Dear Ms.Lawlis:
This letter is in response to the Review Comment Form,dated 11-14-2025.You will find our responses to the
comments on the form and in italics below.
1 Preliminary Short Plat Site Plan
The following items were not addressed from the previous comments:
• Legal Description of New Tract 999,Lot 1 and Lot 2
Show septic tank location on site plan
Septic design locations are shown on subdivision map.
The way that the city requires legal descriptions meets and bound description on short plat is a little
antiquated.As these short plats are required to be in a survey format to be recorded with the county auditor.
The new legal should read as
Lot 1
Lot 1,City of Arlington Short Subdivision Project File Number as recorded under Auditor's
file number records of Snohomish County,Washington.
Lot 2
Lot 2,City of Arlington Short Subdivision Project File Number as recorded under Auditor's
file number records of Snohomish County,Washington.
Tract 999
Tract 999,City of Arlington Short Subdivision Project File Number ,as recorded under
Auditor's file number ,records of Snohomish County,Washington.
Having to write a meets and bound description per your code on this project took 3.5 hours of wasted time
on a simple portion of the project.Any surveyor in the future is going to resurvey from the map first but
now they will be required to follow the map and follow the legal description on the map.
Per your code we wrote legal descriptions(Meets and Bounds)and placed them on the face of the map. Our
industry is being asked to help provide affordable housing.Due to city regulations similar to this one,it just
adds costs to the future home buyer.
The descriptions above,associated with a recorded map describe the lots.Please consider this format in the
future.Meets and bounds descriptions on short plats should not be a requirement form the city.
2 Water Sewer Availability
An updated Water Sewer Availability was not provided.
Water Sewer letter for three lots is attached with the file.With this application we have requested a water
sewer letter for the two revised lot proposals.
3 Unanticipated Discovery Plan
An updated Unanticipated Discovery Plan was not provided.
This has been updated and is included.
4 Complete Streets Checklist
An updated Complete Streets Checklist was not provided.

6 Health District
A new Health District application was received,however it has not been approved.Please provide the
appropriate documentation once approved by Snohomish County Health District.
Septic designs have been submitted to Snohomish County Health for review and approval. The proposed
locations for the drainfields are shown on the preliminary plat map,together with the septic holes for each
system.
As we are working concurrently with the health department for septic approval,at this time we are
requesting that the City of Arlington approves the preliminary short subdivision with the condition that the
newly created lots shall have approved septic designs prior to the construction of the new homes on the
proposed lots.
7 Septic Information
This comment was not addressed in the resubmittal.Please provide.
The septic hole locations as shown on the attached designs that were dug in those areas have the soil types
attached and are being reviewed by the Health District.
8 Wetland Report
The report provided by Wetland Resources gives a restoration plan,however,plans and details showing
where you will be trenching and how have not been provided.Please provide this along with a memo or
updated report from Wetland Resources stating what impacts will be made,even if temporary.
Currently no additional wetland report is being provided. The applicant has chosen to bore under the
critical area for the septic affluence lines so no disturbance to the critical areas shall occur.
9 Notice of Application
During the Notice of Application comment period,additional comments were made regarding an
Archaeological Survey for the site by the Stillaguamish Tribe.
To answer the question received during resubmittal: The city takes the recommendation of the
Stillaguamish Tribe for archaeological survey on properties.This is part of the city/tribe relationship on
projects that we honor when they request these reports.We would need an email or letter from the Tribe
withdrawing their request for the archaeological survey for the project.
This is a redevelopment of an existing subdivision. The lots have been previously cleared and graded. We
understand that the City of Arlington has a good working relationship with the local tribes and their
requests,however an Archaeological survey is not a code requirement. There are other measures
implemented to protect any artifacts that may be discovered such as the Unanticipated Discovery Plan
together with the Archaeological Note below shown on the plans being volunteered by the applicant.
"ARCHEOLOGICAL NOTE:
IF AT ANY TIME DURING CONSTRUCTION ARCHEOLOGICAL RESOURCES ARE OBSERVED
ON THE PROJECT SITE,WORK SHALL BE TEMPORARILY SUSPENDED AT THE LOCATION OF
DISCOVERY AND A PROFESSIONAL ARCHAEOLOGIST SHOULD DOCUMENT AND ASSESS
THE DISCOVERY.THE DEPARTMENT OF ARCHEOLOGY AND HISTORIC PRESERVATION
(DAHP)AND ALL CONCERNED TRIBES MUST BE CONTACTED FOR ANY ISSUES INVOLVING
NATIVE AMERICAN SITES.IF PROJECT ACTIVITIES EXPOSE HUMAN REMAINS,EITHER IN
THE FORM OF BURIALS OR ISOLATED BONES OR TEETH,OR OTHER MORTUARY ITEMS,
WORK IN THAT AREA MUST BE STOPPED IMMEDIATELY.LOCAL LAW ENFORCEMENT,
DAHP,AND AFFECTED TRIBES MUST BE IMMEDIATELY CONTACTED.NO ADDITIONAL
EXCAVATION MAY BE UNDERTAKEN UNTIL A PROCESS HAS BEEN AGREED UPON BY
THESE PARTIES,AND NO EXPOSED HUMAN REMAINS MAY BE LEFT UNATTENDED."
We respectfully request preliminary approval for this project.
