For the next submittal of stormwater management materials, the items listed below should be addressed. The stormwater management measures will then be reviewed again to determine whether all of the requirements are met. A. Per the Stormwater Management Manual for the Puget Sound Basin (Technical Manual), Minimum Requirements #1 through #11 shall be met, including the following: MR#1:Erosion and Sediment Control 1. Stabilization and sediment trapping a. Add the implementation requirement to Note 5: "From October 1 through April 30, no soils shall remain exposed (unstabilized) for more than 2 days. From May 1 to September 30, no soils shall remain unstabilized for more than 7 days." b. Sediment laden water shall be treated by a filtering BMP (e.g. passing through a filter fence) or sedimentation BMP prior to discharge off-site. 2. Delineate clearing and easement limits a. Clearing and easement limits are not indicated. Show and label clearing and easement limits. 3. Protection of adjacent properties a. On the drainage plan, it is not clear how the silt fence shown will intercept runoff from the construction areas. Delineate grading limits and show direction of drainage from construction areas. 4. The written drainage report was not submitted in order for staff to complete the initial review. As per our discussion on August 8, the drainage calculations need to be revised to properly model the existing flows and to account for decrease release rates. The Rational Method is not the preferred method but will be adequate for this site, provided that the existing condition flows are recalculated, as we discussed. The rainfall intensities used on page 2 of the calculations should be divided by 6.0 to derive the peak hour intensitX, which is the value that should be used in the equation instead of the 24- hour total. Also, the developed 2-year storm release rate must be 50% of the calculated existing 2-year storm flow. In addition please provide a brief but complete written drainage report. The written drainage report was not submitted in order for staff to complete the initial review. As per our discussion on August 8, the drainage calculations need to be revised to properly model the existing flows and to account for decrease release rates. The Rational Method is not the preferred method but will be adequate for this site, provided that the existing condition flows are recalculated, as we discussed. The rainfall intensities used on page 2 of the calculations should be divided by 6.0 to derive the peak hour intensity, which is the value that should be used in the equation instead of the 24- hour total. The site currently contains one parking lot, a residence, and lawn area sloped at about ten percent from the cul-de-sac above to N Stillaguamish Avenue and the existing parking lot. The proposed parking will be constructed in at least two stages. • Stage 1 consists of adding two parking areas about 165'by 55' on the East and the West side of the existing residence. The residence would remain usable during this stage. • Stage 2, to be constructed at some undetermined future date would consist of another parking lot approximately 145'by 55 feet in the location of the existing house, and another small lot approximately 65' by 55 feet at the upper eastern portion of the lot. (See Construction Drawings) The proposed stormwater collection and detention system will consist of surface collection and direction of runoff toward parking lot catch basins, which drain into two detention vaults constructed concurrently with each stage of development. The tanks are designed to restrict runoff rates for the various design storms as required by the Manual. Discharge from the tanks is routed through the manhole constructed in Stage 1, south of the existing lowermost lot, through the existing CB in the existing lot, and then into the City of Arlington stormwater collection system found within N. Stillaguamish Avenue right-of- way. Since the project is constructed in two phases, each stage or phase has its own retention system and collection system. Calculations and design of the system for Stage 1, Stage 2, and final stage outlet works are included in the project notebook. 1.2 Applicable Minimum Requirement from Stormwater Management Manual for the Puget Sound Basin 1. Financial Liability Not applicable since all improvements will be on private property and owner acting as general contractor. 2.0 Plot Plan The first sheet of the construction drawings shows the final layout of both stages. Existing contours and site features are shown on the drawing. Final pipe grades, invert elevations, collections system and retention system are shown as well. Final grades for the proposed parking lots are provided by spot elevations at the corners of the lots, and incorporating a standard section for all lots. 3.0 Preliminary Conditions Summary The drainage basin under consideration for this project is delineated on the attached Plot Plan (Figure 1). For the purposes of this project, residences above were assumed to collect stormwater runoff and drain to the street, while the remainder of the lots would provide sheet flow toward the project site. (see Calculations) 5.0 Analysis and Design of Runoff Control Facilities Since Stage 2 is to be constructed at some future undetermined date, the two stages had to contain separate retention systems. However, the controlling value for design release rates was the hydrograph depicting runoff from the entire basin rather than the two separate basins. We elected to utilize half of the 2-year release rate for the total basin as the design release rate. We allowed 70 percent of this to be released during Stage 1 construction and additional 30 percent to be released during Stage 2 construction. These were the factors considered in design of the retention tanks for each stage. (see Calculations) The final design calls for 125 linear feet of 66-inch diameter CMP for Stage 1 (with correction factor applied), and 130 linear feet of 72-inch diameter CMP for Stage 2 construction(with correction factor applied). Each system is released from the flow restrictor to &common manhole constructed in Phase 1 and then through the existing catch basin to the street. Should the two retention systems exceed their 100-year capacity, the overflow will be directed toward the collection system. Some ponding may occur on the lower lot if this occurs. 5.1 Treatment and Source Control BMPs (Best Management Practices) 5.1.1 Source Control BMPs Source Control BMPs for this project were reviewed and selected based upon assumed use equivalent to a business or professional services parking area. The following BMP was selected from the Manual for use on this site: BMP S2.00 Maintenance of Storm Drainage Facilities 5.1.2 Runoff Treatment BMPs Primary concerns for this project relate to control of sedimentation and erosion during construction, permanent sedimentation control through protection of disturbed soils, and prevention of oil drips from parked cars in the parking facilities. Pretreatment was not required on this project. BMPs selected for runoff treatment include the following: BMP RO.05 Spill Control Oil Water Separators (SC Type Separator) 5.1.3 Streambank Erosion Control BMPs 1116RPT1.DOC 4 09/08/98 Detention and streambank erosion control BMPs were selected to limit the amount of runoff to 50% of the predevelopment discharge for a 2-year, 24-hour design storm. The selected treatment and erosion control BMP is an underground detention tank with outlet control device to limit discharges into the storm drain system. BMP RD.15 Wet Vault/Tank 5.2 Streambank Erosion Control Requirements The Stormwater Management Manual for the Puget Sound Basin(Manual), requires that redevelopment of a site limit peak rates of runoff from a 2-year, 24-hour design storm to 50 percent of the undeveloped condition. Peak runoff rates for the 10-year, 24-hour and 100-year,24-hour design storms must also be limited to the undeveloped condition. Ongoing maintenance should be fairly simple for this project. The following are recommended maintenance procedures: Retention Tanks 1. All sediment and debris shall be removed from the storage area when the accumulated sediment depth exceeds 6 inches. 2. Access covers shall remain capable of removal by one person. 3. Access ladders shall remain safe for access. Catch Basins 1. Where erosion is evident, stabilize the slope with mulching or by covering with plastic sheeting as necessary. ❑ Dewater open excavations and trenches, making sure that pump effluent is passing through sediment control BMPs. 4. When rainfall has not occurred, these activities should be perfomed weekly. 5.
