Proclamation
2012 Fire Prevention Week, October 7 – 13
WHEREAS, the City of Arlington is committed to ensuring the safety and security of all those
living in and visiting our state; and
WHEREAS, fire is a serious public safety concern both locally and nationally, and homes are the
locations where people are at greatest risk from fire; and
WHEREAS, home fires killed more than 2,600 people in the United States in 2010, according to
the latest research from the nonprofit National Fire Protection Association (NFPA), and fire departments
in the United States responded to more than 369,000 home fires; and
WHEREAS, residents who have planned and practiced a home fire escape plan are more
prepared and will therefore be more likely to survive a fire; and
WHEREAS, only one-third of Americans have both developed and practiced a home fire escape
plan, and
WHEREAS, almost three-quarters of Americans do have an escape plan; however, less than half
have actually practiced it, and
WHEREAS, one-third of Americans households who made one and estimate they thought they
would have at least 6 minutes before a fire in their home would become life threatening. The time
available is often less, and
WHEREAS, working smoke alarms cut the risk of dying in reported home fires in half; and
WHEREAS, Arlington’s first responders are dedicated to reducing the occurrence of home fires
and home fire injuries through prevention and protection education; and
WHEREAS, Arlington’s residents are responsive to public education measures and are able to
take personal steps to increase their safety from fire, especially in their homes; and
WHEREAS, the 2012 Fire Prevention Week theme, “Have Two Ways Out!” effectively serves
to remind us to develop and practice a home fire escape plans during Fire Prevention Week and year-
round.
THEREFORE, I Barbara Tolbert, Mayor of the City of Arlington do hereby proclaim October 7-
13, 2012, as
Fire Prevention Week
throughout this city, and I urge all the people of Arlington to practice their home fire escape plan during
Fire Prevention Week 2012, and to support the many public safety activities and efforts of Arlington’s
fire and emergency services.

Made by Sno-Isle Libraries
For the Past 50 years
WHEREAS, our city is a member of the Sno-Isle Regional Libraries District; and
WHEREAS, Sno-Isle Libraries provides library services to the residents of our
community through Arlington Library; and
WHEREAS, the Arlington Library is an institution which is both appreciated and
enjoyed by inhabitants of our fair city; and
WHEREAS, the Library serves and benefits our citizens in numerous ways, through
cherished and valuable library services, materials, programs, classes and events; and
WHEREAS, the Sno-Isle Libraries’ mission is to be a community doorway to reading,
resources, lifelong learning and a center for people, ideas and culture; and
WHEREAS, the Library is much more than a repository of books, but plans for,
responds to and meets the needs and interests of all citizens by ensuring equal and free access to
information, learning, economic regeneration, cultural enrichment, diversity, entertainment,
recreation and public dialogue opportunities; and
WHEREAS, Sno-Isle Libraries is celebrating 2012 as its 50th year of existence as a two-
county library district spanning 2,306 square miles, 21 community libraries, mobile and virtual
library services within Snohomish and Island County; and
WHEREAS, the Library is hosting an Arlington Library Open House and Time Capsule
event to commemorate and celebrate 50 years of Sno-Isle Libraries services;
NOW, THEREFORE, BE IT PROCLAIMED, by the Council and Mayor of
Arlington, that
We do hereby recognize and honor the contributions of the Sno-Isle Intercounty Rural Library
District and our Arlington Library through 50 years of two-county service. And we proclaim
Saturday, October 13, 2012 as the
Sno-Isle Libraries 50th Year Celebration Day
for Arlington.

