1. JH BSP Binding Site Plan should be one recordable package
with required elements of AMC 20.16.435.
• Add Project No.#PJ25-0141 BSP to all sheets.

Signature endorsements required for approval and
recording,per AMC 20.16.445:
• (c)Minor binding site plans shall use endorsements
(1),(2)and(4)through(7).
• (e)Owner(s)and Surveyor signatures shall be
notarized.If there are multiple owners,then
additional owner signature lines shall be added,and
all names notarized. This will be required prior to
approval.
• Legal Descriptions of all Lots,Tracts and Dedications.
Please provide legals for proposed lots and required

3. JH BSP Declarations . Condition#2 is not applicable to this application
as mixed use is not proposed/utilized.
• Remove note#7 if parking lot on lot 3 is to
remain in its existing condition.
• Provide a condition for lot 3:Future development
potential is dependent on lot satellite parking
counts benefiting lot 2.
Lot 3 parking can remain,however it is not to be utilized
for private parking or storage.Private parking lots are not
allowed in the City.Please provide a declaration for
review on the face of the BSP.
4. JH BSP Parking Off-street parking must be provided on the same lot where
AMC 20.72 the principal use associated with these parking spaces is
located.
AMC 20.72.080 allows use of satellite parking if.
(a)If the number of off-street parking spaces required by
this title cannot reasonably be provided on the same lot
(b)All such satellite parking spaces(except spaces
intended for employee use)must be located within four
hundred feet of a public entrance of a principal building
housing the use associated with such parking.
• Exclusive parking easement for lot 3 over lot 1
exceeds 400'.This is only allowable if stalls#305
-317 are utilized for employee parking.
• Lot 2 is short 56 stalls for the proposed use.An
exclusive parking easement for lot 2 over lot 3
could be supported as it would be located within
the required 400' for satellite parking,however,
those stalls would not be able to count towards
the requirement for the future use of lot 3,
restricting development potential.Development
on lot 3 is dependent on satellite parking for lot 2.

5. JH BSP Parking (c)The developer wishing to take advantage of the
(cont.) provisions of this section must present a contract as
evidence that he has the permission of the owner or other
person in charge of the satellite parking spaces to use such
spaces.The developer must also sign an acknowledgement
that the continuing validity of his permit depends upon his
continuing ability to provide the requisite number of
parking spaces.These documents shall be recorded with
the Snohomish County auditor.
6. JH Complete AMC 20.56 Submit Complete Streets Checklist with resubmittal as
Streets required per General Information Meeting on June 26,
2024.
7. JH FYI AMC Approval of a binding site plan does not constitute
20.16.450(b) acceptance by the city of the offer of easements or
dedication of any streets,sidewalks,parks,or other public
facilities shown on a site plan.However,the city may
accept any such offer of dedication or easement by
resolution of the council or by actually exercising control
over and maintaining such facilities.
8. JH FYI 3rd Party BSP maps,lot closures,title report,easements and legal
Review descriptions have been sent to the city's consultant for
review and approval.Additional comments from this
review will be sent once received.
9. JH Redlined Markups have been provided with this review comment
Plans letter.
10. TN Preliminary FYI 1) Future development on lots 1-3 will require
Civil traffic analysis based on proposed uses.
2) Civil permit required for all proposed ADA
ramp/access improvements.
3) Contact City of Marysville utilities for water&
sewer services.

11. JH Resubmittal When resubmitting materials,please generate 1 PDF for
the recordable Binding Plan set separate from
supplemental civil items.
12. JH Resubmittal The timeline for resubmitting additional information or
revised plans is 60-days from the date of the comment
letter per AMC 20.16.240.The resubmittal deadline for
this permit is Tuesday,March 31,2026.
13. JH Resubmittal Per AMC 20.16.270(d),if the applicant informs the city,in
writing,that the applicant would like to temporarily
suspend the review of the project for more than 60 days,or
if an applicant is nonresponsive for more than 60
consecutive days after the city has notified the applicant,
an additional 30 days may be added to the time periods for
the city to issue a final decision for each type of permit
that is subject to this chapter.
