The estimated 2010 population for each county in the central/south Puget Sound region is as shown below: PUGET SOUND REGION COUNTY POPULATIONS County 2000 Census 2010 Census % Change King County 1,737,046 1,931,249 11.1% Pierce County 700,818 795,225 13.5% Snohomish County 606,024 713,335 17.7% Kitsap County 231,969 251,133 8.3% Thurston County 207,355 252,264 21.7% TOTAL 3,483,212 3,943,206 13.2% The total 2010 population(based on the 2010 Census)for Washington State is estimated at 6,724,540, a 14.1% increase from the 2000 census figure of 5,894,143. Employment The Puget Sound region supports a variety of economic activities, including the aerospace industry, "high tech" industry, lumber, agriculture, shipping, and commercial fishing. Published employment figures produced by the Washington State Employment Security A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 8 Department (April 2011 data) estimate total non-agricultural employment for King, Snohomish, Pierce, Thurston and Kitsap counties as outlined in the following chart: PUGET SOUND REGION NON-AGRICULTURAL EMPLOYMENT County Aril 2011 Aril 2010 % Change King County 1,150,200 1,123,600 2.4% Pierce County 265,400 265,400 0.0% Snohomish County 245,500 242,100 1.4% Kitsap County 82,800 82,700 0.1% Thurston County 99,100 98,400 0.7% TOTAL 1,843,000 1,812,200 1.7% These trends reflect the overall economy in the nation and the region, although the Puget Sound region is less affected than many other parts of the country. These figures show small gains and fewer losses than in many of the reporting periods over the past two years, and may indicate that the economy is beginning to stabilize and improve. In the Seattle/Bellevue/Everett area (i.e. King and Snohomish counties), the bulk of non-farm employment for April 2011 (84.54%) was in the "Services" category, with the "trade, transportation and utilities"category making up the largest private portion(21.6%)of that sector. In the goods producing category(15.46%of non-farm employment),manufacturing makes up the largest portion(71.3%)of that sector, with aerospace products/parts(79,500 employees)being the majority(51.66%) of the manufacturing category. The Boeing Company remains the largest private employer in the Puget Sound region (75,558 employees locally as of April 28, 2011, up 5.2% from 71,802 employees as of April 29,2010). This is an improvement from larger losses over the past several years due to national and international economic conditions. The newest Boeing airplane model, the 787 "Dreamliner", was originally scheduled for Fall 2007. Production delays, a strike in Fall 2008,problems with the wing and tail designs, plus a Rolls Royce engine failure and a recent electrical problem have changed the anticipated completion date. The first test flight was delayed until late December 2009, and the first delivery of planes to buyers is now scheduled for late 2011 (but could realistically be further delayed as late as 2012). The first flight of the other new model currently in production (the 747-8) was also delayed from late 2009 due to changes in design and interruptions in manufacturing of replacement parts for parts which had already been installed. This will result in a delay of the first delivery, originally scheduled for the third quarter of 2010. A bright note for the region, however, was the recent award to Boeing of a contract with the US government for a military jet refueling tanker, which will add 11,000 jobs in the region over the next 10 years. Boeing is also now working on a proposed future revised model of the 737 which is now produced in Renton. Delivery for that revised model is estimated to be 2019 or 2020, with sales to begin in 2012,and production to begin in 2013 or 2014. The location for the new model is an unknown at this point. Microsoft is the largest employer in the high-tech sector in the Seattle area: 40,310 employees in the Puget Sound region as of March 31, 2011 (up 1.2% from 39,824 employees as of June 30, 2010). Total worldwide employment is 89,403, up 0.9% from 88,596 as of June 30,2010). As of March 31,2011,Microsoft owned 9,806,547 SF in 78 A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 9 buildings in the Puget Sound region, and leased 3,880,225 SF in 44 buildings, for a total of 14,828,384 SF in 122 buildings. The main Microsoft campus is in Redmond (nearly 91,000 SF), with other concentrations of space in Bellevue and other areas of the region. Joint Base Lewis-McChord (US Army and US Air Force) located south of Tacoma employs a total of 50,000 people including military and civilian personnel. As such it is the third largest employer in the state. The joint base will soon be adding approximately 1,400 more soldiers, increasing the military population to approximately 45,000. Unemployment The most currently published unemployment statistics (April 2011 preliminary figures, adjusted for seasonal changes) are 9.1% for Washington State (down from 9.2% in March 2011 and 9.8%in April 2010). The national rate for April 2011 was 9.0%,up from 8.8%in March 2011 and 9.8%in April 2010. The latest figures(April 2011)for individual