Background Public Works staff were asked to investigate whether any storm structures are present within the subject utility easement. Review of the City's GIS asset management system did not identify any storm pipe in this location at the time of review. Field Investigation City staff completed a site visit to inspect visible structures and assess whether an undocumented storm conveyance system exists within the easement area. A camera inspection was completed using a Ridgid SeeSnake camera system. Findings • An existing 12-inch coated corrugated metal pipe (CMP)was observed in the field. • The pipe runs between CB-3635 and CB-2566. • CB-2566 is mislabeled in the GIS asset management system as a CB Type 1; field observations indicate it is a CB Type 2 catch basin. • The pipe appears to run generally east, approximately 2 feet north of the property line, before connecting into CB-2566. • An underground structure was identified along the apparent alignment. The structure is located approximately 25 feet away at an offset of 40 degrees from CB-3635. General Area Map Figure 1 provides a general area map for the investigation location. Observed Alignment Based on field observations and camera inspection, the apparent pipe alignment is summarized below: 1. The upstream structure is CB-3635. 2. A 12-inch coated CMP was observed extending from CB-3635 toward an underground structure. 3. The underground structure is located approximately 25 feet from CB-3635 at an offset of 40 degrees. 4. From the underground structure, the pipe appears to continue generally east, approximately 2 feet north of the property line. 5. The pipe then connects into CB-2566. Investigation Limitations At the time of the investigation, staff were not able to fully excavate the underground structure using hand tools because it was covered in gravel. As a result, the structure type, condition, pipe connections, and precise elevations could not be fully confirmed during this site visit. Recommendations 1. Update the GIS asset management system to show the 12-inch coated CMP between CB-3635 and CB- 2566. 2. Correct the GIS record for CB-2566 from CB Type 1 to CB Type 2 catch basin. 3. Schedule a follow-up investigation, using appropriate tools or equipment if needed, to expose the underground structure and confirm its type and pipe connections. Conclusion Field investigation indicates that Storm drainage infrastructure exists within the utility easement between 19417 and 19413 46th Dr NE, despite no pipe currently being shown in the GIS asset management system. Staff observed a 12-inch coated CMP between CB-3635 and CB-2566, identified an intermediate underground structure, and confirmed that CB-2566 is misclassified in GIS. Additional verification is recommended to fully document the underground structure and update City records.
