Amy,
Per our discussion, we did some additional sensitivity analysis to determine at what
point the RAB would be triggered with future development.
With the occupancy of approximately 55 SF lots and no restrictions on northbound
movements at the intersection,the southbound left turn movement on 80th Drive would
operate at LOS E.While this does not meet the City LOS standard of D,there is only 5 vehicles
projected to make this maneuver in the weekday PM peak hour.This LOS E condition affects
only 5 of the 1,310 total vehicles traveling through the intersection.This amounts to 0.38%of
all trips utilizing the intersection.Additionally,the 95th percentile queue is expected to not
exceed 1 for the southbound left turn movement during this time period; meaning the queue
would not affect circulation in the residential neighborhood north of the intersection.All other
movements at the intersection would operate at LOS C or better,which meets the standard.
As such we request that the trigger for the RAB at 80th Dr NE be set at occupancy of 55
lots.