markets (not seasonally adjusted) were 7.9% for King County, 9.4% for Snohomish County, 9.8%for Pierce County, 7.7%for Kitsap County, and 8.1%for Thurston County. While continuing to slowly decrease, these rates are up significantly over prior years, and reflect the ongoing economic downturn experienced in the nation and the region. Income The median household income for King County in 2010 (as reported in October 2010 by the Washington State Office of Financial Management) was $66,398 (1.6% less than the 2009 estimate of $67,468). The figures for neighboring counties were: $63,587 in Snohomish County (0.61% less than 2009), $55,302 in Pierce County (0.24% less than 2008),$57,988 in Thurston County(0.87%less than 2009),and$60,455 in Kitsap County (0.71% less than 2009). Median household income for the state of Washington was estimated at$55,379, 1.7% less than the 2009 estimate of$56,317. Transportation Transportation in the area is facilitated by several local and interstate highways. Interstate Highway 5 connects the Seattle Metropolitan Area with most of the other regional economic centers along the West Coast. Interstate Highway 90, which connects with Interstates 5 and 405,provides access to markets in the East. Interstate Highway 405 and State Highways 167, 509, and 99 provide alternate routes. Airport Facilities Seattle-Tacoma International Airport, one of the busiest passenger airports in the nation, which is served by 26 passenger carriers (16 domestic and 10 foreign), had 31,553,166 passengers in 2010. This was an increase of 327,654 passengers (1%) over 31,227,512 passengers in 2009 (although down slightly from 32,196,528 in 2008 and 32,296,628 in 2007). Domestic travel represented 90%of the air passenger statistics, and Alaska Airlines (based in Seattle)captured the largest portion(35%)of the passengers for 2010. Sea-Tac is also the 20t'busiest cargo airport in the US,with 283,425 metric tons of cargo transported in 2010,up 4.9% over the total of 270,142 metric tons of cargo transported in 2009. The county and the Port of Seattle, which includes the Sea-Tac operations, opened a third A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 10 runway in November 2008 for the airport to meet the increasing demands for air traffic in the Puget Sound region. A Sound Transit (light rail) link was connected to Sea-Tac in December 2009. In addition to Sea-Tac International Airport, there are various regional airports in each of the counties within the Puget Sound region. Shipping Ranking as one of the top rive ports in the US and as this country's ninth-largest container port (in terms of TEU's); the Port of Seattle has an excellent harbor (Elliott Bay) and a major inland waterway(Puget Sound)providing access to the Pacific Ocean. The port has emphasized container efficiency and intermodal capabilities. Tacoma and Everett also have container port facilities, and compete directly with the Port of Seattle, as do Los Angeles and Long Beach in California and Vancouver B.C. in Canada. Cargo in 2010 at the Port of Seattle totaled 2,133,548 cargo containers,up considerably(34.6%)from 2009 when it was only 1,584,596 cargo containers. Previous years were a 2008 total of 1,704,492 containers and 1,973,504 in 2007. As such, this is the highest number of containers ever recorded. The downward trend in previous years was due in part to ports on the East Coast attracting shipping through the recently widened Panama Canal, thereby avoiding rail congestion and fees imposed. The Port of Seattle's volume was down 20%in 2009 and the Port of Tacoma's volume was down 27%,with the overall West Coast drop at 10.5%. A projected 2014 completion of a third and wider series of locks at the Panama Canal could continue to affect the West Coast ports, but this is an unknown at this time. The Port of Seattle also operates a passenger ship cruise terminal in downtown Seattle, which operates cruises to Alaska and other West Coast destinations. Cruise passengers totaled 931,698 passengers in 2010,up 6.4%over the 875,473 passengers in 2009. In the first year of operation(1993)there were 10,820 passengers, which reveals the significant growth in this industry over the past 18 years, despite the current recession. Summary The Puget Sound region has emerged as a major metropolis, and its commerce, manufacturing, construction and other economic activities have resulted in a regional population of over 3.94 million people. Transportation facilities serving the metropolitan area include two major interstate freeways, two transcontinental rail systems, an international airport, and one of the largest container ports in the United States. Unemployment in the five-county Puget Sound region ranges from 8.4%(King County)to 10.7%(Pierce County)for March 2011 (compared to the March 2011 state unemployment rate at 9.2% and the national rate at 8.8%). Given the economic slowdown in both the region and the nation, we expect 2011 to continue to be difficult for the Puget Sound region, with the downturn continuing into 2012. Long term, however, with the diversity of our economy, we feel the Puget Sound area offers the necessary