Building Comments : 1 . I have revised the typical restroom details to meet the 2003 IBC/ANSI codes. Please see the attached details for compliance. 2. The existing conditions at the crawlspace do not meet current codes, but have remained in good condition. We plan to place 6 mil V.V.B. under the existing floor where physically possible. The attic ventilation has been designed by AES, Inc. . Please refer to the attached calculations for the proposed system. 3. The Hogan shell has been designed for three to four tenant spaces with two exits to the front and two to the rear. The exits planned will accommodate various types of tenants in the future. At the present time a separate permit will be required for the City of Arlington's Plan Center. A floor plan is currently being designed within the existing shell and will need to be reviewed under the tenant improvement permit. 4. The ceiling plan will be designed along with the Permit Center floor plan and will need to be reviewed under the tenant improvement permit. 5. The building will be equipped throughout with an automatic sprinkler system in accordance with IBC Section 903.3.1 .2. . This eliminates the need for draftstoping. Fire blocking will be added at all concealed spaces. I have attached a copy of IBC Section 717 for the owner's information. 6. The awning and attachments will be detailed by Baker Engineering. Shop drawings will be submitted to the city prior to construction. Public Works Engineering Division Comments : 1 . I have revised the detail for the asphalt section eliminating the reference to the civil engineer. The existing connection was damaged when the City of Arlington placed a gas line in the alley. Rich Hogan has requested help from the city and has also asked Aman Construction from Marysville for the exterior work at the building. They are licensed and bonded. We will apply for a R. It calls for 3" Class `B' asphalt ((2) lifts required) on 6" crushed surfacing top coat. The curb detail 2/A2. 3 doesn't apply to this project. 4. There has been discussion to move the riser room to the east side of the building and connecting to the water main at the southeast corner. Public Works Utilities Division Comments : 1 . I have forwarded the comments 1 thru 5 to our Mechanical Engineer A.E. S. Services, Inc. . A mechanical permit will be applied for separately from the shell permit . PACR Comments : 1 . The comments addressed in this letter will be address during the tenant improvement stage of this project. Fire department Comments : 1 . The Fire Sprinkler system will be permitted separately and designed and installed by a licensed contractor. The only portion being installed during the shell construction will be the connection to the riser room. This will also. require a separate mechanical permit for your review along with a R. Electrical and computer wiring should be installed along all the internal and external walls for future redesign of cubicle layouts. Especially important along window areas where desks will be located. Will the small conference rooms need to be framed in for soundproofing, or will those suggestions be addressed during tenant improvement phase? After consultation with Jim Kelly, Public Works Director, we have concluded that the building use is classified a "general office" and a building permit has already been issued. Based on that determination, there are no impact fees due for transportation and $25,400 due for utility hook-up fees. In the future, if there is a change in building use to a more water intensive use (i.e.: restaurant, laundry, etc), the new owners or occupants will be subject to potential additional fees. The fees will be calculated based on the difference between general office use and the more intensive use. If you have questions, please contact us. Thank you. Pursuant to AMC §20.46.020, the Design Review Board has jurisdiction over the design review of this project. D. FINDINGS The following findings are made based on the project description and the guidelines of approval \\Engineering\Planning User Documents\ypage\Hogan DR-05-009\Hogan DRB Decision.doc yjp;3/16/05 Page 1 of 2 i I Design Review Decision March 16. 2005 Hogan Buildina DR-05-009 1. Water/sewer fees have not yet been paid for the Tennant Improvements for this building. The fees for the proposed use as a medical clinic/drug treatment/counseling center were calculated at 12,OOOsf as follows: 12,OOOsf x(0.5 ERU per 1,OOOsf)=6.00=6 ERU. There were 2 existing retail businesses on a 5/8" meter before the tenant improvements were begun, therefore credit will be given for 2 ERU which leaves a total of 4 ERU on one 5/8" meter. Currently the fees for 4 ERUs (Equivalent Residential Units) are as follows: 1) Water Tap-in 4 ERUs @$4,300.00 ea $17,200.00 2) Sewer Tap-in 4 ERUs @$8,400.00 ea $33,600.00 Total for 4 additional ERUs $50,800.00 Attached is a handout explaining the water and sewer connection fees for the City of Arlington per Arlington Municipal Code Title 13.
