, AND DELIVERY A.All equipment delivered and placed in storage shall be stored with protection from the weather, humidity, and temperature variations dirt or dust, or other contaminants. B.All parts shall be properly lubricated and protected so that no damage or deterioration will occur even during a prolonged delay from the time of shipment until installation is completed and the station is ready for operation. C.Skid-mounted equipment shall be properly crated or covered to protect against damage during shipment. D.Contractor shall be responsible for offloading and installation. 4.1 FACTORY TESTING A.Each pump shall be factory performance tested as a unit prior to shipment. Submit results to the Owner for review and approval prior to shipment. B.The system shall undergo a hydrostatic test of 1.5x design pressure for a minimum of 15 minutes and be leak free prior to shipment. C.Panel control shall be factory tested. Submit results to the Owner for review and approval prior to shipment. 4.2 START-UP AND TRAINING A.After system is installed and installation is approved by the station manufacturer, the System Integrator (Quality Controls Corporation or equal) shall provide one day of personnel to start-up and test the complete packaged system. Manufacturer shall provide a written report to the engineer with details the successful results of the testing. B.On-site training shall be provided for owner’s personnel. This training shall fully cover design, maintenance and operation of the supplied components including the pump system and associated valves, controls and accessories and is incorporated in the one day start-up. INSTRUCTIONS TO BIDDERS 640 Zone Booster Pump System (P02-493.1) Instructions to Bidders Rev. 9/17Rev. 11/17 1.Form of Proposal and Signature. The proposal shall be submitted in person or via email by the City of Arlington and shall be marked and addressed as hereinafter directed. The Bidder shall state in figures their unit and lump sum bid prices for all bid items including additives and alternates. The City of Arlington reserves the right to correct any arithmetic errors. 2.Preparation of the Proposal. Bidder shall only use forms provided in this Request for Proposal, and not similar forms available on agency websites. Blank spaces in the proposal shall be properly filled; failure to enter a value for each bid item will result in a $0 being recorded for the bid item. The written text of the proposal must not be changed and no additions shall be made to the items mentioned therein. Conditions, limitations or provisions attached to a proposal will cause its rejection. Alterations of Bidder fill-ins by erasure or interlineations must be explained or noted in the proposal over the signature of the Bidder. Alternative proposals will not be considered. Where bonds are required the Bidder shall name in its proposal package the surety or sureties who have agreed to furnish said bonds. Bidder shall include applicable sales tax customarily paid by Contractor within each unit price item or lump sum item, which may include but not limited to material procurement and certain subcontracted services. If a separate line is provided on the Bid Form for sales tax, this shall represent sales tax to be paid by the City to the Department of Revenue for contracted amount. 3.Wages. The Proposal shall be subject to all current Prevailing Wages at the time of Advertisement. It is the Bidder’s responsibility to submit required Intents and Affidavits. The Intent is required before any payment for work by that contractor or subcontractor. All Affidavits are required prior to release of retainage. If this project has federal funding, both State and Davis-Bacon Prevailing Wages will be included and must be paid on this project. If Davis-Bacon Prevailing Wage rates are not included, then Bidder shall assume project does not have federal funding. For each work classification, the higher of the two rates will apply. Certified payrolls will be required on a weekly basis from Contractor, subcontractors of all tiers, and certain material manufacturers and deliverers, depending on the regulations. 4.Questions. Questions shall be submitted in writing to the Project Administrator, contact information shown below, and be received at least one week prior to the specified bid opening date. Questions received after this date may not be responded to. Withdrawal of the proposal shall be in accordance with Section 1-02.10 of the 2023 edition of the WSDOT standard specifications. 6.Lowest Responsible Bidder. The low Bidder shall be the responsive Bidder offering the lowest amount for the Base Bid plus Add Alternates (if applicable) selected by the City. In selecting the responsible Bidder, consideration will be given to the general competency of the Bidder for the performance of the work covered by the proposal, and the Bidder’s financial standing, if requested. To receive favorable consideration, a Bidder must present evidence satisfactory to the City of Arlington that the Bidder and its associates are personally competent to manage the proposed undertaking and to carry it forward to a successful conclusion. Professional integrity and honesty of purpose shall be essential requirements. A showing of adequate financial resources may be requested by the City of Arlington, but will not alone determine whether a Bidder is competent to undertake the proposed work. Each Bidder must furnish a record of past performance and experience in the form required. To this end, each proposal, except as noted below, shall be supported by a statement of the Bidder's experience on the form provided. This form, completely filled out, must be submitted along with the proposal. Incomplete or false statements submitted in connection with a proposal may, at the option of the City of Arlington, be sufficient cause for its rejection. The City of Arlington shall be the final authority with regard to whether a bid is responsive to the Advertisement for Bid and as to whether a Bidder is a responsible Bidder under the conditions of this bid. As a guarantee of good faith, each Bidder shall submit with its proposal an unconditional certified or cashier's check drawn on a solvent state or national bank, or the Bidder may furnish a bond with a company acceptable to the City of Arlington in the sum stated in the Advertisement for Bid and these contract documents, payable to the City of Arlington. Cash deposit will not be accepted. Said check or bond to be held uncollected until it becomes subject to disposal as herein provided. Any condition or limitation placed upon said check or bond may render it informal and may, at the option of the City of Arlington result in the rejection of the proposal under which such check is submitted. If a Bidder to whom an award is made fails or refuses to execute the contract and furnish the required bond, all within the time stated herein, said check or bond and the monies represented thereby shall be and remain the property of the City of Arlington and shall be subject to deposit.