elements for economic viability, and will contribute to the economic stability of the subject property over time. A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 11 ARLINGTON NEIGHBORHOOD DATA The city of Arlington is located in Snohomish County approximately 10 miles north of the city of Everett and 41 miles north of the city of Seattle. While retaining a small town atmosphere in a rural setting,Arlington is conveniently located near larger metropolitan interests. Arlington was incorporated as a city in 1903 and has a rich local history that is evident in the architecture of the downtown area. The population of Arlington in 2010 was 17,926,a 53%increase over the 2000 population. As with the larger region, there has been a transformation from the dependency on timber and aerospace to an economy balanced by software, biotechnology, construction, the military, alternative energy and tourism. This area of Snohomish County is continuing to expand as residential demands increase due to the close proximity and access to the surrounding urban areas. The greatest challenge is in predicting the short- and long-term effects of the global economic crisis. MARKET ANALYSIS Single Family Sales Activity: The Northwest Multiple Listing Service (NWMLS) reports for 21 counties of Western Washington indicate total residential sales for year-to-date (YTD) June 2010 of 23,883 homes, with an average price of$346,318 and an average market time of 85 days. For YTD June 2011, sales volume dropped 5.3%%to 22,622 homes with an average price of $320,752 down 7.4% and an increased market time of 91 days. Snohomish County's sales of 3,782(YTD June 2010)represented 15.8%of the 21 counties reported. While the volume for YTD 2011 declined to 3,513, the percentage of the 21 counties remained unchanged at 15.8%. Sales prices for YTD 2011 averaged $278,564 down 8%from 302,869 YTD 2010 with an average market time YTD 2011 of 91 days up from 78 in 2010. The NWMLS reports for the northwest portion of Snohomish County, generally comprised of the cities of Arlington, Stanwood, Marysville and the adjacent unincorporated areas (NWMLS area#760), indicate that sales YTD 2011 of 676 homes (while down from 729 homes YTD 2010)represents a stable 19.2% of total sales for the county. However, the 2011 average sales price of$274,460 is a decline of 14.5% from 2010 while the county average price declined only 11% for a similar period. Finally, the average market times increased 13 days to 92 days which compares favorably with the county-wide market time of 90 days. In summary, the subject's market area reflects generally consistent declines in prices and volumes as reported both for the county and 21 counties of Western Washington, with the exception that the average sales price declined (-14.5%) at a higher percentage than the county(-I I%) and the 21 counties of Western Washington(-7.4%). A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 12 Exposure Time The term"exposure time"is defined by the Uniform Standards of Professional Appraisal Practice, 2010-2011 edition, as: "the estimated length of time the property interest being appraised would have been offered on the market prior to the hypothetical consummation of a sale at market value on the effective date of the appraisal;a retrospective opinion based upon an analysis of past events assuming a competitive and open market."2 Exposure time differs from marketing time, in that exposure time is always presumed to precede the effective date of the appraisal. Based on the supply and demand conditions as of the effective date of this appraisal, the exposure time for a property with characteristics similar to the subject,if placed on the open market at a reasonable list price,is estimated at six months. This is based on the demand for such properties and the relatively few properties offered for sale, as revealed by our analysis and confirmed by real estate professionals in the subject's market area. Prior Sales and Listing History A review of the public records was unable to identify any change in ownership in the past five years. Additionally,no active listings or pending sales during the past twelve months were identified for the subject property. SITE DESCRIPTION Location and Access The subject property is an almost-rectangular, level, corner parcel. This neighborhood is most conveniently accessed by traveling approximately 4 miles east on State Route 530 from Interstate 5,then north one block on SR 9 to West Burke Avenue, east on Burke one block to West Avenue, then north on West Avenue to the subject at the southwest corner of West Cox Avenue and West Avenue. Shape and Size The subject site is an almost-rectangular,level,corner parcel with a total site area of 15,682 square feet. The site has approximately 140 feet of public street frontage along the south side of West Cox Avenue and approximately 100 feet of frontage along the west side of West Avenue. The subject is generally larger than many of the developed sites in this area. Topography The subject's topography is fairly level with its frontage on both West Cox Avenue or West Avenue. 