Councilmembers Present: Michele Blythe and Tim Abrahamson both attended virtually.
Staff Present: Mayor Don Vanney, Paul Ellis, Shelby Burke, Sheri Amundson, and Raelynn
Jones.
Also Known to be Present: Office of the Washington State Auditor; Audit Lead Heidi
Shelton, Assistant Audit Manager Erika Davies, and Assistant State Auditor Keith Blake.
The special meeting began at 3:00 p.m. with introductions by Audit Lead Heidi Shelton,
Assistant Audit Manager Erika Davies, and Assistant State Auditor Keith Blake. City of
Arlington staff and City Council members in attendance followed with introductions.
DISCUSSION
Audit Lead Heidi Shelton goes over details of the Engagement Letter and Audit Scope. The
following audits will be carried out:
• Financial statement audit for January 1, 2025 through December 31, 2025
• Federal grant compliance audit for January 1, 2025 through December 31, 2025
• Accountability audit for January 1, 2025 through December 31, 2025
Assistant Audit Manager Erika Davies continues by going over the following details of the

• Important Information of the Audit process
• Audit Survey
• Local Government Support Team
• The Center for Government Innovation
• Audit Team Qualifications and contact information
There were no questions from city staff or Councilmembers.
