Council Members Absent: Leisha Nobach - Excused, Michele Blythe - Excused Staff Present: Paul Ellis, Raelynn Jones, Jim Kelly, Kris Wallace, Shelby Burke, City Attorney Oskar Rey, Chelsea Brewer, Jonathan Ventura, Rory Bolter, Amy Rusko, Thad Newport and Mandy Kruger. Also Known to be Present: Allen Ice and family, Arlington Community Library Manager Erica Brown, Sno-Isle Libraries Executive Director Eric Howard, members of the press, and others. Councilmember Yvonne Gallardo-Van Ornam called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Councilmember Rob Toyer moved to approve the agenda as presented. Councilmember Nathan Senff seconded the motion, which passed with a unanimous vote. INTRODUCTION OF SPECIAL GUESTS AND PRESENTATIONS Councilmember Yvonne Gallardo-Van Ornam recognized Allen Ice for his service to the Cemetery Board and presented him with a plaque. Sno-Isle Libraries Executive Director Eric Howard and Arlington Community Library Manager Erica Brown provided Council with an update on programs and services for Sno- Isle Libraries. CONSENT AGENDA Councilmember Rob Toyer moved, and Councilmember Nathan Senff seconded the motion to approve the Consent Agenda that was unanimously carried: 1. Minutes of the May 18 and May 26, 2026 Council meetings. 2. Accounts Payable: Approval of EFT/ACH Payments and Claims Checks #115901 through #116098, dated May 5th, 2026, through May 18th, 2026, in the amount of $1,916,922.53. 3. 188th Street and Smokey Point Boulevard Roundabout (RAB) Project Change Order #3 4. Snohomish County PUD Distribution Easement for the Jensen Park Townhomes 5. Resolution Adopting a Revised Fee Schedule 6. Renewal of the Intergovernmental Agreement (IGA) for services Between Snohomish County and the City of Arlington for Snohomish PUBLIC HEARING None. NEW BUSINESS March and April Financial Reports Finance Director Shelby Burke presented the March and April financial reports to Council. Discussion followed with Ms. Burke answering Council questions and providing clarification. Low Bid Award for the 67th Avenue Sewer Interceptor Upsizing Project In 2022, the City entered into contract with RH2 Consultants for engineering design services for the upsizing of the City's 67th Avenue interceptor gravity sewer line from 200th Place NE to north of Woodlands Way, approx. 4,835 feet. Due to the length of this project, it was designed in two construction phases. The City publicly bid Phase 1 of the project and bids were opened on May 12, 2026. Reece Construction is the certified low bidder with a bid of $1,582,000.55. Public Works Director, Jim Kelly recommends the contract be awarded to Reece Construction. Councilmember Heather Watland moved, and Councilmember Rob Toyer seconded the motion to award the 67th Avenue Sewer Interceptor Upsizing project to Reece Construction and authorize the mayor to sign the contract. The motion passed unanimously. Emergency Declaration for Repair of Water Treatment Plant (WTP) High Service Pump Public Works Director Jim Kelly asks for Council approval to allow Mayor to sign a Resolution declaring an emergency to repair a high service pump at the Arlington Water Treatment Plant(WTP). The Arlington WTP has three (3) high service pumps that are used to pump treated potable water from the WTP into the water distribution system. One of the Page 2 of 3 Minutes of the City of Arlington City Council Meeting lure 1, 2026 high service pumps stopped working; the pump motor was running but the pump was not turning. Staff called in PumpTech LLC, the company that rehabilitated the pumps in 2012, to pull the non-functioning pump and assess why it wasn't working. Preliminary assessment indicates that the pump may have a broken shaft. Because this is the City's primary drinking water source, having one of its three pumps out of service compromises the WTP's ability to meet the Arlington community's water demands. Time is of the essence as we need to have this pump and shaft repaired prior to peak water demand season this summer. These pumps are custom built to fit the current motor and discharge head exactly, they have an extremely long lead time to manufacture. Staff is requesting an emergency declaration to waive state bid requirements in order to get the pump repaired and reinstalled as quickly as possible. Discussion followed with Mr. Kelly answering Council questions. Councilmember Tim Abrahamson moved, and Councilmember Nathan Senff seconded the motion to adopt a Resolution declaring an emergency situation exists with the Water Treatment Plant high service pump which authorizes the waiving of competitive bidding requirements necessary for the pump repair. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Nathan Senff detailed his experience attending the first concert at the Smokey Point Community Park. Mr. Senff also acknowledged the recent elementary school tours of City Hall and the Police Department. Councilmember Tim Abrahamson acknowledged and thanked the public for providing their public comments and expressed his appreciation for their involvement. Councilmember Yvonne Gallardo-Van Ornam expressed her appreciation for the small business owners of Arlington. She also thanked the public for providing public comment and expressed her appreciation for their involvement. ADMINISTRATOR & STAFF REPORTS None. MAYOR'S REPORT None. EXECUTIVE SESSION None.