Proclamation
2012 National Breast Cancer Awareness Month
WHEREAS, October 2012 is National Breast Cancer Awareness Month; and
WHEREAS, National Breast Cancer Awareness Month (NBCAM) educates women
about early breast cancer detection, diagnosis and treatment; and
WHEREAS, National Breast Cancer Awareness Month is dedicated to increasing public
knowledge about the importance of early detection of breast cancer with national public service
organizations, professional associations, and government agencies, who work together to ensure
that the NBCAM message is heard by thousands of women and their families; and
WHEREAS, October 19, 2012 is National Mammography Day and on this day or
throughout the month, women are encouraged to make a mammography appointment; and
WHEREAS, mammograms are the best method to detect breast cancer early when it is
easier to treat; and
WHEREAS, breast cancer is the most common cancer among American women, except
for skin cancers; and
WHEREAS, the chance of developing invasive breast cancer at some time in a woman’s
life is about 1 in 8; and
WHEREAS, death rates from breast cancer have been declining, and this change is
believed to be the result of earlier detection through screening, increased awareness and
improved treatment; and
WHEREAS, NBCAM recognizes that although many great strides have been made in
breast cancer awareness and treatment, there remains much to be accomplished.
NOW, THEREFORE, I Barbara Tolbert, Mayor of the City of Arlington, do hereby
proclaim the month of October 2012 as
NATIONAL BREAST CANCER AWARENESS MONTH
in the City of Arlington and ask all employees and citizens to join in this worthwhile cause, to
celebrate successes and memorialize lost battles.

APPROVAL OF THE AGENDA
Steve Baker moved to approve the Agenda. Chris Raezer seconded the motion which passed with a
unanimous vote.

CONSENT AGENDA
Steve Baker moved and Chris Raezer seconded the motion to approve the Consent Agenda which was
unanimously carried to approve the following Consent Agenda items:
1. Minutes of the September 4 and September 10, 2012 Council meetings
2. Accounts Payable
EFT Payments and Claims Checks #77580 through #77675 dated September 5, 2012 through
September 17, 2012 in the amount of $1,002,117.92
PUBLIC HEARING
60% Annexation Petition for the Graafstra Annexation
The Public Hearing was opened at 7:02PM and with the use of a power point projection Economic and
Community Development Director Paul Ellis located the property on an area map. He gave a description
of the property and the different property owners. He asked for Council questions and there were none.
Mr. Ellis answered questions from the public. Discussion included having the correct addresses, as well
as changes that would take place regarding zoning.
No action was taken. Council will address this at their October 1, 2012 meeting.
The Public Hearing was closed at 7:04PM
NEW BUSINESS
Authorization for the Mayor to Sign a Memorandum of Understanding with Washington State
Council of County and City Employees (WSCCCE) Council 2

Assistant City Administrator Kristin Banfield noted the tentative agreement that has been reached and
ratified by Council 2. She gave a brief description of the MOU and asked for Council approval. Ms.
Banfield explained Council 2 as organized public employees representing all City employees. Discussion
followed.
Steve Baker moved to authorize the Mayor to sign the Membership of Understanding with the WSCCCE
Council 2. Chris Raezer seconded the motion that passed with a majority vote, with Dick Butner casting a
vote in opposition.
Authorization for the Mayor to Sign Interlocal Agreements for Emergency Medical Services with
Fire Protection District 21 (Arlington Rural), District 24 (Darrington), and District 25 (Oso)
Fire Chief Bruce Stedman spoke to the EMS Interlocal Agreements, explaining portions of the
Agreement.
Steve Baker moved to approve and authorize the Mayor to sign the Interlocal Agreements for Emergency
Medical Services with Fire Protection Districts 21 (Arlington Rural), District 24 (Darrington), and District 25
(Oso). Chris Raezer seconded the motion that passed with a unanimous vote.
Resolution Adopting the City of Arlington Transportation Improvement Plan for 2013-2018
Public Works Director Jim Kelly addressed the reasons for this TIP and gave a background. He then
asked for Council questions, clarifying that these projects are a goal, some of which may not be reached,
must be listed on the 6-year TIP in order to receive any future grant funding. Discussion followed.
Debora Nelson moved to approve the proposed Resolution adopting the 2013-2018 Six Year
Transportation Improvement Plan. Steve Baker seconded the motion that passed with a unanimous vote.
ADMINISTRATOR & STAFF REPORTS

