PRELIMINARY DRAINAGE REPORT FOR GRANDVIEW HOMES HOLMAN RECOVERY CENTER 2 ARLINGTON, WASHINGTON JULY 9, 2025 ��WAS" � !`S, �j�AL / *HARMSEN SNOHOMISH COUNTY SKAGIT COUNTY 2822 Colby Ave,Suite 300 www.Harmsenllc.com 603 South First Street Everett,Washington 98272 Mount Vernon,Washington 98273 tel:360.794.7811 1 fax:360.805.9732 tel:360.336.9199 1 fax:360.982.2637 PRELIMINARY DRAINAGE REPORT JULY 9, 2025 HOLMAN RECOVERY CENTER 2 PAGE 1 MR 1: FULL STORMWATER SITE PLAN REPORT PROJECT OVERVIEW & EXECUTIVE SUMMARY DRAINAGE PLAN DESCRIPTION This Preliminary Stormwater Site Plan has been prepared for the proposed Grandview Homes Holman Recovery Center 2 project in Arlington, WA. The 3.71-acre site is a portion of the Arlington Airport property, with tax parcel 31052100202000 being the prime parcel. The future development tract is located south of Airport Blvd, immediately east of Fire Station 48 and at the intersection of Airport Blvd and 43rd Ave NE which will be realigned by the proposal. See Figure 1: Vicinity Map for location. The proposal is to construct the 28,840 sf recovery center with associated access and parking. As part of the project, 43rd Ave NE will be realigned to the southeast boundary to intersect Airport Blvd. The existing site is currently undeveloped. On-site vegetation generally consists of maintained grass to the east with forest to the west. A topographic map of the site obtained through survey shows that the ground is flat with elevations around 130 NAVD 88. The site is bounded Airport Blvd to the north and east, a fire station to the north, 43rd Ave NE to the south and east, residential properties to the south and vacant land to the west. See Figure 2: Existing Conditions for a visual depiction of the current site conditions. The proposed drainage system will be a series of bioretention cells, catch basins and storm lines in the parking lots that discharge to underground infiltration systems. The proposed buildings will have roof downspout infiltration. See Figure 3: Developed Conditions for a visual depiction of the proposed stormwater system. METHODOLOGY Based on the proposed new plus replaced impervious surface area of 71,540-sf, the site is required to comply with Minimum Requirements 1-9 of the 2019 Department of Ecology Stormwater Manual as adopted by Skagit County.The site has the following characteristics: • The Site has less than 35% existing impervious • The project results in more than 5,000 sf of new impervious. SOILS DESCRIPTION A geotechnical engineering report was provided for this project by Certerra Geotest, dated June 20, 2025. On May 28, 2025, six test pits were excavated on site to a maximum depth of approximately 9 feet to assess the subsurface conditions. Native topsoil was present in all test pits of 0.5 ft. Two test pits encountered fill below the topsoil. In all test pits below the topsoil and fill, weathered Marysville sands changing to unweather Marysville sands were encountered. Groundwater was not encountered. A review of local well logs places the groundwater approximately 27 feet below the surface. Please see the separately submitted Geotech Report for additional details and map of test pits. CRITICAL AREAS There are no critical areas on-site. DOWNSTREAM ANALYSIS Runoff does not leave the site and in the proposed condition, runoff will be infiltrated with no off-site discharge. UPSTREAM ANALYSIS There is no upstream basin nor any expected impacts from off-site waters. MR 2: SWPPP NARRATIVE The site disturbed greater than 1-ac of area and requires a Department of Ecology Construction Stormwater Permit. A full SWPPP narrative using the DOE Template will be provided with the construction documents. Given the nature of the on-site soils, no discharge of construction stormwater is anticipated. Erosion controls will consist of setting clearing limits, providing perimeter silt fencing, installing a construction entrance, providing for mitigation of on-site pollutants, detailing cover measures, and infiltrating storm runoff in temporary infiltration ponds. MR 3: WATER POLLUTION SOURCE CONTROL PERMANENT WATER POLLUTION SOURCE CONTROLS The following source controls apply: • BMP S454 Preventative Maintenance/Good Housekeeping • BMP S457 Inspections • BMP S417 Maintenance of Stormwater Drainage and Treatment Systems • BMP S411 Landscaping and Lawn/Vegetation Management • BMP S435 Pesticides and an Integrated Pest Management Program • BMP S450 Irrigation MR 4: PRESERVATION OF NATURAL DRAINAGE The natural drainage system is infiltration. Given a wooded original condition, little if any surface water would have left the area.The proposal is to infiltration stormwater based on WWHM2012 calculations. MR 5: ON-SITE STORMWATER MANAGEMENT PAWork\Projects\2025\25HRM0132 Grandview-Holman\CE\DOGS\Holman Prelim Drainage Report.docx CPM/dwh PRELIMINARY DRAINAGE REPORT JULY 9, 2025 HOLMAN RECOVERY CENTER 2 PAGE 3 The project can meet the MR 5 requirement either through the use of List #2 or by meeting the Low Impact Development Performance Standard. List#2 is the proposed method of meeting MR 5. Given that the site soils are conducive to infiltration, the LIDPS is proposed to be met through a combination of bioretention cells and underground infiltration systems. As part of the LIDPS, BMP T5.13 must be implemented. LAWN AND LANDSCAPED AREAS: BMP T5.13 POST-CONSTRUCTION SOIL QUALITY AND DEPTH Post-Construction Soil Quality and Depth to be used on the site to recondition those areas that have been compacted by construction traffic. The site topsoil is stockpiled for use around the structures upon completion. If sufficient topsoil is not available or is poor quality,these areas can be tilled, and compost added to the soil prior to final seeding. The intent of this BMP is to re- establish the natural ability of the soil to infiltrate runoff as in the uncompacted predeveloped condition. BMP