The issuance or granting of this permit shall not be construed to be a permit for, or approval of, any violation of this
Code or any other ordinance or order of the City, of any state or federal law, or of any order, proclamation, guidance
advice or decision of the Governor of this State. To the extent the issuance or granting of this permit is interpreted to
allow construction activity during any period of time when such construction is prohibited or restricted by any state or
federal law, or order, proclamation, guidance advice or decision of the Governor of this State, this permit shall not
authorize such work and shall not be valid. The building official is authorized to prevent occupancy or use of a
structure where in violation of this Code, any other City ordinances of this jurisdiction or any other ordinance or
executive order of the City, or of any state or federal law, or of any order, proclamation, guidance advice or decision of
the Governor. The building official is authorized to suspend or revoke this permit if it is determined to be issued in
error or on the basis of incorrect, inaccurate or incomplete information, or in violation of any City ordinance, regulation
or order, state or federal law, or any order, proclamation, guidance or decision of the Governor.
It is unlawful to use or occupy a building or structure until a final inspection has been made and approval or a
Certificate of Occupancy has been granted. This permit authorizes only the work noted and covers work to be done on
private property only. Any construction on public domain (curbs, sidewalks, driveways, marquees, etc.) will require a
separate permit. The property owner shall ensure that the construction project complies with all applicable zoning
codes and regulations.
The property owner shall also ensure that the construction project does not cause any adverse impact on the
surrounding environment or community. The property owner shall be responsible for obtaining all necessary permits

1.07 WARRANTY

PART 3 - EXECUTION
3.01 EXAMINATION AND PREPARATION
A. Verify that wall, floor, and other finishes are prepared and ready for installation of
fixtures.
B. Confinn location and size of fixtures and openings before rough-in and
installation.
C. Rough-in fixture piping connections in accordance with minimum sizes indicated
in fixture rough-in schedule for particular fixtures.
3.02 INSTALLATION
Craigmont, Glenwood, River Vista II, Willow Run, &Wrobliski Manor- Hot Water Tank Replacements
3. Modify plumbing and electrical as required for new equipment.
Otherwise, connect to existing.
4. Install per manufacturer's instructions, AHJ, and code requirements.
B. Special consideration
1. In some units, pressure relief valve piping appears to exist but may not be
connected, verify. Connect new tank PRV to existing lines where
applicable.
2. Where existing shelving conflicts with installation, HASCO will remove
shelf, modify, and reinstall as applicable.
3. Where other elements conflict, notify HASCO rep.
4. Upon submission and approval of contractor's schedule, HASCO will
notify tenants and work to clear the space for the contractor's work.
5. All work under the base bid scope is subject to Washington State
Residential Prevailing Wage Rates.

Hello,
The fees are established by the Building Official and adopted by City Council. Permit
fees generally recover costs associated with reviewing, processing and inspecting
permit applications.The most recently adopted fee resolution is attached to this email
for your reference. The price invoiced per unit total would be similar to the cost if it were
all on one permit as the fees would still remain. This project requires separate permits
for each unit though. The permits will not be valid until the fees prescribed have been
paid.

This project serves low-income housing, and the permitting approach should be
evaluated for compliance with RCW 36.70A.540 - RCW 82.02.020 -The Growth
Management Act.
RCW 82.02.020 and RCW 43.21.C.428 states that permit fees must be reasonable and
tied to the city's actuator anticipated costs. It is not intended to generate surplus
revenue.
Given this is a like for like replacement with no additional structural or code changes,
wouldn't you treat all 13 water heaters as a single plumbing permit (bundle) or single
permit per property because there is no cause for plan review, and inspection efforts do
not meaningfully increase per unit?
If not, can you explain your processing and inspection cost increases with each
additional water heater? Provide a breakdown of time/cost for separate vs. bundled
inspection? Provide the original building permit for the construction of these two
properties showing that separate building permits were required and issued for each
separate unit?
For this project,the City's administrative and inspection effort does not increase
proportionally on a per-unit basis. The inspection can be performed during consolidated
site visits, and the review effort is substantially similar, whether, these replacements are
issued under one permit per property or 13 separate permits. As such, requiring
individual permits for each unit may not reflect the City's actual cost of administering
the work as performed. Marysville agreed with me and issued 1 permit per property.
RCW's supporting the Growth Management Act:
RCW 36.70A.020(4) - Growth Management Act Housing Goals.
RCW 36.70A.540 - Prohibits Disproportionate Regulations on Low-Income Housing.
RCW 36.70A.540(1) - Requires cities and counties to ensure that development
regulations do not discourage needed affordable housing. Jurisdictions must consider
cumulative regulatory burden.
RCW 36.70A.040 and RCW 36.70A.070 - Mandatory Affordable Housing Planning.
RCW 35.21.830 and RCW 35.21.840 - Incentives and Fee Reductions for Affordable
Housing.
RCW 82.02.020 and RCW 43.21.C.428 states that permit fees must be reasonable and
tied to the city's actual or anticipated costs. It is not intended to generate surplus
revenue.
Does your municipal code allow for Permit Fee "paid under protest"?

I did find an RCW that protects low-income housing projects from excessive costs and
roadblocks that would otherwise prevent maximum occupancy for low-incoming
housing.This may apply here.

I'm just trying to figure out some stuff and why each unit needs its own permit. It's a
simple fixture swap at the same property. The other two municipalities I am working with
on this project, as there are 64 waters, at 5 properties, in 3 municipalities are not
charging per unit like Arlington. So, your permit is a couple grand more than theirs and I
did not account for that in my bid.
