AN ORDINANCE OF THE CITY OF ARLINGTON, WASHINGTON
MAKING AMENDMENTS TO THE CITY'S COMPREHENSIVE PLAN AND ZONING
MAP AND APPROVING THE GRAAFSTRA LOWLANDS CPA (PLN20080006) AND
CONCURRENT REZONE (PLN20080007), WATER SYSTEM CPA (PLN20080023), SEWER
SYSTEM CPA (PLN20080024), AND STORMWATER SYSTEM CPA (PLN20080025) TO
THE CITY OF ARLINGTON COMPREHENSIVE PLAN
WHEREAS, the City of Arlington, Washington has the authority to regulate land uses
within the City, and has gone through its periodic review and update of the Comprehensive Plan;
and
WHEREAS, the City of Arlington Comprehensive Plan may be updated once per year
per RCW 36.70A.130; and
WHEREAS, included in the review of the Comprehensive Plan was a series of proposed
amendments to the City of Arlington Comprehensive Plan and Zoning Map, including text
amendments to Chapters 11 and 12 and the Land Use Map; and
WHEREAS, the Graafstra Lowlands CPA and Concurrent Rezone, Water System CPA,
Sewer System CPA, Stormwater CPA and amendments to Chapters 11 and Chapter 12 of the
Comprehensive Plan are included in the 2008 Comprehensive Plan Amendment docket; and
WHEREAS, staff reviewed the projects for environmental impacts under the State
Environmental Protection Act and issued a Determination of Nonsignificance (DNS) on August
21, 2008 for the Sewer System CPA, a DNS for the Stormwater System CPA and Water System
CPA on October 16, 2010, and a DNS for the Graafstra Lowlands CPA and Concurrent Rezone
on November 5, 2010; and
WHEREAS, the Planning Commission considered the proposed Comprehensive Plan
amendments, including the text amendments to Chapters 11 and 12 of the Comprehensive Plan at
their January 20, 2011 public hearing and made a recommendation to the City Council to adopt
the amendments. The City Council considered these amendments at their January 24, 2011
workshop and at a public hearing on February 7, 2011 and determined approving the
amendments was in the best interest of the City and its citizens.
NOW, THEREFORE, the City Council of the City of Arlington do hereby ordain as
follows:
Section 1. Graafstra Lowlands CPA (PLN20080006) AND CONCURRENT
REZONE (PLN20080007). The City of Arlington Official Zoning Map, pursuant to AMC
§20.36.100, and Land Use Map of the Comprehensive Plan shall be amended as described on
Exhibit "A" (Zoning Map) and Exhibit `B" (Land Use Map), changing zoning and land use
designations from Low to Moderate Density Residential (RLMD) to Public/Semi-Public (P/SP).

Section 2. Water System CPA (PLN20080023). The City of Arlington
Comprehensive Water System Plan (November 2010) shall be adopted by reference as part of the
City's Comprehensive Plan, and; Sections 11.4.1.4, 11.4.1.4.1, 11.5.1.4.1, and 11.6.1.4.1 of
Chapter 11 of the Comprehensive Plan shall be amended as shown on Exhibit "C", and; Section
12.3 of Chapter 12 of the Comprehensive Plan shall be amended as shown on Exhibit "D". True
copies of the Comprehensive Water System Plan shall be maintained in the City Clerk's office.
Section 3. Sewer System CPA (PLN20080024). The City of Arlington
Comprehensive Sewer System Plan (September 2008) shall be adopted by reference as part of
the City's Comprehensive Plan, and; Sections 11.4.1.4, 11.4.1.4.2, 11.5.1.4.2, and 11.6.1.4.2 of
Chapter 11 of the Comprehensive Plan shall be amended as shown on Exhibit "C", and; Section
12.2 of Chapter 12 of the Comprehensive Plan shall be amended as shown on Exhibit "D". True
copies of the Comprehensive Sewer System Plan shall be maintained in the City Clerk's office.
Section 4. Stormwater System CPA (PLN20080025). The City of Arlington
Comprehensive Stormwater Plan (October 2010) shall be adopted by reference as part of the
City's Comprehensive Plan, and; Sections 11.4.1.4, 11.4.1.4.3, 11.5.1.4.3, and 11.6.1.4.3 of
Chapter 11 of the Comprehensive Plan shall be amended as shown on Exhibit "C", and; Section
12.4 of the Comprehensive Plan shall be amended as shown on Exhibit "D". True copies of the
Comprehensive Stormwater Plan shall be maintained in the City Clerk's office.
Section 5. Severability. If any provision, section, or part of this ordinance shall be
adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of the
ordinance as a whole or any section, provision or part thereof not adjudged invalid or
unconstitutional.
Section 6. Effective Date. A summary of this Ordinance consisting of its title shall
be published in the official newspaper of the City, and shall take effect and be in full force five
(5) days of the date of publication.
