RCW 82.02.020 and RCW 43.21.C.428 states that permit fees must be reasonable and tied to the city's actuator anticipated costs. It is not intended to generate surplus revenue. Given this is a like for like replacement with no additional structural or code changes, wouldn't you treat all 13 water heaters as a single plumbing permit (bundle) or single permit per property because there is no cause for plan review, and inspection efforts do not meaningfully increase per unit? If not, can you explain your processing and inspection cost increases with each additional water heater? Provide a breakdown of time/cost for separate vs. bundled inspection? Provide the original building permit for the construction of these two properties showing that separate building permits were required and issued for each separate unit? For this project,the City's administrative and inspection effort does not increase proportionally on a per-unit basis. The inspection can be performed during consolidated site visits, and the review effort is substantially similar, whether, these replacements are issued under one permit per property or 13 separate permits. As such, requiring individual permits for each unit may not reflect the City's actual cost of administering the work as performed. Marysville agreed with me and issued 1 permit per property. RCW's supporting the Growth Management Act: RCW 36.70A.020(4) - Growth Management Act Housing Goals. RCW 36.70A.540 - Prohibits Disproportionate Regulations on Low-Income Housing. RCW 36.70A.540(1) - Requires cities and counties to ensure that development regulations do not discourage needed affordable housing. Jurisdictions must consider cumulative regulatory burden. RCW 36.70A.040 and RCW 36.70A.070 - Mandatory Affordable Housing Planning. RCW 35.21.830 and RCW 35.21.840 - Incentives and Fee Reductions for Affordable Housing. It's a simple fixture swap at the same property. The other two municipalities I am working with on this project, as there are 64 waters, at 5 properties, in 3 municipalities are not charging per unit like Arlington. So, your permit is a couple grand more than theirs and I did not account for that in my bid.
