WHEREAS, the City of Arlington has solicited and received bids from three qualified
contractors for the City of Arlington 2012 Traffic Lane Striping Project (hereinafter the
"Project"); and
WHEREAS, the City requested three separate bids for separate work tasks explained as
"Painted Striping", "ThermoPlastic Striping" and "Raised Pavement Markings"; and

NOW, THEREFORE, the City Council of the City of Arlington, Washington do hereby
resolve as follows:
I . The City Council finds as follows:
R. The City of Arlington has sought bids from three qualified contractors to
complete the work detailed in the Project;

The City Council further finds that, while public entities are obligated to
and should normally accept a low bid, in some cases accepting a low bid
from a contractor who has unsatisfactorily completed a previous painted
traffic lane striping project could lead to additional unsatisfactory work
and possible dangerous traffic conditions for the public.
d. That the City does have an Inter -Local Agreement with Snohomish
County for various public works and maintenance projects, including the
application of Painted Traffic Lane Striping.
2. Based on the foregoing findings, the City Council hereby rejects all bids
submitted for the Painted Striping portion of the Project and directs the City of
Arlington Public Works Department to contract directly with Snohomish County
per the existing Inter -Local Agreement for the Painted Striping portion of the
Proj ect.