2 USPAP, 2010-2011 Edition,p.U-89 A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 13 Soils,Drainage and Toxic Hazards No indications of toxic hazards were observed;detailed analysis of such potential is beyond the scope of this appraisal. However, the subject is immediately adjacent to the City of Arlington's waste water treatment facility and Public Works yard and it is across the street from an abandoned railroad grade now utilized as the Centennial Trail. While there were no indications of the presence of hazardous materials, the client is encouraged to obtain a Phase I and or Phase II report. It is assumed that the soil conditions are stable, adequately drained and able to support the improvements under the highest and best use, and free of toxic materials. Identification of Possible Flood Hazard The Federal Emergency Management Agency(FEMA)map shows the property in an area outside the 500-year floodplain(Zone X). The corresponding flood map number for the subject is 5302710384E, dated November 8, 1999. Easements and Restrictions An inspection of the property identified no adverse easements, encroachments, or other adverse conditions. Utilities All public utilities including sewer and water are believed to be available and at the street. Site Improvements There are no sidewalks, curbs and gutters;however, both fronting streets are paved asphalt and there is a street light. Assessment and Taxes - Snohomish County,Washington For 2010, the Snohomish County Assessor's records show the assessed value for the subject property is as follows: Tax Year Parcel Number Land Value Building Value Total Value Taxes 2010 00-4618-040-001-00 $201,500 $119,500 1 $321,000 $3,478.19 Zoning The subject property is zoned OTBD-3 by the City of Arlington. Old Town Business District(OTBD)—This designation is intended for land uses in the downtown commercial center and the promotion of dense, active, pedestrian oriented commercial activities; and may allow for multi-family residential uses upstairs from commercial uses(mixed use)and civic uses. The subject appears to be in compliance with the zoning code. A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 14 Description of Improvements Note: The subject interior was not inspected. The description of the interior was obtained in a phone interview with the owner-occupant. Based upon the description and the exterior inspection, the subject is assumed to be in average condition. The subject is a one and one-half story, detached single-family residence originally constructed in 1895. It measures 1,403 square feet on the first floor and 574 square feet on the second floor. The first floor is finished with a remodeled kitchen, dining area, living room, den, bedroom and remodeled full bath. The second floor is finished with two bedrooms,an extra room with plumbing, and a full bath. There are hardwood floors, dual pane windows, and electric baseboard heat. The plumbing, concrete foundation, electrical system, insulation and heating system have been upgraded. Attached to the main house is an oversized one-car carport. The detached cottage was originally constructed in 1938. This single story dwelling measured 475 square feet, and was reported to be finished with one bedroom, a small kitchen area and a three-quarter bath. Attached to the cottage are a storage room and a one car garage. The exterior of the main house is finished with both wood siding and a composite material and the exterior of the cottage is all wood siding. Both dwellings have composition roofs. A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 15 HIGHEST AND BEST USE ANALYSIS The highest and best use of a property is defined in The Appraisal ofReal Estate(Thirteenth Edition; Chicago: Appraisal Institute,2008;pp.277-78)as"the reasonably probable and legal use of vacant land or an improved property, which is physically possible, appropriately supported, financially feasible, and that results in the highest value." Highest and best use analysis is a method of inquiry in which the optimum use of a property,in light of market conditions,is determined. Because the price that potential purchasers consider feasible to pay for a property tends to be based on the use they plan for it, the highest and best use of the property is a major factor affecting its market value. This concept aids in determining what improvements should be constructed on a site if it were vacant, and how any present improvements can best be utilized. Land may be analyzed"as though vacant"and"as improved"to determine its highest and best use. The highest and best use of a site as though vacant may be different from the highest and best use of the same property as presently improved. For example, although a site may have a particular highest and best use if it were vacant and available for new development, the current use may be retained so long as the existing improvements continue to contribute to the overall value of the property. To determine the highest and best use of a property, four significant factors are analyzed. These are the possible uses that are: (1)legally permissible,(2)physically possible,(3)financially feasible, and (4) maximally productive. HIGHEST AND BEST USE AS VACANT LAND For the analysis of highest and best use of land or a site as though vacant, it is assumed that a parcel of land is vacant or that it can be made vacant through the demolition of any improvements. The subject site consists of an almost-rectangular,level,corner parcel containing a total site area of 15,682 square feet. The site is a level lot and the soils appear adequate to support a variety of structures. The subject site is zoned OTBD-3,Old Town Business District-3,by the City of Arlington. This is a zoning designation that allows for a broad range of uses including single- and multifamily residences, hotels, motels, some retail activities, office, churches, as well as some manufacturing or processing uses. The subject is considered to be a conforming use allowed by the current zoning. On the basis of this analysis, the highest and best use for the subject site as though vacant would typically be for a commercial development which would maximize the return to the land. However, the current market for commercial uses in the subject's market area is depressed with declining or stagnant sales prices due to the weak economic factors regionally, as well as nationally. Consequently, the highest and best use as vacant would be to defer development until such time as market conditions improve making the development of the property economically feasible. A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 16 HIGHEST AND BEST USE AS IMPROVED The analysis of highest and best use of the subject property as improved involves examining the improvements and their relationship to the site in order to determine the physical possibilities, legal permissibility, financial feasibility, and the maximum productivity of the property. It considers the site as it is presently improved and seeks to determine whether the improvements should be expanded, converted to another use, retained in their existing condition and status, or redeveloped with a new structure with greater utility and the ability to return a higher profit to the land. The existing improvements consist of an average quality single-family residence with a detached cottage, constructed in 1895 and 1938 respectively and that are currently in average condition. The subject appears to be in compliance with the zoning code. The improvements are in average condition, provide average functional utility and, as such, make a significant contribution to the underlying land value. Therefore, the Highest and Best Use"As Improved"is the continued use as a single-family residence with detached cottage on an interim basis until such time as demand for commercial uses for which the subject may be utilized improves. A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 17 APPROACHES TO VALUE There are three accepted methods of evaluating all types of real property:the cost approach, the sales comparison approach, and the income capitalization approach. All three approaches are used when applicable. When sufficient information is not available, only those approaches or that approach containing the most information is used and/or relied upon. COST APPROACH The cost approach to value arises from the economic concept of objective value. This concept implies that the value of anything is the cost incurred to create it. This approach is based upon the estimated reproduction or replacement cost new of the improvements. The cost new is then reduced in value by the accrued depreciation, if any. The depreciated value of site improvements,if any,and estimated land value are then added to the depreciated reproduction cost of the improvements to develop an indication of value by the cost approach. SALES COMPARISON APPROACH The sales comparison approach method of valuation reflects the opinion of buyers and sellers of comparable property about the value of the subject property. The sales comparison approach is based on the principle of substitution: no well-informed,prudent buyer is going to pay more for any property than is necessary to buy another equally desirable substitute property. The sales comparison approach requires the appraiser to assume the role of a typical buyer; gather sufficient data; and analyze, weigh, and adjust the data in such a manner as to properly apply this information to the property being appraised. INCOME CAPITALIZATION APPROACH The income capitalization approach method of valuation is used primarily in the appraisal of investment property. Therefore, the appraiser must analyze the rental value of the comparable properties and, in addition, obtain background information on what a prudent investor in this type of property expects as a return on investment. From this information, a return on the invested capital can be ascertained and then applied to the subject property's market rent to develop a reliable indication of value based on income. The rent paid or income received, commonly known as contract rent, is not always market rent for a given property. In other words, a survey of comparable properties must be made for the purpose of obtaining rental information to