Council Members Absent: Yvonne Gallardo-Van Ornam - Excused Staff Present: Mayor Don Vanney, Paul Ellis, Raelynn Jones, Shelby Burke, Amy Rusko, Jim Kelly, Kris Wallace, Thad Newport, Shawn Friang, and Chelsea Brewer. Also Known to be Present: Kathy Vanney, Randy Nobach, Steven Maisch, and others. Mayor Don Vanney called the meeting to order at 6:00 pm, and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tern Michele Blythe moved to approve the agenda as presented. Councilmember Rob Toyer seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS None. WORKSHOP ITEMS - NO ACTION WAS TAKEN 2026 City of Arlington Comprehensive Emergency Management Plan (CEMP) The Comprehensive Emergency Management Plan describes how the City of Arlington's preparedness, response and recovery activities are coordinated, explains Human Resources Director Shawn Friang. It provides a summary of hazards and risks to the City and describes the coordination of City, County and private partnerships. The purpose of this plan is to provide a basis for development and implementation of other plans, policies, procedures and guides to direct response and recovery in the event of a disaster or emergency in the City of Arlington. The City of Arlington has an interlocal agreement with Snohomish County Department of Emergency Management for emergency services and support. As a part of this agreement the City is required to provide their own Comprehensive Emergency Management Plan (CEMP) that describes the unique response and recovery efforts of the City, but coordinates with Snohomish County CEMP for shared response and support. The last version of the Arlington CEMP was approved in 2011. Discussion followed with Ms. Friang answering Council questions. Pagel of 3 Minutes of the City of Arlin tog n City Council Workshop July 27 2026 Ordinance Approving New Arlington Municipal Code Chapter 6.12 Mobile Food Units Community and Economic Development Director Amy Rusko presented the ordinance approving new Arlington Municipal Code Chapter 6.12 Mobile Food Units. Unpermitted food vendors are operating without the required permits or inspections and therefore without verification that they possess the necessary power, potable water, sanitation, cleaning facilities, and temperature -control capabilities required to safely store, prepare, and handle food for sale to the public. Existing enforcement tools available to the Snohomish County Health Department and the City of Arlington are insufficient, standing alone, to deter or promptly address the continued operation of unpermitted food vendors within the city, necessitating additional local regulatory measures to ensure compliance with food -safety requirements and prevent the spread of foodborne illnesses. Discussion followed with Ms. Rusko answering Council questions. Community and Economic Development Department Quarterly Report Community and Economic Development Director Amy Rusko presented the report for the second quarter of 2026 for the Community and Economic Development Department. Discussion followed with Ms. Rusko answering Council questions. Utilities and Transportation Quarterly Report Public Works Director Jim Kelly presented the Quarterly Report for Utilities and Transportation. Discussion followed with Mr. Kelly answering Council questions. Finance Department Quarterly Report Finance Director Shelby Burke presented the Quarterly Report for the Finance Department. ADMINISTRATOR AND STAFF REPORTS None. MAYOR'S REPORT Mayor Vanney thanked the Maintenance and Operations Department for setting up the misting tent at City Hall during the hot weather. COMMENTS FROM COUNCILMEMBERS/COUNCILMEMBER REPORTS Councilmember Tim Abrahamson discussed an email he received from County Councilmember Nate Nehring regarding the proposal of the Public Safety Enhancement Sales Tax and will share the information he received with Council. Councilmember Nathan Senff acknowledged multiple events that occurred over the past weekend including the Pop -Up Shop, and the presentation created by A Huge Production showcasing Arlington's history and celebrating America 250. REVIEW OF CONSENT AGENDA ITEMS FOR NEXT MEETING Councilmembers discussed and agreed to put the following items on the Consent Agenda for the August 3, 2026 Council meeting: 1. 2026 City of Arlington Comprehensive Emergency Management Plan (CEMP) 2. Ordinance Approving New Arlington Municipal Code Chapter 6.12 Mobile Food Units EXECUTIVE SESSION None.
