WHEREAS, the Developer proposed the construction of the above-described
"Subject DeveIopment"; and,
WHEREAS, certain reports and other documents have been prepared by or on
behalf of the Developer identifying certain impacts to the highway facilities of the State if
the Subject Development were to be constructed;and,
WHEREAS, Developer and the State agree that identified traffic impacts arising
from the construction of the Subject Development will have significant adverse
environmental impacts on State highway facilities if these impacts are left unmitigated;
and,
WHEREAS, the Developer and the State recognize the State's authority under
RCW 43.21C.075 (State Environmental Policy Act) to appeal or otherwise challenge the
determinations of local government pertaining to the non-significance of developments
which in fact have unmitigated impacts upon the state highway facilities; and,
WHEREAS, the Developer and the State desire to mitigate impacts to the State highway
facilities identified in various reports concerning the Subject Development by the

Developer contributing the sum of money indicated below, which the Developer and the
State agree is Developer's pro rata share of contribution to projects which would mitigate
impacts to the State highway facilities caused by the Subject Development, and the
cumulative effect of the Subject Development with other developments.
NOW, THEREFORE, the Developer and the State hereby agree to do the
following:
DEVELOPER'S RESPONSIBILITIES
1. The Developer has been offered the option of constructing improvements to State
highway facilities to mitigate the identified impacts thereto, and has elected to pay a
pro- rata share of the cost of the mitigation in lieu of constructing the improvements.
This development impacts SR 531 corridor with 13 Average Daily Trips (ADT) for
Phase 1 and 7 Average Daily(ADT)for Phase 2 projects are calculated as follows:

2. Prior to the issuance of the building permit for the subjc>c-t development, the
Developer Agrees to pay directly to the State the above mitigation fee of$3,527.20
at the following address:

3. The Developer agrees that this sum represents Developer's proportionate share of
mitigation costs to mitigate identified impacts caused by the Subject Development.
STATE'S RESPONSIBILITIES
Upon receipt of the $3,527.20 payment, the State agrees that impacts to the State's
highway facilities by Developer's proposed Subject Development are deemed mitigated,
and the State hereby waives any right to appeal-the approval of this project.
IT IS AGREED and understood that this agreement shall be a binding and
continuing obligation upon Developer and all successors in Title to the property which is
the subject of this agreement.

Dear Linda&Dave,
I am sending your two sets of corrected drawings for the above listed project. I have revised the
drawings per your letter dated October 27, and my responses are as follows:
GENERAL
I. The correct occupancy classification for an aircraft hangar is S-2...
See revise allowable building area calculation on Sheet A-1 for revise occupancy class.
2. An Occupant's Statement of Intended Use must be submitted and approved prior to issuance
of the permit. (attached) The building does not allow any form of spray painting.
See completed Occupant's Statement of Intended Use. Also see Sheet A-2 for note #6
prohibiting any form of spray paints.
3. Landings are required at all exterior doors. Please revise the drawings.
Please see Sheet A-1. Building has sidewalk north, east and west sides of the building
and tarmac all along the south side.
4. All heating equipment shall be placed in another room separated by 2-hour fire resistive
construction. EXCEPTION: Unit heaters shall be placed 10 feet above the highest portion
of aircraft permitted in the hangar.

4. The assembly shall appear on the State of Washington Department of Health list of approved
assemblies.
See revised sheet A-1 for Backflow Assembly notes.
5. The assembly shall be tested by a State of Washington certified Backflow Assembly Tester, at
the owner's expense.

6. Provide a copy of the test report prior to calling for inspection. The City of Arlington Water
Department shall inspect the Assembly after it has been tested.

8. Complete and return the Utility forms sent to Gary Parkinson on October 4, 2005.

Phase II Hangars to be completed this week.

