Minutes of the Arlington
City Council Meeting
Councilmembers Present: Heather Watland, Rob Toyer, Yvonne Gallardo-Van Ornam
Michele Blythe, Nathan Senff, Tim Abrahamson, and Leisha Nobach.
Council Members Absent:
Staff Present: Mayor Don Vanney, Paul Ellis, Raelynn Jones, Jim Kelly, Shelby Burke, City
Attorney Oskar Rey, Chelsea Brewer, Jonathan Ventura, Rory Bolter, Thad Newport, Amy
Rusko, and Sarah Lopez.
Also Known to be Present: Kathy Vanney, Randy Nobach, Steve Maisch, Holly Sloan -
Buchanan, North County Fire Chief Dave Kraski, and others.
Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and
roll call followed.
Mayor Don Vanney advised that the Public Comment section of the Agenda would be
relocated to occur prior to the Consent Agenda approval section.
APPROVAL OF THE AGENDA
Mayor Pro Tem Michele Blythe moved to approve the revised agenda as presented.
Councilmember Nathan Senff seconded the motion, which passed with a unanimous vote.
INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS
Mayor Don Vanney recognized volunteers from the American Legion Post 76 and Boy Scout
Troop 92 and presented the groups with a Mayor's Volunteer award.

CONSENT AGENDA
Mayor Pro Tem Michele Blythe moved, and Councilmember Nathan Senff seconded the
motion to approve the Consent Agenda that was unanimously carried:

2. Accounts Payable: Approval of EFT/ACH Payments and Claims Checks #116099
through #116167, dated May 19th, 2026, through June 1st, 2026, in the amount of
$1,004,093.03. Approval of Payroll EFT Payments and Check #30500 through
#30507, dated May 1st, 2026 through May 31st, 2026, in the amount of
$1,587,740.25
3. Interlocal Agreement with Arlington School District No. 16 for School Resource

NEW BUSINESS
Arlington -Marysville Interlocal Agreement for Project Cascade
Development Services Engineering Manager Thad Newport presents the final version of the
Arlington/Marysville Interlocal Agreement for Project Cascade. Project Cascade is a
proposed development of an approximate 1.2+/- million sq. ft. warehouse/distribution
type facility on contiguous parcels and crosses the city limits lines of Arlington and
Marysville. Since the proposed development of a single building will be built across
the city limits of Arlington and Marysville, an Interlocal Agreement between Arlington and
Marysville will be necessary to address several issues of jurisdiction, permitting
responsibilities and development standards together with other complimentary issues.
The subject site(s) is located in the southeast corner of the city within the Cascade
Industrial Center. Approximately 85-+% of the project will lie within the City of Arlington
and the balance within the City of Marysville. The project target opening date is 2028.
Discussion followed with Mr. Newport answering Council questions.
Mayor Pro Tern Michele Blyth moved, and Councilmember Yvonne Gallardo-Van Ornam
seconded the motion to approve the Interlocal Agreement (ILA) between Arlington and
Marysville related to Project Cascade and Authorize the Mayor to sign the ILA. The motion
passed unanimously.
Pickleball Court Project Change Order No. 2
Public Works Director Jim Kelly reviews the information relating to the request for Council
to approved Change Order No. 2 for the Pickleball Court Project. Following the award of a
$200,000.00 grant from Snohomish County, the City of Arlington completed and inhouse

design of five pickle ball courts to be constructed on property near Haller Middle School.
The construction was publicly bid and awarded to the qualified low bidder, Reece
Construction. Change Order #1 was issued for the project to include pedestrian curbing,
safety handrail, and additional cleanouts on the storm system. This Change Order #2 will
close-out this project and is needed for removal of one additional tree, extra excavation and
drain rock due to design calculation error, and installation of additional topsoil and seed on
Haller Middle School grounds surrounding the pickle ball court. Discussion followed with
Mr. Kelly answering Council questions.
Councilmember Heather Watland moved, and Councilmember Tim Abrahamson seconded
the motion to approve Change Order No. 2 for the Pickleball Court project and
authorize the Mayor to sign it. The motion passed unanimously.
COMMENTS FROM COUNCILMEMBERS
Mayor Pro Tem Michele Blythe requests City Staff to update animal welfare laws and
ordinances to align with Washington State laws. She provided examples of animal welfare
related instances that she would like to see clarified and updated in the Arlington Municipal
Code.
Councilmembers Yvonne Gallardo-Van Ornam, Nathan Senff, Rob Toyer, and Tim
Abrahamson were also in support of the animal welfare directive and would like to discuss
further at a future Council Workshop. City Administrator Paul Ellis indicated that City Staff
will add this to their work plans and get a draft ready for Council to review.
Councilmember Nathan Senff indicated that he would like to ensure that mobile food
vendors within the city are obtaining the proper permits and licenses to operate legally.
Councilmember Yvonne Gallardo-Van Ornam reminds the community to please keep
animals safe during the heat of the summer season. In addition, she would like the
community to pay attention to health codes in regard to lemonade stands and pop-up
vendors.

MAYOR'S REPORT
Mayor Don Vanney attended the Arlington Car Show over the previous weekend and noted
how well it was attended by the community.
