A RESOLUTION REGARDING THE ANNEXATION OF PROPERTY
KNOWN AS THE HILLTOP SPORTS ANNEXATION
WHEREAS,the City Council of the City of Arlington has reviewed the proposed annexation
of property known as the Hilltop Sports annexation; and
WHEREAS, on November 1, 2010, the City Council held a meeting and set the public
hearing date on the Hilltop Sports Annexation for November 15, 2010; and
WHEREAS,the City Council held a public hearing on November 15,2010,to hear testimony
concerning the annexation of the property; and
WHEREAS,the City Council reviewed the staff report on the annexation; and
WHEREAS,the City Council believes annexation of the property with adoption of the city's
Land Use Designation of General Commercial pursuant to the Comprehensive Plan and a Zoning
Designation of General Commercial is appropriate and achieves the goals of the GMA; and
WHEREAS, the City Council believes that the annexation of the property is financially
feasible,is appropriate under the Growth Management Act(GMA),and is in the best interests of the
City; and
WHEREAS,the City Council desires to have the issue of the proposed annexation considered
by the Snohomish County Boundary Review Board as expeditiously as possible, in the interests of
the citizens of the City of Arlington and the residents and business owners of the annexation area;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ARLINGTON, WASHINGTON, AS FOLLOWS:
1. City staff is hereby directed to prepare and submit a Notice of Intention to Annex the property
described in the Hilltop Sports annexation petition, together with the supporting materials
and information required by law, to the Snohomish County Boundary Review Board
forthwith.
2. The properties shall have the land use designations and zoning designations as shown on
Exhibits A and B, map of the Hilltop Sports annexation area.
3. The properties included in the annexation shall assume their proportionate share of the City's
indebtedness.

HILLTOP SPORTS
AREA TO BE ANNEXED INTO THE CITY OF ARLINGTON
That portion of the Northwest quarter of the Northwest quarter and the Northeast
quarter of the Northwest quarter of Section 25, and the Southwest quarter of the
Southwest quarter and the Southeast quarter of the Southwest quarter of Section 24,
Township 31 North, Range 5 East of the Willamette Meridian, described as follows:
Beginning at the Northwest corner of the East half of the Northwest quarter of
the Northwest quarter of said Section 25;thence South 00°34'34"West, along
the West line of said East half, a distance of 1328.57 feet to the Southwest
corner of said East half of the Northwest quarter of the Northwest quarter;
thence South 89°03'55"East, along the South line of the North half of the
Northwest quarter of said Section 25, a distance of 937.57 feet to a point on the
Easterly margin of SR-9, as shown on sheet 18 of 21 sheets,of the Right of
Way and Limited Access plans of SR-9, Lake Stevens to Arlington,dated July
12, 1955, on file with the Washington State Department of Transportation, in
Olympia,Washington;thence North 00003'05"East,along said Easterly margin
of SR-9,a distance of 938.71 feet to a point of transition spiral of said Easterly
margin;thence along said transition spiral, a=1, L'=1.0,de=0°30',to the left,a
distance of 100.65 feet to the point of curve of said Easterly margin, said point
of curve bears North 00°07'05"West a distance of 100.65 feet from said point of
transition spiral, and at said point of curve the radius point of said curve bears
South 89°33'05"West;thence along said curve, to the left, having a radius of
5804.67 feet,through a central angle of 3*14'11", an arc distance of 327.89 feet
to a point on the intersection of said Easterly margin of SR-9 with the North line
of the South 35.00 feet of the Southeast quarter of the Southwest quarter of
said Section 24;thence North 89°15'32"West, along said North line,a distance
of 250.40 feet to a point on the East line of the Southwest quarter of the
Southwest quarter of said Section 24;thence South 00*35'52"West,along said
East line,a distance of 5.00 feet to a point on the North line of the South 30.00
feet of the Southwest quarter of the Southwest quarter of said Section 24;
thence North 89'15'32"West, along said North line, a distance of 662.21 feet to
a point on the West line of the East half said Southwest quarter of the
Southwest quarter; thence South 00°34'34"West, along said West line, a
distance of 30.00 feet to the Point of Beginning.
Containing 29.07 acres, more or less.
