Included in this packet are two forms that need to be completed and submitted when requesting water or sewer. These forms and checklist are as follows: Water and Sewer Utility Application Form: A City of Arlington Water and Sewer Utility Application form is used to process both water and sewer availability requests, and/or water and sewer service requests. A City of Arlington Water and Sewer Utility Application form, along with a site plan/sketch of your project is required. These items will assist the Public Works Department in determining whether there is service availability at the project location and if the water and/or sewer system has capacity at the time of the project submittal. Cross Connection Survey Form: The City of Arlington is engaged in a program of locating cross connections between the public water supply and possible sources of contamination. The rules and regulations of the State of Washington Department of Health require that certain premises install backflow prevention assemblies on water supply piping as a condition of water service (WAC 246.290.490). The Cross Connection Survey form is required. This form will assist the Public Works Department in determining whether actual or potential cross connection conflicts exist at your project location, and what type of backflow assembly may be required. There were no approvals for stair installations, which are being installed to access storage in the truss space. The former contractor, Duane Wilcoxon had been advised of this on the previous jobs and it creates a liability since the stairs cannot be constructed per the building code due to rise and run. It is recommended that pull down stairs be installed or roller type portable stairs be provided by the tenant. On 7/18/13 1 went to the job site at 17912 59th Dr. #B for a shear wall inspection and found that 3 stair cases have been installed after the framing was already approved. The plans did not indicate stairs and therefore, were not approved. I advised the contractor that the stairs are not code compliant and were not approved and also reminded him of the conversation the day before. I told him to get rid of the stairs. The intent of this handout is to provide an informative summary of how these fees are assessed. This document is intended to aid in understanding the City of Arlington's Utility Connection Fees, and is not intended to replace or supersede any portion of the fee schedule or the Arlington Municipal Code (AMC). For additional assistance with calculation of connection fees, please call the Utilities Administration office at (360) 403-3626. Frequently asked questions: WhV Do I have to pay water and sewer Connection Fees? The City of Arlington, along with its citizens, invested a lot of capital money to develop the existing potable water, sanitary sewer and storm sewer utility systems. These utilities include: • Sewer Utility - Wastewater Treatment Plant, over 60 miles of sanitary sewer, and twelve lift stations, • Water Utility - Water Treatment Plant, two well fields, three reservoirs totaling over 4.5 million gallon capacity, over 2,000 fire hydrants, and over 55 miles of distribution pipeline. • Storm Utility—600 inlets, 30 miles of storm sewer, over 35 detention/infiltration basins Your connection charges will pay your fair share for installation of this utility system. The basis for the utility connection charges is the "potential impact"your connection will have on the City's water and sewer systems. What are the Utility Connection Fees that l have to paV7 You will have to pay Connection Fees for the utilities required for your development (note— the AMC refers to the Water Connection fee as a Tap-in Fee and the Meter installation Fee as a Meter Connection Fee). There are different components for each connection Fee, these components are listed below. Water Service Sewer Service Storm Service Water Connection Fee Sewer Connection Fee No connection or Meter Installation Fee Side Sewer Inspection Fee development fee Notes: 1. The above Connection Fees do not include any costs associated with construction or installation of the utility service; this must be arranged for and coordinated by the developer or property owner applying for service. Installation of water service to inside the service property line can be arranged for with the Water Utility, the installation cost will vary based on job site conditions. 2. The above Connection Fees do not include any Recovery Fees, if applicable. Utility Connection Fees Pamphlet(August 2009) What should I do with my current on site well and septic system? A condition of connecting to City water and sewer services requires all wells and septic systems be decommissioned in accordance with state and Snohomish County regulations (Arlington Municipal Code Chapter 13 Sec.13.32.040 and 13.32.100). Proof of decommissioning per Department of Ecology standards and evidence of inspection and acceptance by Snohomish Health District must be provided to City of Arlington Utilities Division before service can be activated. If I already have utility service can 1 get a credit? Yes, once you pay a connection fee, you have bought into the City's utility system. A credit will be issued for an equivalent water or sewer ERU connection only — there is no ERU cash refund for a disconnected utility service and the credit must be applied to a new service within one year. How do I calculate my Water and Sewer Tap-in and Connection charges? Charges are calculated based on an Equivalent Residential Unit, commonly referred to as an ERU. An ERU is the amount of service or impact to the water and sewer utility system that would be required from a typical residence. Single family residences will require one ERU, the minimum ERU that is charged to any service. ERU calculations for multifamily, commercial, and industrial services use a multiplier based on use/occupancy type (see table on page 4). Can I get an estimate for my Water and Sewer Tap-in / Water Meter Installation Fee Connection charges?