COUNCIL MEMBER and MAYOR REPORTS – OPTIONAL
Debora Nelson, Mayor Tolbert, Ken Klein, and Steve Baker gave brief reports, while Dick Butner, Randy
Tendering, and Chris Raezer had nothing to report at this time.
Steve Baker mention that several members of the Public had asked that recent meeting power point
presentations and information be made available on the City Website.
Attorney Steve Peiffle announced that a Council Retreat is scheduled for Saturday September 29, 2012
8:30AM or 9:00AM.
EXECUTIVE SESSION
City Attorney announced that there would be need for an Executive Session to review collective
bargaining negotiations, grievances, or discussions regarding the interpretation or application of a labor
agreement [RCW 42.30.140(4)]. The Session is scheduled to last approximately 20 minutes with no
action taken before or after the meeting.
The meeting was adjourned into Executive Session at 7:25PM.
At 7:51PM City Attorney Peiffle announced the need for 5 minutes more.
The meeting was reconvened at 7:54PM, and with no further business to come before the Council, the
meeting was immediately adjourned.

Mayor Tolbert called the meeting to order at 7:00PM.
Steve Baker moved to approve the Agenda, and Chris Raezer seconded the motion, which passed with a
unanimous vote approving the Workshop Agenda.
WORKSHOPITEMS NO FINAL ACTION WAS TAKEN
Road Closure Request for Punkin Roll
Assistant City Administrator Kristin Banfield asked for permission to close 1st Street Road so the
pumpkins can roll down the hill during the October Halloween event.
Authority to Apply for County Hotel-Motel Tax Grant
Ms. Banfield requested authorization from the Council to apply for the County Hotel-Motel Grant. She
then answered Council questions.
Presentation on Pavement Preservation Program
Prior to his presentation Mr. Kelly made two announcements: The Community Economic
Development Grant Phase 1 has been passed and the City has now been invited to apply for Phase 2 of
the grant. The Bystrom House deal has now closed.
With the use of a power point presentation Public Works Director Jim Kelly gave information on
Arlington’s street system and a maintenance program. He discussed pavement preservation and
management, including the six processes necessary for preservation management. Throughout and at
the end of the presentation Mr. Kelly answered Council questions.
August Financial Report
With the use of a power point presentation Finance Director Jim Chase gave information on the General
Fund – Inter-Fund Support, including inter-fund support, accounting and administrative services, airport
support of police and fire (and EMS), engineering services, street fund, and other general fund transfers.
Throughout and at the end of the presentation Mr. Chase answered Council questions.
2013 Legislative Agenda
Kristin Banfield gave a history of the Unified Agenda, who the group includes, and issues that are
developed as a united front for presentation to local legislators to provide greater assurance of success
for their support. All issues discussed at this time included:
a. Snohomish County Unified Agenda & Transportation Projects
b. Sex Offender Housing
c. Industrial Property Tax Abatement

The City of Arlington will be hosting a Cities and Towns Dinner at the Medallion Hotel on Thursday,
October 11. Council members were encouraged to attend.
The Council Retreat is scheduled for this Saturday, at 8:30AM on September 29, in the Council room at
Angel by the Winds Casino. The meeting should be concluded by 4:30PM or 5:00PM.

City is requesting approval to apply for funding from Snohomish County for the
following projects:
• 2 gateway signs ($17,000) for SR530 at Twin Rivers Park and SR9 near
Stillaguamish River
• Wayfinding signs at major intersections (5 signs, $7,000)
• Improvements to Haller Park / Centennial Trail (install a switchback trail to
connect Haller Park and the Centennial Trail. - $15,000)
HISTORY:
Snohomish County is accepting applications from public and non-profit agencies for
projects that assist tourism development and promotion in the County. Grants are due
Oct 8.
The city has also applied for funding for these projects through the City’s tourism
grant. However, the applications have not been reviewed at this time.
ALTERNATIVES
Do not authorize to apply for grant, or authorize certain projects.
RECOMMENDED MOTION:
I move to authorize city staff to apply for County Tourism Promotion Grant funding for
2 Gateway signs, 5 Wayfinding signs, and a switchback trail to connect Haller Park and
the Centennial Trail.

