Access to the site would be via a driveway onto a paved roadway that has access to 59th Drive Northeast. The purpose of this Trip Generation Memorandum is to provide the city with a projection of the site traffic volumes and inspect the site access. I have prepared this Trip Generation Memorandum per the following: Chapter 20.90-ConcurrencX • Traffic Impact Analysis or Memorandum is required. (Estimate from ITE Manual LUC 151 for Airplane Hangars.This calculation is 1.95 trips per 100 units). • City Traffic Impact Fees are required at a rate of$3,355.00 per PM Peak Hour Trip. • Cascade Industrial Center Traffic Impact Fees are required at a rate of$5,841.39 per PM Peak Hour Trip. A preliminary site plan prepared by Magellan Architects dated 09.19.2024 is attached. The plan includes two - Airplane Storage Units. Access to the site is via a driveway onto a paved roadway that has access to 59t" Drive Northeast. Full development and occupancy of the proposed Thunderbird Hangars project is anticipated to occur by 2026, presuming the permits are issued in a timely manner. Trip Generation Definitions A vehicle trip is defined as a single or one direction vehicle movement with either the origin or destination (exiting or entering) inside the proposed development. Traffic generated by development projects consists of the following types: Pass-By Trips: Trips made as intermediate stops on the way from an origin to a primary destination. Diverted Link Trips: Trips attracted from the traffic volume on roadways within the vicinity of the generator but require a diversion from that roadway to another roadway to gain access to the site. Captured Trips: Site trips shared by more than one land use in a multi-use development. Primary(New)Trips: Trips made for the specific purpose of using the services of the project. Trip Generation The proposed Thunderbird Hangars project is expected to generate the vehicular trips during the average weekday, street traffic AM and PM street peak hours as shown in Table 1. Traffic Impact Mitigation The City has a Citywide Traffic Impact Fee per AMC 20.90.040(a) with a rate of$3,355 per new PM peak hour trip. In addition, per Ordinance #2021.002 projects located in the Cascade Industrial Center Planned Action Area pay an additional fee of$5,841.39 per new PMPHT. The City collects TIF's for development projects, I have estimated the fee at about $338 based on the fee rates previously provided by the City, the TIF rates do not vest and may increase in the future. Inspection of the site access driveway showed good sight lines.
