RE: Holman Recovery Center 2
Dear Ms. Lawlis,
The applicant would like to request flexibility per 20.72.020 in the design of the Holman
Recovery Center 2 project by allowing the ADA parking stalls to be counted in the
calculation of required stalls.This request is based on the fact that Health Care Centers
have a much greater need for ADA parking stalls than other uses, such as residential
projects.
DSHS facilities that I have designed for the State of Washington frequently require
double the number of ADA parking stalls required by Table 1106.2 of the 2021 IBC,
because they have a greater number of clients and employees that need ADA parking
facilities.
The Holman Recovery Center 1 consistently uses their ADA parking facilities daily, and we
anticipate that Holman 2 will be the same. 20.72.020 allows the permit-issuing authority
to permit deviations from the presumptive requirements of the municipal code.
If this deviation is allowed, the project would have 69 parking stalls (55 standard and 14
compact stalls) with 2 bonus compact stalls.Technically, the city could require the two
extra compact stalls to be eliminated,.but we'd prefer to keep them. See enclosed letter
from Edmund Smith, Executive Director of the facility.
