Disclaimer-This is a General Information Meeting only,not a Pre-Application meeting.The purpose of this meeting is to
discuss the developer's"conceptual"project.The City of Arlington will provide general information related to the processes,
timelines and preliminary fees associated with the land use, engineering, building and utility elements of the proposal,
premised upon the information that has been provided to the City for this meeting.The City cannot provide detailed comments
until after a complete application has been submitted by the applicant and the review process is being performed for each
element of the project.
It is advised that the applicant maintain an ongoing dialogue with the Community and Economic Development Department
throughout the entire development process. This ensures that both the applicant and the City of Arlington are in full
understanding of each other's concerns and requirements,from application submittal to final approval of the project.

Arlington Municipal Code Title 20: Zoning
Below is a preliminary list of the required land use code sections that are applicable for this permit
type and submittal. Please note this is not an inclusive list and other sections may apply.
Chapter 20.08 -Basic Definitions and Interpretations
• Health Care Facility

o An institution providing health care services. This can include hospital or other licensed
inpatient center; an ambulatory surgical or treatment center; a skilled nursing center; a
diagnostic, laboratory, or imaging center; and a rehabilitation or other therapeutic health
setting.
Chapter 20.16 -Permits and Land Division Approval

Chapter 20.38 -Airport Protection District
• The area proposed for development is owned by the Arlington Municipal Airport and will be a
lease area to the applicant/tenant.

Chapter 20.40 -Permissible Uses
• Health Care Facilities - Not currently an allowed use within the Business Park zone but is
expected to be added to the permissible uses in August.
Chapter 20.44- Supplemental Use Regulations
• Electrical Vehicle Charging Station Spaces:
o A minimum of 10%of the parking spaces provided are required to be for electric vehicle
charging infrastructure per WAC 51-50-0429. ADA EV spaces are required at a ratio
pending the total amount required to be constructed. All other Electric Vehicle
Infrastructure requirements shall be met pursuant to 20.44.098.
Chapter 20.46 -Design
• Fencing shall be architecturally treated,chain link fencing is not allowed.
• The proposal shall meet the Development Design Standards.
• Building along Airport Blvd and 43rd Ave NE shall face the road and provide entrances from the
sidewalk.
Chapter 20.56- Streets and Sidewalks
• Submittal of a Complete Streets Checklist is required for all developments.
• Please reference the Complete Streets Policy documents located on the City's website, these
include a Bike Plan, Pedestrian Plan,and Transit Improvement Plan.
• Full frontage and street right-of-way improvements along 43rd Ave NE will be required for this
development if developed prior to roadway.
Chapter 20.60- Utilities
• All new lighting shall be LED or similar lamp type and be down shielded to prevent light
pollution.

• All electrical power lines, telephone, gas distribution, cable television, and other
communication and utility lines in or adjacent to the subdivision shall be located underground.
• Connection to water and sewer is required.
• Stormwater on the site needs to meet the 2019 Department of Ecology Stormwater Manual for
Western Washington.
Chapter 20.72 -Parking
• Healthcare Facility- 1 space per 400 square feet of gross floor area.
• The number of handicapped parking spaces to be provided in any lot or facility shall be
according to the current state standard and the International Building Code (Table 20.72-3).
• All parking areas shall be graded and surfaces with asphalt, concrete or other material that
will provide equivalent.
• Parking spaces are required to be marked with painted lines and markings.
Chapter 20.76 Screening and Trees
• Type C Screening is required along frontage roads
• Type C Screening on all other sides of the property.
Chapter 20.90 - Concurrency and Impact Fees
• Traffic Impact Analysis is required.
• City of Arlington Traffic Impact Fees = $3,355.00 per PM Peak Hour Trip
• Cascade Industrial Center Impact Fees - $5,841.39 per PM Peak Hour Trip
• Snohomish County or Washington State Traffic Impact Fees may be required depending on
the number of trips that are calculated for this use.This will be determined by the Traffic
Impact Analysis.
• WSDOT Traffic Impact Fees may be required depending on the number of trips that are
calculated for this use.This will be determined by the Traffic Impact Analysis.
• Please note that impact fees do not vest with the project and are the fees in place at the time
of building permit submittal.
Chapter 20.98 -State Environmental Policy Act(SEPAI
• A CIC SEPA Checklist is required for to be submitted with the conditional use permit
application.
Complete Streets PolicX
• Submittal of a Complete Streets Checklist is required for all developments.
• Bicycle parking for employees or customers will need to be provided with the new building.
Civil
• Construction Permit Application submittal required
• Civil Fees are 6% of the Engineers Estimated Cost of Construction (for civil portion of
the work)
• The first review is approximately four (4) to six (6) weeks. The resubmittal timeline
depends on the quality of the resubmittal. Civil plans shall be prepared and stamped
by a Civil Engineer as required per COA Design Guidelines
• Drainage shall adhere to the 2012 Department of Ecology Stormwater Management
Manual for Western Washington with the 2014 Amendments - See Drainage Report
Guidelines
• All stormwater drainage shall stay onsite, infiltration is preferred and can be placed