DESCRIPTION:
A 60% Petition for Annexation form has been submitted for approximately 201 acres located in
the northeast corner of the City, of which approximately 150 acres are owned by the City, 16
acres are owned by Henry and Betty Graafstra and the remaining 35 acres of land to fill the gap
between current City boundary and the City’s Urban Growth Area. The properties are within
the City Urban Growth Area (UGA), and the current City limits abut the proposed annexation
area to the west and south. The City’s Comprehensive Plan designates the area as Public /
Semi-public (PSP), High Density Residential (RHD) and Old Town Business District 3 (OTBD-
3), and the zoning map pre-zones this area with the same designations.
HISTORY:
The City purchased the lowland property in March of 2010 from Hank and Betty Graafstra to
develop a park. At that time Mr. Graafstra was working through property tax considerations
on the upland property. Once the tax issues were determined, the Graafstra’s elected to pursue
annexation of the upland property. The city has completed a Development Agreement with the
Graafstras which outlines the timing of annexation along with reclassifying and rezoning the
upland property in the Comprehensive Plan and the Land Use Code to Urban Horticulture.
This process will be done separately from the annexation.

appropriate.
RECOMMENDED MOTION:
I move to accept the 60% Petition to Annex for Country Charm Annexation and approve the
resolution directing staff to prepare and forward the 60% Petition and related materials to the
Snohomish County Boundary Review Board for review.

RESOLUTION NO. 2012-XXX
A RESOLUTION REGARDING THE ANNEXATION OF PROPERTY
KNOWN AS THE COUNTRY CHARM ANNEXATION
WHEREAS, the City Council of the City of Arlington has reviewed the
proposed annexation of property known as the Country Charm Annexation; and
WHEREAS, on August 20, 2012, the City Council held a meeting to schedule a
future meeting to consider the 10% Petition for Annexation on the Star Annexation; and
WHEREAS, the City Council held a public meeting on September 4, 2012,
and accepted the 10% Petition for Annexation and allowed the proponent to circulate the 60%
Petition for Annexation; and
WHEREAS, the City Council held a public hearing on September 17, 2012, to
hear testimony concerning the annexation of the properties within the proposed annexation area;
and
WHEREAS, the City Council reviewed the staff report concerning the
annexation; and
WHEREAS, the City Council believes annexation of the property with adoption
of the city’s Land Use Designation of Public / Semi-public (PSP), High Density Residential
(RHD) and Old Town Business District 3 (OTBD-3), pursuant to the Comprehensive Plan and a
Zoning Designation of Public / Semi-public (PSP), High Density Residential (RHD) and Old
Town Business District 3 (OTBD-3) is appropriate and achieves the goals of the GMA; and
WHEREAS, the City Council believes that the annexation of the property is
financially feasible, is appropriate under the Growth Management Act (GMA), and is in the best
interests of the City; and
WHEREAS, the City Council desires to have the issue of the proposed annexation
considered by the Snohomish County Boundary Review Board as expeditiously as possible, in
the interests of the citizens of the City of Arlington and the residents and business owners of the
annexation area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ARLINGTON, WASHINGTON, AS FOLLOWS:
1. City staff is hereby directed to prepare and submit a Notice of Intention to Annex the
property described in the Country Charm Annexation petition, together with the
supporting materials and information required by law, to the Snohomish County
Boundary Review Board forthwith.

2. The properties included in the annexation are described in the legal description (Exhibit
A) and as shown on the vicinity map (Exhibit B).
3. The properties shall have the land use designations and zoning designations as shown on
Exhibits C & D, respectively.
4. The properties included in the annexation shall assume their proportionate share of the
City’s indebtedness.
