No cold-water hose bibbs shall be provided inside the warehouse unless protected with a backflow (RPBA). Approved job copy
shall be onsite for inspections. Adhere to approved plans. Call for inspection.

CODE SUMMARY (DRAFT)
Dear Eddie,
This letter summarizes The Fire Consultants, Inc. (TFC) findings regarding the National
Carwash Solutions (NCS) car wash chemical storage warehouse in Arlington,
Washington. The applicable codes for our review are the 2021 International Building
Code (IBC) and the 2021 International Fire Code (IFC) with Washington State
Amendments (WAC 51-50 – WSBC and WAC 51-54 - WSFC). TFC understands the
NCS facility will be used to store potentially hazardous materials and does not include
any use (filling or dispensing) of hazardous materials. All materials are stored in closed
containers. We understand the existing building is one-story in height, 168,494 square
feet in area, and is protected throughout by an automatic sprinkler system. The
proposed NCS tenant space is approximately 31,825 square feet. The H-4 storage
room is approximately 6,000 square feet.
TFC was provided a materials inventory and Safety Data Sheets (SDS) for the
proposed materials stored. Materials were classified as defined in Chapter 3 of the IBC.
The proposed inventory amounts are 27,533 gallons of corrosive liquids, 7,681 Class
IIIB combustible liquids, 1249.5 gallons of Class IIIA combustible liquids, and 120
gallons of Class 2 oxidizer. A detailed list of classified materials can be found in the
appendix of this letter report. The proposed amount of corrosives appears to exceed
the exempt quantities from Table 307 of the IBC. As a result, the project should be
considered a Group H-4 (hazardous) occupancy and the following requirements would
apply. Class IIIB combustible liquids and Class 2 oxidizers fall beneath allowable
amounts in Section 307 the IBC. Class IIIA combustible liquids will require flammable
storage cabinets to fall beneath the allowable amounts (1320 gallons) of Section 307 of
the IBC.

ARLINGTON CODE SUMMARY
Building Code Requirements
1. IBC Section 506: Allowable area for a single story noncombustible, nonrated
(Type IIIB) construction type building is 70,000 square feet. If the building
otherwise meets the allowances for an unlimited area building then the aggregate
area of the Group H-4 occupancy area cannot exceed 10% of the building area.
This should be confirmed by the designer of record. The aggregate area of the
Group H-4 also cannot exceed 70,000 square feet and is required to be located
at the perimeter of the building.
2. IBC Section 508: A 1-hour fire barrier separation is required between Group H-4
and Group B, F-1, or S1 occupancies when the building is fully sprinklered.
3. IBC Table 1006.2.1: An additional exit from the Group H-4 space is required if it
has more than 10 occupants.
The following requirements from the IFC are related to the Group H-4 occupancy where
the amounts of corrosive liquids will be stored in excess of the maximum allowable
quantities (MAQ) specified by the code.
4. IFC Section 5001.5 requires permits for hazardous materials in excess of the
maximum allowable quantities. This includes a management plan and inventory
statement.
5. IFC Section 5003.5 requires hazardous identification signs per NFPA 704.
6. IFC Section 5003.9 requires training, procedures, fire department liaison,
security, protection from vehicles, and separation of incompatible materials.
7. IFC Section 5004.2 requires spill control and secondary containment.
Secondary containment should be sized for the largest container plus 20 minutes
of sprinkler water flow. Secondary containment should be sized with a minimum
of 13-inch curb heights. The containment should contain approximately 36,000
gallons based on 20 minutes of sprinkler water flow with k25.2 ESFR sprinklers
flowing 1616 gpm over the design area of 12 sprinklers. This calculation also
assumes subtracting 90 four foot by four foot (4’ x 4’) pallets being stored on the
floor within the room.
8. IFC Section 5004.3 requires mechanical ventilation, or natural ventilation where
shown to be acceptable, for the materials stored and approved by the local fire
official. As indicated in the IFC code commentary, natural ventilation is
acceptable when vapors are maintained in a way that lower flammability limits
(LFL) and permissible exposure limits (PEL) limits are not exceeded. NCS has
indicated all storage containers are closed and the materials have a vapor

density of less than one which will not result in off gassing if accidentally spilled
or leaked. See NCS letter in the appendix to this analysis.
9. IFC Section 5004.5 requires sprinklers to be designed for NFPA 13 Ordinary
Hazard Group II (OH2) with a design area of 3,000 square feet or greater. The
requirements for rack storage, if utilized, may be greater.
10. IFC Section 5004.7 requires standby power for mechanical ventilation if
provided/required.
11. IFC Section 5004.9 requires an emergency alarm system.
12. IFC Section 5404.1 requires liquid tight floors.

RE: NCS Class 8 chemicals in Arlington, WA
To Whom It May Concern:
This letter is for the purpose of addressing National Carwash Solutions (NCS) diligence regarding its
Class 8 chemical safety. The Class 8 corrosives manufactured by NCS are not classiï¬ed as
inhalation hazards. The location at 17216 51st Avenue, Arlington, WA will only be used for storing
NCS chemicals for distribution. These chemicals are stored in closed containers. Therefore no
ordinary activities at the facility will involve manufacturing or open chemicals. If a container was
compromised resulting in a spill, the chemicals have vapor densities that are greater than 1 and
thus will not o -gas into the breathing zone. Since these chemicals do not o -gas into the breathing
zone, no further ventilation with backup generators would be necessary for storage.
