Description of Scope:
This is Lindsay Project 1 and is part of the Lindsay Subarea Plan Development. This Project is all
single family lots on "small" lots. Interior Streets will have sidewalks. Sidewalk on the main
Frontage Street, 172nd St NE, will have new pedestrian facilities installed with the project. There is
not full pedestrian connectivity to "anywhere" along 172nd. It is a Arterial Road and is a State
Highway. There is no mapped Transit Route or stops along this Highway. The nearest stop per
available mapping is near 2.5 miles to the west. There is a Zip Shuttle available which is a
on-demand rideshare service to residents in Arlington.

1. CHANNELIZATION
Speed Limit: 35
Explain current channelization: (number of lanes, turn lanes, rest???2 etc.)
172nd St is a two-lane state highway, State Route 531. There are a few areas with two-lane, left
turn lanes along the property frontages but the majority of the channelization is two-lanes.
Explain proposed channelization changes:
Roundabout construction from WSDOT in collaboration with City of Arlington is planned. The
specifics of this work is still in progress. Designs for single lane roundabout is in works for now.
Future work may expand to 4 lanes in the future, but currently there are no plans for this
Justify how planned channelization meets traffic needs of the site:
(vehicle movements,site distance, turning radius, intersection delays, driveway safety)
Roundabout construction will provide intersection control, traffic calming, and increase traffic
patterns through the area. Roundabout will be the primary entrance and exit of the development.
2. PAVEMENT CONDITIONS
Does the existing road maintain the minimum Overall Condition Index (OCI) as set forth Yes ❑✓ No

There is a widening project for 172nd on the frontage being talked about but it may be out several
years

This project is on the WSDOT's "mind" but is not yet on a Transportation Improvement Plan.

3. PEDESTRIAN INFRASTRUCTURE

Describe the existing and proposed pedestrian facilities and how they meet or exceed the goals of the City's
Transportation Improvement Plan:
Facilities at the frontage of this project are currently disconnected with existing pedestrian facilities
along the north side of the road. There are no pedestrian facilities on the south side of 172nd Sr
from 67th street NE to SR 9. There is about a 3' shoulder on the south side along the frontage.
A sidewalk goes along the north side where there is development.
Is the project fully served by sidewalks,accessible curb ramps,and safe ❑✓ Yes ❑ No
crosswalks?
Describe existing ADA features and proposed improvements and how they meet or exceed the current minimum
standards of the Americans with Disabilities Act:
Onsite will have appropriate ADA facilities with connected sidewalks. This project will add sidewalks
along the frontage road but neither end of the sidewalk will be connected to any pedestrian facilities.

Onsite, we are using narrower streets to keep "urge to speed" down

Typical residential homes facing streets.
All homes will have sidewalks on their frontage.

Street trees to be planted along sidewalks
RESIDENTIAL DEVELOPMENTS:

4. BICYCLE INFRASTRUCTURE

Describe existing and proposed bicycle facilities and how they meet or exceed the goals of the City's Bike
Improvement Plan:
City of Arlington Bicycle Improvement Plan focuses on enhancing connectivity with multi-use trails and designated lanes.
Protected bicycle lanes are proposed with the future widening project along 172nd Street NE 67th Avenue and State
Route 9 (see bicycle plan project#12). The city is also planning a multi-use trail on the north side of 172nd Street. This
proposed development will have access to this trail. The trail section connects the development to the Centennial Trail,
along 67th Avenue.
Describe how this project meets the needs of a various bicycle users: (Family vs. Commuter)
The low volume residential streets will be safe for bicycle users but there are currently no offsite
connections to "anywhere".
Describe how the building(s) serve and invite bicycle traffic,e.g. covered bike racks,visual interest,smooth
transitions,bicycle focused travel ways:
Typical Residential community, garages will provide for bike parking/storage
S. TRANSIT INFRASTRUCTURE
Is the project identified on the City of Arlington Transit Expansion Plan? Yes ❑✓ No

Describe existing and proposed transit improvements and how they meet or exceed the goals of the City's
Transit Expansion Plan:
The project is adjacent to a Transit Improvement Area and on a proposed hourly transit route with
proposed transit stop locations along 172nd Street. This will likely occur with the future widening of
172nd Street between 67th Avenue and State Route 9 (see transit improvement expansion plan).

how they meet or exceed the goals of the City's Transit Expansion Plan:

6. FREIGHT INFRASTRUCTURE

7. TREES AND LANDSCAPING
Describe any existing trees and landscaping assets within the project limits that warrant project investment to
sustain: (e.g.preservation of trees)
There are just under 512 existing trees in the development area, most are existing landscape trees
or alder. They will be replaced with 512 trees in the developed area and 1289 trees in the wetland
creation and enhancement areas.
Most of the mature native evergreen trees worthy of protection are in CA buffers and will be saved

There is no existing "landscape in the City ROW. The project will add street trees and landscape
per the plans provided per AMC 30.76

Describe how the Owner provide maintenance:
All screening and shading elements located within public rights-of-way shall be maintained by the
abutting property owner. The city will not be maintaining landscape strips or street trees that are part
of the development.
However, there are no abutting lot Owners with frontage on 172nd St NE.

Guidelines:
Interim medians will not be planted. Do not know intent of City and WSDOT on landscape intentions
for the Permanent Medians.

This project has proposed appropriate Street Sections for the neighborhood and made them as
narrow as possible to reduce pavement but keep street functionality.

This Project 1 is in the Lindsay Subarea and provided proponents provided the Subarea Planning.
The Project proposal is per that Subarea Plan