Please see revised Sheet A-2 for unit heater locations and restriction. Unit heaters shall
be placed at 25' above finished floor. This will allow aircraft up to 15' high to park in
the hangar and still be in compliance.
5. Floor surfaces shall be graded and drained to prevent water and fuel from remaining on the
floor.
See revise Sheet A-2 for sloped slab and floor drain information to comply w/IBC sec.
412.2.3.
6. There appears to be vented windows at the second floor level on sheet A3 east elevation...
Please note that upper level windows are inoperable (fixed). Only lower level windows
are operable. No second floor levels or mezzanine are proposed for this building.
7. The glazing adjacent to the door shown on the east elevation should be safety glazing.
See revised sheet A-3 for safety glazing locations.
8. A striped access lane must be provided from the accessible parking space at the adjacent
building to the new building or an additional space provided for this building.
See revise sheet A-1 for striped access lane from the adjacent building to the proposed
building.
9. The slope of the accessible curb cut should be 1:12 since there appears to be less than 48"
at the top of the ramp. ANSI figure 406.4...
Slope of the accessible curb cut shall be 1:12. See revised sheet A-1 for ramp detail.
STRUCTURAL
1. The hangar doors must be submitted for review. I have listed this as a deferred submittal.
Hangar doors shall be submitted separately under a deferred submittal. See list of
deferred submittal items on sheet A-1.
2. The structural drawings should be changed to reflect the correct building code and design
criteria.
See design criteria on revised structural sheet S-1.
UTILITIES
1. Install an RPBA (reduced pressure back- ow assembly) immediately after the water meter
per City ofArlington standard...
See utility sheet C7 note #8 for RPBA information. Also see revised sheet A-1 for
Backflow Assembly notes. We propose the RPBA to be installed in the building.
2. For afire sprinkler with out chemical addition install a DCVA or DCDA.
See utility sheet C7 for DCDA assembly location.
3. For the irrigation system a new separate main line tap and metered service will be required.

We have reviewed the building plans and we would like the following note included somewhere on the
plans:
"Contractor, at the time of construction, is required to supply markings for any tall construction
equipment such as cranes that may be used. The markings supplied should be flags, minimum size 3'
x 3' in dimension with an international orange and white checkerboard pattern utilizing 1' x 1' squares.
The flags need to be placed on the highest part of the equipment to serve as a visual warning to pilots.
Any equipment such as cranes needs to be lowered at night."

Dear Mr. Anderson:
We have completed our review of the Johnson Hanger#2 building. The plans are in
substantial compliance with the 2003 International Building Code and the 2003 IMC.
The plans are approved and are being returned with our indication of review on
them. Please note the changes to the plans as stated below:
NONSTRUCTURAL
1. The correct occupancy for an aircraft hanger is S-2. Section 311.3. 1 have
indicated this and the minimum (without any increases) allowable area of 26,000
sf on Sheet Al. The floor plan complies.
2. The glazing adjacent to the door shown on the East elevation (Sheet A3) should
be safety glazing.
3. A striped access lane must be provided from the accessible parking space at the
adjacent building to the new building or an additional space provided for this
building.
4. The slope of the accessible curb cut should be 1:12 since there appears to be
less than 48" at the top of the ramp. ANSI Figure 406.4. 1 have revised Detail
4/A1.3.

after the water meter per City of Arlington standard before any branch
connections to the domestic service; provide freeze protection. Alternately
the RPBA can installed inside the building in a mechanical room. If the
RPBA is installed inside, provide adequate room for testing, maintenance,
repair and drainage. Any branch connections between the water meter
and the RPBA must have a backflow preventer installed. The drawings
must reflect the location assembly.
2. For a fire sprinkler with out chemical addition install a DCVA (Double
Check Valve Assembly), or DCDA (Double Check Detector Assembly).
For a sprinkler system with chemical addition a RPBA or RPDA (Reduced
Pressure Detector Assembly) will be required. Indicate on the drawings
the location of the backflow.
3. For the irrigation system a new separate main line tap and metered
service will be required. The DVCA is to be installed after the meter before
any branch connections.
4. The Assembly shall appear on the State of Washington Department of
Health list of approved assemblies.
5. The Assembly shall be tested by a State of Washington certified Backflow
Assembly Tester, at the owner's expense.
6. Provide a copy of the test report prior to calling for inspection. The City of
Arlington Water Department shall inspect the Assembly after it has been
tested.
7. Additional fixture isolation assemblies may be required upon final
inspection.
8. Complete and return the Utility forms sent to Gary Parkinson on October
4, 2005.
Two sets of corrected drawings should be resubmitted for review along with a
narrative indicating the change and addressing the location of the change on the
drawings.