T5.13 Post Construction Soil Quality and Depth to be implemented on disturbed and landscaped areas. It is expected that most disturbed soil will be covered with new impervious. Select site topsoil shall be used for those small areas where pervious surfaces need restoration. MR 6: RUNOFF TREATMENT With more than 5,000 sf of pollution generating impervious surface the site requires runoff treatment. Per Figure 3-1.1 — Treatment Facility Selection Flow Chart, the site requires the following measures: Oil Control: Proposed use of site does not meet the "high use" site criteria. It is not expected to have 100 vehicles a day per 1,000 sf. Infiltration for Treatment: The site is not conducive to infiltration based on the geotechnical report. Phosphorous Control: We have reviewed the 303d listing and there is no concern for Total Phosphorous. Enhanced Treatment: Enhanced treatment is required when a commercial site discharges directly to fresh waters or conveyance systems tributary to fresh waters designated for aquatic life use or that have an existing aquatic life use. It is also required when infiltration is used for flow control within % mile of a fresh water designated for aquatic life use. The site will use infiltration and there are no local streams. So Enhanced Treatment is not required. Basic Treatment is required on this site. For bioretention sizing, the 4.5 in/hr has been used for the subgrade infiltration rate. Main Parking:This area is the main parking lot and access between the building and Airport Blvd. The proposal is to sheetflow the runoff into two central planters containing bioretenction cells. These cells provide for treatment of 98%of tributary flows, exceeding the treatment requirement of 91%. These will overflow to a central infiltration trench. Building:This is the roof of the proposed building along with lawn and landscaped areas collected by yard drains. There is no treatment requirement for clean runoff from the roofing as long as appropriate roofing material is selected. Delivery and Parking: This is the area behind the building taking access from 43rd Ave NE. Runoff treatment will be provided through the use of bioretention cells in lawn areas.Those immediately by the pavement will receive flow through curb openings, while those behind sidewalks will receive flow from shallow catchbasins in the curb line. The calculations at this preliminary stage have been performed for the full area and require 800 sf of cell bottom area. This has been divided into 4 separate cells. The proposal is to infiltrate all of the runoff without overflow. 43rd Ave NE:This is the west half of the new roadway.The roadway is drained to a single location where a catchbasin will provde drainage and conveyance to a Biopod treatment facility with subsequent discharge to an infiltration system under the sidewalk. The water quality flow rate for off-line (allowed by the internal bypass) is 0.0329 cfs. This flow rate can be treated by a 4 ft by 6 ft Biopod system. Underground treatment was selected as the City improvement section for 43rd provides a 5 foot planter an that width is difficult to provide bioretention without lining the sides with retaining wall curbing and sidewalk. That remains an alternate if desired by the City who will be the maintenance authority for storm in the right of way. Another alternate would be to substitute the Biopod, which provides Enhanced Treatment, for a Basic Treatment measure such as a Cartridge Filter. Again, this would be at the City's discretion. MR 7: FLOW CONTROL With greater than 10,000 sf of new impervious surface; Flow Control is required for the site. The geotechnical engineer has determined that infiltration is viable and has given rates at depth of 9 in/hr. The proposal is that any underground infiltration systems will reach this higher rate. Main Parking:This area is the main parking lot and access between the building and Airport Blvd. The proposal is to sheetflow the runoff into two central planters containing bioretenction cells. These will overflow to a central infiltration trench. The system provides for 100% infiltration of tributary runoff. Building:This is the roof of the proposed building along with lawn and landscaped areas collected by yard drains. For the preliminary report,this has been sized in-mass and subsequesntly divided into three individual trenches. The full trench requires a 15 foot wide by 100 foot long by 3 foot deep, drain rock filled infiltration trench. This system provides for 100% infiltration of tributary runoff. For final design, once downspout locations are know, each trench will be independently sized. Delivery and Parking: This is the area behind the building taking access from 43rd Ave NE. It is proposed that the bioretention cells alone provide for full infiltration. At present, the 800 sf bottom areas cells provide for 99.6% infiltration of tributary areas. The final design will have individual basins per cell and achieve the full 100%. 43rd Ave NE: This is the west half of the new roadway. The roadway is drained to a single location where a catchbasin will provide drainage and conveyance to a Biopod treatment facility with subsequent discharge to an infiltration system under the sidewalk. The infiltration trench is sized as 5 foot wide by 125 ft long by 3 foot deep and provides for 100% infiltration of tributary runoff. It will occur under an 8 foot sidewalk, curving to follow the alignment of the roadway. With those mitigation measures in place, the site will infiltrate all of the collected runoff and meet with the requirements of MR 7 as well as the Low Impact Development Performance Standard of MR 5. See WWHM2012 calculations in the Appendix. MR 8: WETLANDS PROTECTION There are no on-site or local wetlands. MR 9: OPERATION AND MAINTENANCE An Operations and Maintenance Manual will be provided with the future permit documents.
