Olympic Ave. 0 Arlington, WA. 98223 M E M O 2R A2N Q L5@l5UV D 020 Date: March 21, 1996 To: Ed McMillan, City of Arlington From: John Burkholder and Stephanie Jewett, EARTH TECH Subject: Staff Report/HCI Steel Request for Alternative Noise Mitigation Purpose and Summary of Conclusions The purpose of this staff report is to provide an analysis of HCI Steel Products' request for modification of the Voluntary Mitigation Agreement (dated March 3, 1990). HCI Steel has requested to add a vehicle access door on the east side of their proposed building at 18520 67th Avenue N.E. We have analyzed whether noise generated from the site can be adequately mitigated by their proposal. The conclusion of this report is to deny HCI Steel's request and offer an alternative door construction that will provide a higher level of noise mitigation. Background As stated above, HCI Steel Products has requested that the requirement in the Voluntary Mitigation Agreement for no doors on the east side of the building be modified to allow the addition of one (1) vehicle door for entry into the building off 67th Avenue N.E. They have stated that this door is essential to the operations, and will only be opened long enough to allow vehicle entry into the building and remain closed during off-loading of the truck. Additionally, the door is proposed to be installed with the following specifications: • 20' wide x 16' high steel sectional • 24-gauge steel • insulated with polystyrene and ABS backskins with full perimeter seals • 3" angle mount track • highlift hardware with a motor-operated door This alternative was discussed with Roy Richards and Ioana Park of Towne, Richards and Chaudiere, Inc. (TRC), in an attempt to determine if the proposed door was adequate to mitigate the noise impact identified in the environmental checklist for the project. TRC is a consulting firm specializing in architectural and environmental acoustics. (See attached for resumes and firm outline.) 14101300.001 E A R T H @T E C F1 Ed McMillan March 21, 1996 Page 2 The remaining staff report summarizes the information received from TRC concerning: I. HCI Steel Products' proposal for alternative mitigation; 2. other noise mitigation methods; and 3. the proposed alternative door construction mitigation. Analysis of Proposed Mitigation (HCI Steel) As stated above, the door proposed for the east side of the building by HCI Steel will be constructed of 24-gauge steel; insulated polystyrene; and ABS backskins with full perimeter seals, 3" angle mount track, highlift hardware, and operated by motor. TRC has concluded that this type of paneled, overhead door is not a good construction for noise mitigation. Sound easily leaks from these types of doors through joints and seams. Other Noise Mitigation Methods Discussed TRC also reviewed other types of noise mitigation available to HCI Steel for this situation. The following is an outline of each type of mitigation discussed and reasons why they would not be appropriate for HCI Steel's situation. • Webbing Hanging Down Across the Door TRC felt this was not an effective method for noise mitigation. There is too much noise "leakage" that would happen for this to be a worthwhile method. • Noise Barrier/Deflector This method would require a sound barrier (like the walls seen along highways) to be built in front of the door to intercept any noise coming from the door on the east side of the HCI Steel Products' site. In order for the wall to be effective, it would have to be at least as high and wide as the door(16'x 20'). Since the HCI building setback is 10 feet from the right-of-way for 67th Avenue N.E., it has been assumed that the door would not work for HCI Steel. The trucks would not be able to turn into the loading area with the wall directly in front of and within 10 feet of the door. 14101300.001 E A R T H `' T E C H Ed McMillan March 21, 1996 Page 3 • Noise Monitoring After the building is constructed, this option would require all noise coming from the door to be monitored to ensure it is within an acceptable range. The problem with this method is that it is a quantitative approach, and would require extensive work and analysis by expert noise consultants. This would be a lengthy and expensive process. • Two-Door Entrance A second door constructed inside the building would allow for noise mitigation. The construction of a two-door entrance would allow trucks to drive through the first door, close the door behind them, and then open the second door into the main building for unloading. The problem with this alternative is that a two-door construction does not appear to be structurally feasible for the HCI site. Alternative Door Construction (City of Arlington Proposal) TRC has suggested that a door constructed to their specifications would provide adequate mitigation for noise leakage. This type of door would be required to slide to the side and be constructed of a solid material. Also, noise coming from the door when it was opened could be partially mitigated by ensuring that the door would only be opened for delivery trucks to enter and leave the building. This will require some type of automatic door mechanism to open and close the door after use. Combined with this construction requirement, the City should also require: 1. the owners to address and resolve problems which arise from complaints; and 2. should complaints arise as a result of the noise, the situation will be monitored with noise measuring equipment. If the site violates State of Washington standards, the City will require the owner to discontinue use of the door.
