I also received a phone message to call Kevin of OSO Plumbing regarding the same project. I was on a conference call with ICC so I was unable to speak with Mr. Frederick so he left his card for me to call him. As soon as the conference call ended I phoned Kevin and he explained that Duane Wilcoxin called him to finish plumbing his bathrooms located in the hangar. When he arrived on site to give him a bid he witnessed that the underground plumbing was already done. He gave Duane a bid to finish the plumbing and was told it was too high so Kevin called State L& I and lodged a complaint regarding plumbing work being done by unlicensed plumbers. I explained to Kevin that there wasn't a plumbing permit issued for the hangar because restrooms aren't required for T-Hangars. They are similar to self-storage units and restrooms are optional. Duane did have a detail on the plans showing a bathroom but was undecided at the time of permit because of the connection fees. The plans were noted that any plumbing would be a deferred submittal. I phoned Duane and he explained that he had the underground plumbing installed when he poured the floor and decided he wanted not one but two bathrooms. I explained to him that he would need to have a plumber pull a permit for the plumbing and he stated that's why he called OSO plumbing. I called Mr. Frederick and left a message on his cell phone. The next day I hadn't heard from him so I sent him an email explaining the issue. Mr. Frederick responded back a few days later via email and said that he would be calling me when he got the chance. On 10/9/12 1 received a call from Earl regarding Duane's water service. Earl explained that he paid for his meter but never raised the meter box so the meter couldn't be set. He has called Duane several times to inform him that the meter box needed to be raised and Duane has ignored him. The water is currently being supplied via the meter stub so Earl had the water terminated. I explained to Earl that Duane was operating under a TCO because utilities and engineering hadn't signed off on the job yet. During my final inspection there weren't any restrooms or plumbing installed so I was unsure why he needed water. Carrie stopped in at 4:30 and wondered if I knew what was going on out at Carrera's and I explained that Earl had the water turned off because of the meter box. She said that Dale was receiving calls from the tenants indicating that they needed water.
