HomeMy WebLinkAbout2014-022WA1,119A1OV11"NIOW."ImmININ M'-- a I LGJ LAT T94' PER RCW 3 6.70A. 13 0 WHEREAS, the City of Arlington is an optional municipal code City, located in Snohomish County, Washington, duly organized and existing pursuant to the laws of the State of Washington; and WHEREAS, the Growth Management Act GMA of 1990 establishes statew goals, guidelines and procedural requirements to guide the development, coordinatio) and implementation of long range plans; and WHEREAS, the City of Arlington, Snohomish County and other jurisdictions within I Snohomish County adopted Countywide Planning Policies to provide a general framework ATI E the implementation of the GMA in Snohomish County; and 0 WHEREAS, in order to implement the requirements and goals of the GMA the City of Arlington adopted a Comprehensive Land Use Plan and Zoning Code in 1995 with appropriate [�ublic notice, involvement, and environmental review; and WHEREAS, the Comprehensive Land Use Plan, Zoning Code and associated :ievelopment regulations have been amended regularly since adoption with public notice, involvement, and environmental review; and WHEREAS, the Washington State Growth Management Act requires Arlington to review and, if needed, revise the Comprehensive Plan and development regulations by June 30, 2015 to ensure they comply with the requirements of the Growth Management Act; and WHEREAS, the Comprehensive Land Use Plan, Zoning Code and other develoyment regulations are rc-,dew-e-d—?m-d-?-aa based on GMA compliance per RCW 36 70A 130; and WHEREAS, a public participation program has been developed to provide the public with an opportunity to comment on the review and suggest needed revisions to the Comprehensive Plan and regulations; (27-624 SJP/ms) NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARLINGTON, WASHINGTON, DOES ORDAIN AS FOLLOWS: Section 1. You can participate in the comprehensive plan update by reviewing draft documents and providing the City with your feedback, attending public meetings and hearings, and providing the City with oral or written comments. More details regarding the participation process are discussed in PART III (see page 6) of this document. A comprehensive plan is a policy document that provides the City with a framework for managing forecasted growth over the next twenty year 1�eriod (from the date of adoption). The plan outlines how this growth will be accommodated within the City and what that growth will look like, It also gives members of the community an opportunity to have a say in the City's future in terms of its physical development. While the Comprehensive Plan is ultimately adopted by the City Council, it's the Citk�� �ing Commission that has stewardshi3 over the 31an and its content. Local jurisdictions are required by law to have Comprehensive Plans How is the ( omprehensive Plan implenten ted? The Comprehensive Plan provides the foundation for all development regulations found in Arlington's Municipal Code (the AMC). All of the City's development regulations are required to be in conformance with the policies set forth in the Plan (see 1'(A\ Additionally, all City �Lkn (seeR( �V �670,\.120. When the City reviews both public and private development proposals through its permitting process, proposals are reviewed for compliance with both the development regulations and the City's Comprehensive Plan. s I ! f at topics does the ("omprehensive Plan a,,, � !r .\,s? As required by State law (see ' I at "lo, I ' ' i 1) ., the City's Comprehensive Plan contains the following elements: V Land Use. This element covers topics such as geographic land use designations, urban growth boundaries, residential density, land capacity analyses, natural resources, projected population, and future needs. ✓Housing. This element discusses housing inventory, affordability, special housing, and future needs. ✓ Capital Facilities. This element addresses the City's road network, transportation facilities, and needed improvements. V Economic Development. Comprehensive Plans must be periodically updated once every eight years (see R( W 3()L°='t),'1J.�Oj Since Comprehensive Plans are living documents, amendments to Comprehensive Plans can also be made once annually in-between periodic updates. The City of Arlington is required to complete, and adopt, an updated comprehensive plan by June 30, 2015 (see 14AV _Io.70,\ , I I,JintistheCit 'splan fbruptings 6 o'oits Plan? Y Updating a comprehensive plan is a huge undertaking that involves a lot of time, resources, and technical expertise. The City has contracted with Shockey Planning Group to assist in the periodic update of the Comprehensive Plan. The City has also formed an internal committee to oversee the update process. This committee includes city staff from different departments, a member of the City Council, a member of the Planning Commission, and Reid Shockey of Shockey Planning Group. Since City resources are limited, the City's first priority is to ensure the comprehensive plan complies with Washington State Department of Commerce requirements. Also, individual memoranda will be produced for each item in the Comprehensive Plan that needs attention or revision. This will create a record of how each item was addressed and will allow the Staff, Commission, Council, Commerce and the public to discuss them as they evolve. Once the checklist items are completed and the City is comfortable that it is compliant with Commerce guidelines, the changes will be incorporated into an updated Comprehensive Plan.
