The APPLICANT hereby voluntarily agrees to pay the amount shown on line#3 above for impacts of
the proposed DEVELOPMENT on the capacity of state highways, based on the "standard payment"
rate method (Section 5.2.b of applicable version of WSDOT/COUNTY interlocal agreement (ILA), and
based on information provided in the WSDOT Traffic Study Checklist Section One (attached hereto).

If this offer and Section One of the WSDOT Traffic If not submitted with initial application,

PDS (COUNTY)with the initial development directly with WSDOT, submitting the
application, PDS will send documents to WSDOT for required documents, obtaining WSDOT's
review and comment(s). WSDOT will review and send signature, and submitting the written offer
the written offer back to PDS. with all applicable signatures to PDS.
