AN ORDINANCE OF THE CITY OF ARLINGTON, WASHINGTON
ADOPTING THE WEST ARLINGTON SUB AREA PLAN, 2010 COMPREHENSIVE PLAN
AMENDMENT, AS A COMPREHENSIVE PLAN AMENDMENT TO THE CITY OF
ARLINGTON COMPREHENSIVE PLAN
WHEREAS, the City of Arlington, Washington has the authority to regulate land uses
within the City, and has gone through its periodic review and update of the Comprehensive Plan;
and
WHEREAS, the City of Arlington Comprehensive Plan may be updated once per year
per RCW 36.70A.130; and
WHEREAS, the City of Arlington has developed the West Arlington Sub Area Plan, a
document; and
WHEREAS, the West Arlington Sub Area Plan and Chapter 12 of the Comprehensive
Plan are included in the 2010 Comprehensive Plan Amendment docket; and
WHEREAS, the West Arlington Sub Area Plan serves as a guiding document for future
growth and development in the western neighborhoods of the City of Arlington, including
Smokey Point, West Bluff and Island Crossing; and
WHEREAS, long range planning for the West Arlington Sub Area includes the
incorporation of new urbanism principles and the creation of a"sense of place;" and
WHEREAS, public and private improvements are proposed, including improved
connectivity, variety of businesses, improved transportation, new civic and public spaces, and
improved architecture; and
WHERAS, in conjunction with the West Arlington Sub Area Plan, the City proposes a
form-based code to implement the vision for the sub-area; and
WHEREAS, a transfer of development rights program will be developed to increase
densities within the sub-area while preserving valuable resource lands within the Stillaguamish
River Valley; and
WHEREAS, the West Arlington Sub Area Plan and amendments to Chapter 12 of the
Comprehensive Plan were submitted and reviewed by the Washington State Department of
Commerce on October 21, 2010, in compliance with RCW 36.70A.106; and

WHEREAS, staff reviewed the project for environmental impacts under the State
Environmental Protection Act and issued a Determination of Nonsignificance on October 28,
2010; and
WHEREAS,public meetings were held on October 20, 2009, May 20, 2010, and October
7, 2010 to give the citizens of Arlington and general public the opportunity to review and
comment on the proposed sub-area plan; and
WHEREAS, the Planning Commission considered the proposed Comprehensive Plan
amendments, including the West Arlington Sub Area Plan and amendments to Chapter 12 of the
Comprehensive Plan at their January 4, 2011 public hearing and made a recommendation to the
City Council to adopt the amendments. The City Council considered these amendments at their
December 13, 2010 workshop and at public hearings held on January 18, 2011 and February 7,
2011 and determined approving the amendments was in the best interest of the City and its
citizens.
NOW, THEREFORE, the City Council of the City of Arlington do hereby ordain as follows:
Section 1. West Arlington Sub-Area Plan Comprehensive Plan Amendment
(PLN20100002). The City of Arlington Comprehensive Plan shall be amended to include the
West Arlington Sub-Area Plan (Exhibit"A") as a plan adopted and incorporated by reference as
listed in Chapter 12: Other Related Plans Adopted by Reference.
Section 2. A new subsection of the Comprehensive Plan (12.11 —West Arlington Sub-
Area Plan) (Exhibit`B") shall be added to Chapter 12: Other Related Plans Adopted by
Reference, and shall be amended to read as follows:
12.11 WEST ARLINGTON SUB AREA PLAN
The West Arlington Sub Area Plan, adopted in February 2011, is a blueprint for urban
growth and development in the western neighborhoods of the City, including Smokey
Point, West Bluff and Island Crossing. Long range planning for this area include the
incorporation of guiding principles that focus around the theory of"new urbanism" and
the creation of a "sense of place." The Plan focuses on a variety of public and private
realm recommendations, including improved connectivity, a variety of homes and
businesses, improved transportation, new civic and public spaces and improved
architecture. The Plan sets the stage for the implementation of a form-based code and the
use of transfer of development rights to increase density in the sub-area while preserving
valuable resource lands within the Stillaguamish River Valley.
Section 3. Severability. If any provision, section, or part of this ordinance shall be
adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section,provision or part thereof not adjudged invalid or
unconstitutional.

Section 4. Effective Date. A summary of this Ordinance consisting of its title shall be
published in the official newspaper of the City, and shall take effect and be in full force five (5)
days of the date of publication.