ascertain the going or market rent for comparable properties and the subject property. This information must then be related to the subject property being appraised. The income capitalization approach is the primary approach used in arriving at the indicated market value for income-producing property. A-41 H 1 APPRAISAL GROUP OF THE NORTHWEST LLP Page 18 APPROACHES TO VALUE USED The reliability of the cost approach is significantly impaired for older properties such as the subject due, in part, to the difficulty in identifying the value of the underlying land and the accrued depreciation and/or obsolescence from all sources. While it may be possible to estimate the rental value and related expenses for the subject property and subsequently convert the income estimate into a value estimate, this is not an approach that typical buyers or even informed investors use when purchasing residential properties. As such, the cost and income capitalization approaches are not considered applicable for this assignment. The sales comparison approach is widely understood and often used by market participants. Sales activity in the subject's market area and adjacent competing market areas has been adequately active over the past few years, and there have been enough recent sales of properties which are somewhat similar to the subject property. We have identified several sales of commercially zoned sites with residential improvements providing an interim contributory value in the subject's market area with which to make direct comparisons. A-4181 APPRAISAL GROUP OF THE NORTHWEST LLP Page 19 SALES COMPARISON APPROACH In the sales comparison approach, the value of a property is estimated by comparing it with similar properties in its market area that have sold recently. This approach is based on the premise that the value of a property is set by the prices of equally desirable substitute properties in the same area. The validity of this approach depends on identifying comparable sales transactions that are similar to the subject on the following factors: (1)Location: Comparable sales should be located in the same area or in areas of similar land use, traffic flow, access to amenities and access to transportation facilities; (2) Utility and Size: Comparable sales should be of similar size and have similar utility; (3) Overall Appeal: Investors who would consider purchasing the subject property should also be likely to consider purchasing the comparable sale properties, assuming all were on the market simultaneously. PROCEDURE Properties that are similar to the subject and have been sold recently are selected for comparison with the subject property. An appropriate unit of comparison is determined (e.g., whole property, price per square foot, price per room, etc.) and adjustments are made to each comparable sale in order to account for value differences between this comparable sale property and the subject. The adjustments are made for transaction characteristics such as financing terms, conditions of sale, and date of sale;and for property characteristics such as location and physical attributes. The result of appropriate adjustments applied to sales of comparable properties should be a relatively narrow indicated value range. From within this range, a specific estimate of the subject property's value is often selected. A search for sales of similar properties was conducted in the local area, utilizing the MetroScan, CBA, Costar and NWMLS databases. Search parameters were expanded to include sales occurring as far back January 2008 and within several communities of northwest Snohomish County. This search identified in excess of 20 comparable sales and active listings; a desktop review identified 13 properties for field inspection and, from these, four were selected as the best comparables for the subject property. Differences were noted and adjusted for. The sales and active listing are summarized in the following table and discussed in greater detail on the following pages. A map indicating the locations of the sales relative to the subject is also presented on the next page. The total site area of the subject is 15,682 square feet. We show the details of four comparable properties in the Sales Comparison Analysis and map on the following pages. The three sales and one active listing are all in the subject's market area, and have zoning designations that are similar to the subject and that would allow development similar to the subject. We applied adjustments in various categories to bring the comparable sales and the active listing into parity with the subject. Examination of these samples was conducted in accordance with the NIOSH 7400 method. Results are reported in fibers per cubic centimeter (fibers/cc) and in fibers per square millimeter (fibers/mM2). The working range for the NIOSH 7400 method is between 100 and 1300 fibers per square millimeter.Test results not blank corrected unless field blanks were provided. Washington State Department of Labor and Industries requires that an employer provide airborne asbestos concentrations less than 0.1 fibers per cubic centimeter of air as an average