Councilmembers Present: Heather Watland, Rob Toyer, Yvonne Gallardo-Van Ornam
Michele Blythe, Nathan Senff, Tim Abrahamson, and Leisha Nobach.
Council Members Absent:
Staff Present: Mayor Don Vanney, Paul Ellis, Raelynn Jones, City Attorney Oskar Rey, Chelsea
Brewer, Jonathan Ventura, Mandy Kruger, Rory Bolter, and Police Department Staff.
Also Known to be Present: Kathy Vanney, Randy Nobach, Steve Maisch, Holly Sloan -
Buchanan, family members of the Police Officers receiving the Oath of Office, and others.
Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and
roll call followed.
APPROVAL OF THE AGENDA
Mayor Pro Tem Michele Blythe moved to approve the revised agenda as presented.
Councilmember Rob Toyer seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS .AND PRESENTATIONS
Police Chief Jonathan Ventura acknowledged Antonio Tatro, Bailee Holland, and Michael Rizk
as new Police employees and they each were presented with the pinning of their badge. The
Honorable Judge Jennifer Rancourt administered the Oath of Office ceremony.
PUBLIC COMMENT
Mary O'Farrell, Stanwood, provided comments.
CONSENT AGENDA
Mayor Pro Tern Michele Blythe moved, and Councilmember Nathan Senff seconded the
motion to approve the Consent Agenda that was unanimously carried:
1. Minutes of the July 6 and July 13, 2026 Council meetings.
2. Accounts Payable: Approval of EFT/ACH Payments and Claims Checks #116279
through #116383, dated June 16th, 2026, through July 6th, 2026, in the amount of
$2,458,656.30. Approval of Payroll EFT Payments and Check #30508 through
#30520, dated June 1st, 2026 through June 30th, 2026, in the amount of
$1,676,380.50
3. Ordinance Approving Amendment to AMC Chapter 20.44 Supplemental Use
Regulations

4. Ordinance Approving Amendment to AMC Chapter 20.48 Density and Dimensional
Regulations

PUBLIC HEARING
None.
NEW BUSINESS
First Amendment to Agreement for Indigent Defense Conflict Counsel Services with
Snohomish County Public Defenders Association (SCPDA)
The First Amendment to Agreement for Indigent Defense Conflict Counsel Services extends
the agreement from June of 2026 to June of 2027, explained City Administrator Paul Ellis.
Additional costs to the agreement reflect both additional services and the cost increase to
provide services and extends the agreement an additional year. This requires a budget
amendment of $5700.00 for 2026. Discussion followed with Mr. Ellis answering Council
questions.
Councilmember Tim Abrahamson moved, and Councilmember Michele Blythe seconded the
motion to approve the first amendment to the agreement for Indigent Defense Conflict
Counsel Services with Snohomish County Public Defenders Association and authorized the
Mayor to sign it. The motion passed unanimously.
COMMENTS FROM COUNCILMEMBERS
Councilmember Nathan Senff acknowledged the completion of the 211th mural and thanked
the artists involved with creating the mural.
Councilmember Michele Blythe indicated that she attended the 211th mural dedication
ceremony along with Councilmember Heather Watland and Park Commissioner.
ADMINISTRATOR & STAFF REPORTS
City Administrator Paul Ellis reminds Council that there is one more cycle of meetings before
the summer break.
MAYOR'S REPORT
Mayor Vanney provided an update from the Snohomish County Health Department
regarding opioid deaths and e-bike accidents. He also acknowledged Community
Engagement Director, Sarah Lopez for her role in the 211th mural development and
dedication.