under paved areas if feasible. Open water ditches and ponds are not permitted.
• Department of Ecology Stormwater Construction General Permit shall be required
for all sites that disturbed 1 acre or more, even if the site has full infiltration (this can
have a long lead time, so apply early).
• Geotechnical report shall be required to provide infiltration rates, CEC rating for soils
and depth to ground water
• Complete Street Checklist submittal required at time of the land use submittal
Complete Street Information and Requirements
• Frontage improvements required;
0 180th and Airport Blvd
o Driveway cuts from the old location of 43rd on Airport Blvd shall be removed
o Temporary access road shall be established off of Airport Blvd if construction
occurs before the 180th Expansion Project.
■ Full frontage improvements are not required for the temporary access
road.
■ Elective option to potentially build out access portion of 1801h project
in lieu of some traffic mitigation fees pending approval with COA Staff.
• A Right-of-Way permit with traffic control plan may be required for utility
construction and roadway improvements,this requires traffic control plans for
roadways and sidewalks as necessary
• Civil plans, prepared and stamped by a Civil Engineer will be required per our design
guidelines
• A current survey by a licensed surveyor is required - Onsite and any offsite areas
where utility extensions are required.
• Legal description and survey exhibit needed for all easements and right of way
dedication
• Traffic Study will be required; traffic mitigation fees are $3355 per PM peak hour trip
from 4-6 pm, Monday- Friday (See guidance on website)
o Projects generating fewer than ten (10) P.M. peak hour trips are required to
complete o Section I (Project Description); o Section II (Trip Generation); o
Include projects that can demonstrate a net reduction in traffic generated
within the City of Arlington.
o Projects generating at least ten (10) P.M. peak hour trips, but fewer than
seventy-five (75) P.M. peak hour trips are required to complete o Section I
(Project Description); o Section II (Trip Generation); o Section III (Trip
Distribution); o Section IV (Traffic Volumes); o Section V (Level of Service); o
Section VI (Mitigation Requirements).
o Projects generating seventy-five (75) or more P.M. peak hour trips are
required to complete all sections.
• Provide Traffic Plan including:
o Safe access to property
o Turning radius
o Vehicle traffic flow for fire access
• Fire hydrants shall be required
• Fire trucks shall be able to get within 150 feet of all exterior portions of the building
as required in the International Fire Code (IFC)
• Fire department prefers the Fire Department Connection (FDC) (if required) and a
hydrant in same island

• Performance Bond required at 150% of Construction costs
• Maintenance Bond required 20% for 2 years after final
Sewer
• Sewer is available for connection at the following locations:
o Airport Blvd, Manhole 568
o Depth is 14.06ft
• Monitoring manhole shall be required
• Side sewers shall be 6" minimum
• Existing septic systems shall be decommissioned, removed and a report provided to
the City of Arlington;

Water
• Water/Sewer Availability and Utility Service Hookup application submittal required
• Water/Sewer connection fees to be determined by actual submittal
• Per COA Std. 4-08 a 12" main shall be looped through the system to each connection
point, of which shall be approved by COA Utilities Staff
• Connection is available on Airport Blvd
• Each building shall have a separate meter.
• W50 Commercial meters shall be required.
• Reduced Pressure Backflow Assemblies (RPBA) shall be required for each building
• Reserve the right to comment upon Full Site Civil submittal review.

Building
• The City of Arlington has adopted the following Code groups;

o And their adopted referenced documents i.e., 2017 - ICC A117-1, 2021 WSEC,
etc.
• Building permit fees are based upon the valuation determined by the ICC Building
Valuation Data Table and then applied to the current fee schedule adopted by City
Council.
• Please allow a minimum of 6 weeks for review for building permit submittals
• A licensed design professional will be required for the construction documents

prepared for this proposal;
• Auto close doors may be required in the corridors pending exit flow determination.
• Covered walkway between building may require fire suppression system pending
COA Staff review.
• Fire sprinklers and fire alarm system shall be required
• Site accommodations for EV Charging stations shall be required as per RCW
19.27.540
• Buildings shall be constructed as "Solar Ready" per the Energy Code
• Fire hydrants shall be required at least 50ft from FDC and have a max separation of
300ft from another hydrant.
Airport
• This proposal in located in Sub-district B of the Arlington Airport; an Avigation
Easement with legal description and vicinity map is required
• FAA Form 7460-01 Determination shall be required.
• Production of smoke is not allowed.
• All lighting shall be shielded down.
