Description of Scope:
This project involves a commercial lot in Arlington with an existing hotel/office building and parking
lot. The project proposal will be to subdivide into three (3) separate lots via the binding site plan
(BSP) process.
No new uses are proposed at this time.

1. CHANNELIZATION
Speed Limit: Smokey Point Blvd: 35 MPH /Access Easement: No Limit Posted
Explain current channelization: (number of lanes, turn lanes, rest???? etc.)
Smokey Point Blvd: 5-lane Principle Arterial with center turn lane.
Access Easement: 2-lane Private Access Easement (22' paved travel lanes, 9' wide planted
median)
Explain proposed channelization changes:
No proposed changes to channelization on Smokey Point Blvd.
Additional striping and signage is proposed within existing access easement to indicate correct
direction of travel. Please see provided Civil Plan Sheet C5.1 for proposed channelization changes.
Justify how planned channelization meets traffic needs of the site:
(vehicle movements,site distance, turning radius, intersection delays, driveway safety)
Proposed channelization changes on-site and within access easement will more direct traffic on
either side of the easement median. Sight distance, turning radius, and driveway safety will remain
the same.

Existing sidewalks along Smokey Point Blvd are not proposed to change.
An existing 5' wide sidewalk spans 570' in length from Smokey Point Blvd along the north edge of
the site access easement, just past the end of proposed Lot 1. Sidewalk ramps require upgrades to
provide ADA accessible slopes.

Sidewalk along north edge of on-site access easement will be upgraded with ADA compliant ramps and
extended an additional 312' to serve proposed Lots 2 & 3 of the BSP.
Proposed stop signage along access easement will improve pedestrian safety where the on-site
sidewalk crosses drive aisles.
How far must a pedestrian travel to the nearest pedestrian roadway crossing? 600' Existing 600' proposed

From site access point at Smokey Point Blvd, a pedestrian must travel 600' north to cross
Smokey Point Blvd at the intersection of Smokey Point Blvd & 169th PI NE.

None proposed at this time.

The existing building is oriented towards the on-site access easement with four different walkways
that travel directly from the building facade to the access easement sidewalk.

plantings:
Existing parking lot landscaping and shade trees are to remain.
Existing sidewalks feature stylized patterns that promote pedestrian visual interest.
RESIDENTIAL DEVELOPMENTS:

There are no existing bicycle facilities in the vicinity of the project site.
The City's Bicycle Improvement Plan proposes the Smokey Point Blvd will have protected bike
lanes.

There are two existing Community Transit bus stops 300' north of the project site on either side of
Smokey Point Blvd that serve routes 201 & 202 (Smokey Point Transit Center - Lynnwood City
Center Station). These routes are not proposed to change as part of the City's Transit Expansion
Plan.
Describe existing and proposed cover, seating visual interest, shading,lighting,plantings, or traffic buffers and
how they meet or exceed the goals of the City's Transit Expansion Plan:
The west bus stop north of the project site includes two seating elements attached to the bus stop
pole, a widened bus pad area, and includes a bus pull-out area separate from southward travel
lanes. The east bus stop includes two seating elements attached to the bus stop pole.

Point Subarea Plan completed (p.19, City of Arlington 2024 Comprehensive Plan - Section III:
Subareas).