for eight hours, and less than 1.0 fibers per cubic centimeter of air over a sampling period of thirty minutes to the employees (WAC 296-62-07705). For recent regulation updates please call the regulatory agencies. I Washington State Department of Labor and Industries also requires that post-abatement (clearance) area samples must not exceed the pre-abatement fiber concentration or 0.1 fibers per cubic centimeter whichever is lower(WAC 296-62-07709), The EPA definition of clean air is less than 0.01 fibers per cubic centimeter. Inter and intra-laboratory relative standard deviations can be made available upon request. We are pleased to have been of service and hope to work with you again. If you should have any questions regarding the NIOSH 7400 method or the results please feel free to call. By 1874, logging Significance: activities was one of the few lucrative businesses that brought more people to the Pacific Northwest, and specifically to Snohomish County. At this time Washington was still a territory, and it was not until 1889 that Washington became a state. The following year,a developer named Haller bought and platted Haller City in Snohomish County, where the subject property is located today. The same year in 1890,the community of Arlington was established by a railroad contractor whose area of land was awarded a railroad depot for the Seattle Lake Shore and Eastern railroad (SLS&E RR). In the spring of 1890, Arlington's first post office, newspaper and commercial center opened. By 1896, Haller City was merged with Arlington. At the turn of the twentieth century, more people settled in the Arlington area. The population in 1900 was approximately 800 people(Gillis 2006).The Bystrom house was constructed in 1895 during the initial settlement period of this area. The neighborhood surrounding the Bystrom house was originally commercial, and at the turn of the twentieth century became primarily residential (Gillis 2006; NWAA 2008).Today the surrounding neighborhood is composed mainly of one and two-story single family residences that date to the early 1900s. Most of these houses have been altered since original construction. The Bystrom house has been altered since its original construction. The Bystrom Residence at 104 West Cox Avenue was constructed as a single family residence in 1895, with additions and modifications in 1938 and later. It is a vernacular building, with few stylistic elements of the Queen Anne style, and the architect is unknown. The Bystrom Residence at 104 West Cox Avenue has lost its integrity due to the amount of modifications to the building including replacement siding, windows and two large additions. While it is associated with the early development of this neighborhood, it has lost integrity and is therefore not eligible under Critierion A. No information could be found on any historically significant events or people associated with the property. Therefore the Bystrom House is not recommended eligible under Criterion B.The building was not constructed by a significant architect or builder and does not represent the work of a master. It is therefore not recommended eligible under Criterion C.The building is a common resource type and is therefore unlikely to yield important information about history, and is therefore not recommended eligible under Criterion D. Therefore, the Bystrom House at 104 West Cox Avenue is recommended not eligible for listing in the National Register of Historic Places as it fails to meet criteria A, B,C or D. Description of The Bystrom Residence at 104 West Cox Avenue was constructed in 1895,with additions and alterations Physical in 1938 in a vernacular style with some Queen Anne features. It is a two-story single family residence Appearance: building located on the southwest corner of West Cox and West avenues in Arlington,Washington. The residence has a wood frame,an irregular floor plan with a concrete foundation. The exterior is clad in vinyl and asbestos siding. The roof is hipped with overhanging eaves and clad in asphalt shingles. On the east elevation, wood steps lead to a partial-width recessed front porch.Classical columns support the porch roof. The primary entrance is located within the porch and consists of a single wood door. The windows consist of double hung metal sash windows. There are also two angled bay windows on the east and north elevations of the building.Queen Anne features of the building include the ornamental spindlework on the porch and second story, the bay windows, the cutaway bay feature on the second floor that also has a decorative finial and corbels, the vertical orientation of the windows and the porch columns.Additions include a one story modification on the west elevation that includes a covered porch, and a one-story addition on the south elevation. Modifications to the building include the replacement of windows, doors, siding, the two additions, and the non-original vinyl awnings on the south elevation. Landscape features include a grass lawn, some shrubs and trees. In addition to the house there is also a one-story garage that has been converted to a secondary residence.