My question is when will I receive the deferred submittals for the HCI structural Drawings and Calculations and the Hangar
Door Structural drawings?
The foundation needs to be review for compliance with the structural drawings for anchor bolt placement and footing sizes.

All individual inspectors to be employed on this project will be WABO certified for the type of inspection they are to perform. If inspection
is for work that is not covered by the WABO categories, a detailed resume of the inspector and firm must be submitted.The resume
must show the inspector and firm are qualified to perform the work and testing required by the project design and specifications.
The work shall be inspected for conformance with the plans and specifications approved by the City. Revisions and addenda sheets will
not be used for inspection unless approved by the City.The special inspector shall report to the City revisions that are not approved.
A daily record will be maintained on site itemizing the inspections performed,for the review of all parties.Any nonconforming items shall
be brought to the immediate attention of the contractor for resolution.A weekly shall be submitted to the City; detailing the inspections
and testing performed, listing any nonconforming items and resolution of nonconforming items. Unresolved nonconforming items will be
detailed on a discrepancy report and presented to the building department.
A final report shall be submitted to the Building Division prior to the Certificate of Occupancy being issued.This report will indicate that
inspection and testing was completed in conformance with the approved plans, specifications and approved revisions and addenda.
Any unresolved discrepancies must be detailed in the final report.
The special inspector and special inspection firm serve in the role as"deputy"City of Arlington inspectors and as such are responsible
to the City of Arlington Building Division in the performance of the required work.

The contractor shall provide the special inspector or agency adequate notification of work requiring inspection.
The City approved plans and specifications must be made available,at the job site for the use of the special inspector and the City
Inspector.The contractor shall maintain all daily inspections reports,on site,for review.
The special inspection functions are considered to be in addition to the normal inspections performed by the City and the contractor is
responsible for contacting the City to schedule regular inspections. No concrete shall be poured or other work covered until approved
by the City Inspector.
Building Division:
The Building Division shall review any revisions and addenda.Approved copies will be given to the contractor to maintain as part of the
approved plan set.
The City Inspector will monitor the special inspection functions for compliance with the agreement and the approved plans.
The City Inspector shall be responsible for approving various stages of construction to be covered and work to proceed.
Design Professionals:
The architect and engineer will clearly indicate on the plans and specifications for the specific types of special inspection required, and
shall include a schedule for inspection and testing.
The architect and engineer will coordinate their revisions and addenda process in such a way as to insure all required City approvals
are obtained,prior to work shown on the revisions being performed.
Owner:
The project owner, or the architect or engineer acting as the owners agent,shall employ the special inspector or agency.
ENFORCEMENT:
A failure of the special inspector or firm to perform in keeping the requirements of the IBC,the approved plans and this document may
void this agreement and the Building Officials approval of the special inspector. In such case a new special inspector and/or firm would
need to be proposed for approval.A failure of the design and/or construction parties to perform in accordance with this agreement may
result in a STOP WORK notice being posted on the project,until nonconforming items have been resolved.

The following conditions must be met prior to issuance of the building permit:
1. All development shall be in substantial conformance with the approved land use
development site plan received August 28, 2003, subject to any conditions or
modifications that may be required as part of the site civil drawing review process.
2. The developer shall submit payment of the following estimated City of Arlington impact
fees (based on approximately 14,700 square foot hangars in Phase I and approximately
10,680 square foot hangars in Phase II): Traffic at $1,038.00 per p.m.-peak-hour trip,
which is 2, or $2,076.00, which divided between the 2 hangars equally would be
$1,038.00 and $1,038.00 respectively.
LI�'` �Cr 3. The developer shall pay transportation impact fees to WSDOT, and the developer shall
I/ submit to the City of Arlington proof of payment of the required fees. (NOTE: Snohomish
` . County has stated that no County traffic mitigation is required for this project.)
I� 14. The developer shall clear all outstanding Planning Division land use and Engineering
ivision permit-processing accounts with the City. (As of this date, there is sufficient
balance in the account to allow the developer to clear the account.)
In addition, all of the conditions of the Johnson Hangars Minor Development Permit (File MN-
03-061) shall apply to the development of the property.
