The asphalt roof coating may be heated with acceptable heating equipment, no higher than 120 F. at holding tank. 4 .04 EXPANSION JOINTS A. Contact Malarkey for specific application details. 4 .05 WATER CUT-OFFS A. Divide roof area into areas as specified. B. Water cut-offs shall be one layer of No. 501 base sheet embedded in a layer of asphalt. 4 . 07 ROSIN PAPER APPLICATION A. Loosely tack rosin paper in place, using 2" side laps and 611 end laps. Apply over all wood nailing surfaces before application of the base sheet. 4 . 08 BASE SHEET APPLICATION A. Specified base sheet shall be mechanically fastened to deck with Simplex type nails and caps, per requirements of Malarkey Roofing. Side lap fasteners shall be 9" O.C. , placed within 2" side lap. Fasteners in field shall be placed in two rows, with each row 1311 in from the edge of the sheet, 18" C.C. , offset 9" from each other. 4 . 09 INTER PLY APPLICATION A. Spray, squeegee or broom 2 1/2 gallon minimum of fluid continous asphalt roof coating onto base sheet. Roll inter- ply of 501 into coating, assuring adhesion with light brooming if necessary. Avoid foot traffic immediately after application. Ply sheets shall be shingled in, free of wrinkles or f ish.mouths. Side laps shall be 211 . End laps shall be minimum of 6 inches and offset a minimum of 12" inches apart. B. Shall be lapped so water flows over or parallel to, but never against the laps. C. shall be installed specific to the system. 4 . 10 VALLEYS A. Valleys shall receive an extra ply of No. 501 base sheet. B. This extra ply shall be at least 36 inches wide and extend at least 12 inches up the inclines of the valley. C. This extra ply shall be laid prior to the application of the roofing plies. 4 . 11 CAP SHEET APPLICATION A. Cut 601 cap sheet into maximum 18 foot lengths. Allow to relax minimum of one half-hour. Mayor Kraskd closed the hearing and reopened the regular meeting. Cristy Brubaker, in response to question from the Council, reviewed the purpose of the conditional use permit request. Councilmember Tepfer suggested that the retaining wall be subject to SEPA review and only become a part of the site plan after staff review determines that the wall is acceptable. There was discussion regarding the retaining wall, site parking, attendance reports, probable significant environmental impacts and status of the conditional use permit if the retaining wall is deleted from the site plan. It was moved by Councilmember Tepfer, seconded by Councilmember Randall, to approve the conditional use permit as recommended by the Planning Commission with the deletion of the retaining wall from the conceptual site plan. There was some further discussion regarding the retaining wall. It was noted that any construction would be required to meet all city codes and regulations. The motion was voted upon. Councilmembers Tepfer and Randall voted aye. Councilmembers Smith, Larsen, Caldwell, Hagenston and Regan voted no. The motion did not carry. Dear Reverend White, Congratulations on your newly remodeled church and anticipated parking expansion. I 'm pleased to submit this report with respect to the existing soil conditions adjacent to the proposed rockery within the new parking area. . Surface and subsurface soil conditions were inspected during a site visit on 6/23/1994 . Shallow hand explorations generally encountered a loose gravely top soil 6-8" deep, unlain with very dense,silty, glacial till. In addition visual inspection revealed the sloped area to be well consolidated which confirmed the findings of the 5/4/1994 soil report by Sundin Soil Services . The integrity of the slope behind the proposed rockery is historically very stable. According to our discussion the slope has experienced very little erosion within the past 20 years and remains basically unchanged. No ground water seepage was observed from the exposed slope surface. Only minor surface run-off is anticipated from the grassed areas above. CONCLUSIONS AND RECOMMENDATIONS It is my opinion with respect to the north parking area expansion, that construction of a rockery at a nominal height of 8 ' or less, is feasible given the existing soil conditions as described. Rockeries greater than 8 ' will require a separate analysis, and are not recommended. Rockeries should be installed per standards accepted by the Association of Rockery Contractors, and local, state, and national safety regulations. ,. I I I Based upon my observations, the site slopes are stable and should remain so, provided the following recommendations are implemented: 1 ) Cuts should not exceed 8 ' height. 2 ) Installation of rockeries should be done during dry weather, if possible. 3 ) Disturbance of the slope should be minimized to reduce potential slope erosion and movement. Damaged vegetation should be immediately replanted and maintained. 4 ) Excavated soils from slopes should not be reused for rockery backfill. Backfill is to be a free-draining structural fill containing no organics. The fill should contain no more than ( five) 5% silt or clay particles and have no particles greater than 4" . 5 ) A 4" rigid PVC footing drain shall be placed behind the rockery and surrounded by at least ( 6) six inches of 1 " minus washed rock wrapped in non-woven geotextile filter fabric. The drainline will be connected into the existing storm system. 6) Surface water should be directed away from the top of the slope where possible. LIMITATIONS This analysis is based upon site conditions at the time of the site visit done 6/24/1994,with the assumption that soils observed are representative of subsurface conditions for the entire slope area. If conditions encountered during excavation vary significantly from those described , I should be contacted immediately to reconsider recommendations as necessary. I conducted a side slope soil analysis on the exposed excavated existing slope on the east side of the church's north parking lot. Two sites on the face of the excavated soil were visually and texturally inspected . Both sites appeared to have almost identical characteristics which follow: 0-6' Brown Cob. Gray. Silt Loam. Soil is lightly compacted and transmits water very poorly. Soil structure is massive and only slight erosion was exhibited on the surface after apparently many years of exposure.
